1.0 GENERAL INFORMATION. This procurement is for a portable, general purpose, digital electronic counter that measures frequency from DC to 1.3GHz. The digital electronic counter should also be designed for measurements such as period, time interval, totalize, phase, ratio pulse width, rise/fall time, duty cycle and peak volts.

1.1 Intended Use. The Digital Electronic Counter: AN/USM-783 Electronic Counter, hereinafter referred to as AN/USM-783 Electronic Counter, is classified as a general-purpose piece of test equipment that will replace the AN/USM-459, AN/USM-459A, and AN/USM-459B Digital Electronic Counter in the Army’s inventory. It will be used by United States Forces to provide measurement functions including frequency, period, time interval, totalize, pulse width, rise/fall time, duty cycle, phase, peak voltage, and frequency ratio. The Digital Electronic Counter will be used at both the Field and Sustainment Maintenance Levels throughout the Army and will be deployed to Army Commands, Army Service Component Commands, and Direct Reporting Units as required. This instrument will be used on an “as needed” basis to measure frequency from DC to 1.3 GHz using one of three input channels to measure and display the period of a waveform, time interval between two events, pulse width of a waveform, rise or fall time of a waveform, duty cycle of a waveform, total events occurring on one input, phase difference between two signals, frequency ratio of two signals, and peak amplitude of a signal.

The Digital Electronic Counter will be used by all Communication/Electronic repair personnel performing maintenance, as directed by the Maintenance Allocation Chart of the prescribed Communication/Electronic system.

1.2 Purpose. The purpose of the AN/USM-783 Electronic Counter is to provide United States Forces the capability to provide measurement functions including frequency, period, time interval, totalize, pulse width, rise/fall time, duty cycle, phase, peak voltage, and frequency ratio.

For this mission, a general purpose digital electronic counter is required. The AN/USM-783 Electronic Counter must also operate over the specified temperature ranges as well as in the diverse regions the United States Forces are deployed.

1.3 Classification. The AN/USM-783 Electronic Counter shall meet the requirements of the Performance Specification titled, “Test Equipment For Use With Electrical and Electronic Equipment” MIL-PRF-28800G, Class 3 (defined in paragraph 8.1.4 “MIL-PRF-28800G Class 3” of this Purchase Description) as tailored by this Purchase Description.

1.4 Acquisition Process. A solicitation announcement and release will include all pertinent information for interested sources to submit their best offer. Bid samples will be required as part of the solicitation. Product Director Test, Measurement, and Diagnostic Equipment (PD TMDE) will be utilizing a Two-step Sealed Bidding acquisition process.
