SECTION C
Description/Specifications/Statement of Work
SO DATA/ETHERNET PORT INSTALLATION
SUPERVISOR’S OFFICE
C-1 GENERAL INFORMATION
C-1.01 DESCRIPTION
A. The work shall consist of furnishing all labor, supervision, materials, equipment, transportation and incidentals to perform the installation of CAT5 ethernet ports in the Public Affairs room, Planning Staff Area room, Office Supply Closet, Natural Resources Room, and Timber Strike Team room of the Supervisor’s Office in Gainesville, GA in accordance with the Solicitation, Provisions, Contract Clauses, and Statement of Work.
B. The amount of ethernet ports needed to be installed is fourteen (14). It shall be the contractor’s responsibility to estimate the materials needed to install the ethernet ports.
a. Timber Strike Team Room – 7 ethernet ports
b. Public Affairs Room – 2 ethernet ports
c. Natural Resources Room – 2 ethernet ports
d. Office Supply Closet – 2 ethernet ports
e. Planning Staff Area Room – 1 ethernet port
C-1.02 PRODUCT DELIVERY, STORAGE, AND HANDLING
A. Deliver materials to job site in manufacturer’s original packaging.
B. Store materials above ground and protect against weather, condensation, and damage.
C-1.03 QUALITY ASSURANCE
A. All work shall be performed in accordance with the International Building Code (IBC) and all manufactures instructions and recommendations.
C-1.04 WARRANTY
A. Warrant for a period of 1 year from the date of delivery that the ethernet ports are free from defects in material and workmanship.
C-2 PRODUCTS
C-2.01 MATERIALS
A. Contractor shall field verify all dimensions and quantities prior to ordering.
B. Ethernet Wall Plate: Shall be 1 port and compatible with CAT 5 ethernet cables.
C. Ethernet Mounting Bracket: Shall be the proper dimension to support the ethernet wall plate.
D. CAT Cable: Shall be CAT 5 cables.
E. Keystone Jack: Shall be compatible with CAT 5 cables.
F. Fasteners: Screws shall be the equivalent of the ones provided by the ethernet wall plate.
C-3 EXECUTION
C-3.01 INSTALLATION
A. Install ethernet ports as follows:
1. Mark the spot on the wall where the ethernet port will be placed
2. Place mounting bracket over the marking and trace around the inside
3. Shut off the electricity to any electrical circuits in the immediate vicinity
4. Cut around the drawn outline
5. Drill ½ in diameter hole above or below the outlet opening
6. Run ethernet cable from the networking hardware to the jack outlet from the drop ceiling
7. Secure mounting bracket in the cut hole in the wall
8. Cut the emerging cable from the outlet to a length of 6-12 inches
9. Strip the outer sheathing of the ethernet cable from its last 2 inches
10. Untwist the four pairs of wires inside the cable and organize them according to the writing scheme of the keystone connector and insert each wire into the correct keystone connector slot
11. Attach the wired keystone connector into the back of the wall plate
12. Place the wall plate over the mounting bracket in the wall and secured it the screws provided by the wall plate
13. Repeat steps 1-12 for the remaining ethernet ports
C-3.02 DISPOSAL OF MATERIALS
A. All material removed shall become the property of the contractor and shall be disposed of off Forest Service property in a landfill or other approved location. Contractor shall provide proof of permission to dispose of materials at locations other than a landfill. Receipts or proof of permission shall be submitted to COR prior to processing of final payment.
C-3.03 SITE CLEANUP
A. This area will remain open to the public throughout the length of the project.
B. Pick up and remove from the site all rubbish and accumulated materials caused by ethernet port installation.
C. Leave work site in a clean, orderly, acceptable condition. Be sure that all screws dropped are picked up.
D. Contractor shall ensure that trash and rubbish is disposed of properly at the job site daily. This includes aluminum cans and food wrappers, as well as construction debris.

