Remove and Replace In-House A/V System in Ballroom

1. SCOPE OF WORK:
- DESIGN BUILD PROJECT: The Contractor shall provide all management, tools, supplies, equipment, transportation, and qualified personnel necessary to remove old components and replace in-house, ballroom audio system with all modern components to include room audio and video combining systems, wireless microphone system, projectors, projector screens, equipment rack, associated jacks, plugs, wiring, and control points(s) and interface screens. Room loudspeakers and primary audio amplifier will not be replaced. All other components must be integrated to use existing loudspeakers and primary amplifiers.
- See section 4 for a more detailed description of desired characteristics/specifications.
Contractors shall follow regulations and laws in-force. Contractors shall store their materials in designated areas as specified by the Food and Beverage or Delta Breeze Event Center Manager. The performance shall be sixty (60) calendar days to allow material procurement, work completion and cleaning up.
2. WORK SITE CONDITIONS
2.a The Contractor is allowed to use reasonable quantities of available electricity and water at the work site. The Contractor shall not alter characteristics and shall always abide best

Statement of Work, DBEC - page 3 conservation practices. Adherence to all conditions shall be the responsibility of the Contractor including restorations to initial conditions.
2.b Interruption of utilities. Utilities shall not be interrupted until approval is received from the Food and Beverage Manager or Delta Breeze Event Center Manager. Any such need shall be requested in writing by the Contractor at least 10 days in advance of the needed interruption. Requests for utility interruption shall show the type of utility to be interrupted, the type of operation requiring the interruption, and the date and duration. To the maximum extent interruption shall be scheduled on weekends or U.S. holidays in order to minimize impact to base activities.
2.c Authorized work hours and days. The performance of work here under shall be from
Monday through Friday excluding holidays from 0800 to 1600 hours. Work during weekends or holidays may be requested by the Contractor with a minimum of 10 days advance notice, however the Food and Beverage or Delta Breeze Event Center Managers has the right to deny such request if reasons requiring week end and holiday work are not valid or for security or other necessities. A proposed work schedule will be submitted by the Contractor for Food and Beverage or Delta Breeze Community Center Manager approval.
2.d Toilet facilities in the vicinity of the work site shall be available for Contractor use. The
Contractor shall use facilities in a manner to support their state of cleanliness and hygiene.
2.e If welding is to be performed the Contractor shall ensure a welding permit is obtained from the Travis AFB Base Fire Department prior to performing welding operations.
2.f The Contractor shall not use base refuse containers to discard debris. All construction debris shall be discarded by the Contractor off base at authorized sites according to category of debris/refuse in strict observance of all host country laws, decrees and local regulations in force.
2.g The Contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety.
2.h At least 5 days prior to the pre-final inspection, the Contractor shall furnish to the Food and Beverage or Delta Breeze Event Center Managers all installed equipment operation and maintenance documentation, certificates concerning installed systems as required by host country laws, test reports and results and as built drawings where required by host nation laws.
3. GENERAL NOTES
1. At the end of the work, the Contractor shall provide the Food and Beverage or Delta Breeze Event Center Managers with three copies of the following documents: (1) typed instruction manual in electronic format that describes system function, specifications, instructions, etc. (2) for warranty call purpose, 3 copies of letter identifying project number, item, company address, Statement of Work, DBEC - page 4 phone number, point of contact, item warranty expiration date, etc.
2. The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the Food and Beverage or Delta Breeze Event Center Managers.
3. Housekeeping and Site Clean-up: At the end of each working day, the Contractor shall be responsible for cleaning of the area. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times.
Contractors shall ensure all lightweight debris at the construction site is properly secured in waste receptacles so that it does not blow away to another area.
4. WORK DESCRIPTION
Each item of the schedule is inclusive of furnishing and installation of materials and equipment, scaffolding, transportation to dump or storage of demolished and/or removed materials, in accordance with contracting officer's instructions and all finishing work required to make each item complete in a workmanlike manner.
All the quantities that are indicated or successively added are estimates. Therefore, the government shall be not held responsible for the accuracy of the estimated quantities.
The contract requires a completed project on a lump sum basis. It is therefore the responsibility of the contractor to calculate, foresee and perform all quantities and work necessary even if not mentioned in the specifications but included in the drawings and/or are manifested, in order to deliver a complete project based on its overall scope.
4.1 Provide/furnish and install integrated, interconnected, multi-zone A/V system that --- through thoughtful and innovative design --- delivers a remarkable, state-of-the-art, video and audio experience for customers, and is universally accessible, with an intuitive user interface aimed at promoting ease-of-use by staff and facilitators, all bundled into a neat and efficient design. All current system capabilities (whether they are currently functioning or not) must be considered and incorporated into a new system design.
Required steps/components include but may not be limited to:
- Remove existing components of existing audio system and place in secured space provided within project facility.
- Install new Professional Quality 70V A/V System with the following or better:
- Replace and install audio and video room combining systems that offer flexibility to shift any existing signals to any available connected channels (rooms) as needed throughout the facility. Ensure room combining systems can be controlled from any touchscreen station or from dedicated A/V room location screen. Ensure room combining systems account for all existing inputs, to include Direct TV cable boxes, tuner, CD, DVD player, etc.

