About this file

This Request for Quote (RFQ) 140P8325Q0051 seeks a contractor to improve insulation in the historic Herrmann House at Minidoka National Historic Site in Jerome, Idaho. The project involves adding approximately 1,250 square feet of blown-in insulation in the attic to reach an R-value of 49 and installing insulating bats between floor joists in the crawl space to achieve an R-value of 29. Additionally, the existing vapor barrier will be removed and replaced. The contractor must preserve the historic building materials and minimize structural alterations, with all new work potentially reversible in the future.

Key requirements include submitting a baseline schedule, waste management plan, subcontractor list, and product data sheets before work begins. The contractor will work during daylight hours (7:00 a.m. to 5:00 p.m., Monday through Friday), follow park regulations, and comply with safety requirements including weekly safety meetings and proper handling of hazardous materials. The project scope requires careful coordination with National Park Service staff, who will continue to use the building during construction. Upon completion, the contractor must provide an Operation & Maintenance manual and a one-year warranty on workmanship.

RFQ 140P8325Q0051 Scope of Work, Attachment A

Improve Insulation in Historic Herrmann House Minidoka NHS (MIIN)

P a g e 1 of 6

Statement of Work - Attachment A

Project Location Minidoka National Historic Site (MIIN) Herrmann House 1428 Hunt Road Jerome, ID 83338

Background

The purpose of the project is to improve the insulation in the historic Herrmann House attic and crawl space. Approximately 1250 square feet of blown-in insulation will be added in the attic to reach an R-value of 49. In the crawl space, insulating bats will be added between the floor joists to meet an R value of 29. Rigid foam on the foundation walls and a vapor barrier currently exist and will be replaced.

Measurable results for performing this project include reduced energy bills, improved employee satisfaction and improvement of the condition of the asset. Properly insulating and sealing the building could also reduce the number of pests who make their way into the Herrmann house through gaps in the framing. Attic insulation will also extend the life of the asphalt shingle roof that was recently installed. Proper levels and proper installation of attic insulation can also reduce ice dams that form on the roof due to cold spots.

Project Description

This project includes the addition of blown-in insulation in the attic space and the addition of batt insulation and rigid foam insulation in the crawl space. In addition, the existing vapor barrier shall also be removed and replaced. Insulation currently exists but has diminished over time and does not meet the modern R-value specifications for Idaho. We would like blown in insulation to be added so that an R value of 49 or better is achieved in the attic and the floor R value of 29 or better is achieved. Current specifications for professional installation of insulation and vapor management best practices shall be followed.

Contractor is responsible for demolition and disposal of materials off-site. Please see attached images of the building and existing construction plans. The Herrmann house is a simple single-story structure.

The Herrmann House is a historic structure as it is the site of the ‘Farm-in-a day’ event that took place in southern Idaho in 1950. The Herrmann House is currently functioning as office space for NPS interpretation and education staff. We are asking that the contractor approach this project with awareness that original historic building materials exist (like the foundation wall, framing, and flooring) and should be protected and preserved. For example, we are hoping to avoid creating new holes or penetrations during this project. Ideally, all materials and work can be reversed or removed in the future if needed.