1.) Head north on Capitol Ave SW, 100 ft 2.) Turn right onto MLK Jr Dr SE, 0.2 mi 3.) Turn left onto the I-75 N/I-85 N ramp, 0.2 mi 4.) Merge onto I-75 N/I-85 N, 0.5 mi 5.) Continue straight to stay on I-75 N/I-85 N, 2.7 mi 6.) Take exit 251B on the left for I-85 N toward GA-400/Greenville, 27 mi 7.) Keep right to stay on I-85 N, 1.1 mi 8.) Keep left at the fork to continue on I-985 N, follow signs for Gainesville, 24 mi 9.) Take exit 24 toward US-129 N, 0.3 mi 10.) Continue onto US-129 N, 0.6 mi 11.) Turn right to stay on US-129 N, 2.1 mi 12.) Turn left onto State Hwy 11 S, 0.2 mi 13.) Turn right, 100 ft 14.) Turn right, 100 ft 15.) Continue straight, 250 ft 16.) SO will be on the right
C-5 PERIOD OF PERFORMANCE
Estimated Start Date: January 30, 2025 Estimated Completion Date: February 6, 2025 Contract Duration: 1 Week
Note: Workdays shall exclude work on at least the day before, of and after a major holiday. Consideration shall also be made for any other events that may be planned at the Supervisor’s Office.
C-6 PRE-BID TOUR
Attendance at the pre-bid meeting is highly recommended in order to understand the scope of this contract. Unless prior arrangements are made with the COR, the only time access will be allowed to the well site is during the pre-bid meeting.
This meeting is tentatively scheduled for Tuesday, January 21, 2025, at 9:00 AM EST at the Chattahoochee-Oconee National Forest Supervisor’s Office.
The date and time of the pre-bid meeting may change, please contact the Contracting Officer (CO) for questions. Please submit the names and titles of each individual planning to attend the pre-bid meeting. Each contractor may bring up to two (2) individuals to the pre-bid meeting. Technical questions shall be directed to the COR.
C-7 EQUIPMENT
All equipment shall be in good repair, and capable of accomplishing assigned tasks in a safe and environmentally acceptable manner. All repairs to equipment under this Contract shall be made and paid for by the Contractor. Equipment may be owned, rented, or subcontracted. Equipment substitutions must be requested in writing and must be approved by the Contracting Officer prior to use.
C-8 TECHNICAL SPECIFICATIONS
The Contractor shall provide overall management of work and be responsible for timely delivery, compliance with specifications, quality control of the project, and workplace safety. All work shall conform to Section 806.1 of the 2021 International Existing Building Code (IEBC) or current equivalent IBC Codes as well as State and Local Regulations.
C-9 DRAWINGS
AutoCAD drawings of the Supervisor’s Office are attached as part of this contract package.
The drawings may not include all details pertaining to this project. In case of a difference between drawings and specifications, the specifications shall govern.
The Contractor shall verify all existing conditions before submitting a bid. The Forest Service shall not be responsible for any misinterpretations due to the Contractor’s failure to properly assess current site conditions.
C-10 ROLES AND RESPONSIBILITIES
The Contracting Officer (CO) is responsible for monitoring contract compliance, contract administration and cost control; and resolving any differences between the observations documented by the Contracting Officer’s Representative (COR) and the contractor’s performance.
The COR is responsible for monitoring, assessing, and communicating the technical performance of the contractor and assisting the contractor.
Government surveillance will occur under the Inspection of Services clause and the terms of the SOW for any service relating to the contract.
C-11 INSPECTION AND ACCEPTANCE
In an effort to minimize the contract administration burden, simplified methods of surveillance techniques will be used by the Government to evaluate the contractor performance. The primary methods of surveillance are reports and COR input/feedback.
Periodic field inspections will be made by the Contracting Officer’s Representative (COR) or the COR’s designated inspector. Work not completed to Contract Specifications shall be reworked without compensation to the contractor.
C-12 MEASUREMENT AND PAYMENT
Payment will be made once work is completed upon receipt of the contractor’s invoice in the Invoice Processing Platform (ipp.gov). The payment will be made by electronic funds transfer to the bank account registered in the System for Award Management (sam.gov).
The contractor may receive deductions or even terminations based on failure to perform. The Government has the right to withhold a percentage of payment of the cost for performing particular services based on failure to meet performance standards.