- Remove and replace legacy peripheral inputs like DVD, CD, cassette player, existing Denon Tuner, etc. with modern analogue equipment, to ensure capability does not change or diminish.
- Design room matrix to allow for universal signal assignment within affected areas/spaces.
- Replace and install A/V equipment rack in dedicated space within facility.
- Replace existing system XLR input hardware, wiring, plates in all quadrants of ballroom.
- Replace existing video inputs/outputs (currently VGA) with HDMI and shielded CAT lines to achieve true high definition and remote operating capabilities for projectors.
Ensure HDMI remote OUTPUTS in section 2 and 3 of ballroom (center quadrants) to allow for portable projector usage. Replace/install HDMI INPUTS in all four quadrants of ballroom.
- Replace existing projectors with large venue 4K laser projectors that meet facility needs and project at light source bright enough to fully saturate the screen in fully lit conditions and meet any facility/installation accessibility standards. Upgrade all system components needed to achieve true 4K signal reproduction.
- Replace existing projector screens with Da-Lite screens (or better) ensuring dimensions of screen meet same existing dimensions (slightly larger is acceptable) and capabilities, add raise/lower capability to touchscreen stations and keep existing screen controls in existing locations.
- Replace audio/video control stations (4) with touchscreen user interface stations near lighting controls (see photos) of each quadrant of ballroom and one (1) master screen in dedicated A/V room for five total display/control/monitor screens. Touchscreen stations will allow full user interface with A/V system and be designed for maximum accessibility with intuitive controls and design.
- Replace the wireless microphone system to include four new wireless handheld microphones (Shure SM58 or better) and two new wireless lavalier microphones. Replace microphone receivers, mixers, and UHF antennae system with Shure brand systems or better. Wireless microphone systems must achieve high fidelity wireless signal transfer from any point in B400 facility. Use quality products designed with maximum sound clarity, portability, fidelity, appearance, weight, and battery life.
- All new equipment must be compatible and easily connected to existing hardware that will be reutilized, including a QSC amplifier and 32-ceiling speakers in the ballroom.
- Remove all abandoned plates, fixtures, wall mounts, etc. and provide any repairs needed to fully repair/mask/repaint resulting holes, discoloration, blemishes, etc. at location of damage. Repair any drywall, paneling, trim, doorways, panels, fixtures, etc. that become damaged as a result of this project. Repair or replace items and locations as needed.

- This item includes scaffoldings/platforms in order to carry out the work in safe conditions according to applicable laws and regulation in force and any other item to give a job performed in a workmanlike manner.
- Contractor provides customer training for the operation of a fully functional A/V system.
This will include a typed user guide with step-by-step instructions, graphics, and photos to aid in understanding system operations and use, delivered in electronic and printed formats.

Large-venue, 4K, Laser Projectors 2
Output, intensity, luminosity, endurance characteristics must meet needs of facility and be well-suited for projecting vibrtant picture quality in bright environments and fully lit conditions.
Automatic Tensioned Projector Screens
Replace with similar Da-Lite (or better) automatic, tensioned, screens, wired to main touchscreen controls. Also, leave existing control locations.
Wireless Handheld Microphone 4 Shure SM58 or better.
Wireless Lavalier Microphones 2 Shure or better.
Wireless Microphone Receiver(s) 4+ Qty dependent on technical requirements and system specifications.
Microphone Mixer(s) 4+ Qty dependent on technical requirements and system specifications.
Multimedia Player 1
Replace existing Denon player with modern, rack-mout, multimedia player to include Blueray/DVD/CD/Bluetooth capabilities, integrated into overall system.
