About this file

This is a Justification Review Document and Memorandum for Record for Absence of Competition from the National Guard Bureau for radar foam repair services. The document justifies limiting competition under FAR 13.106-1(b)(1) for refurbishing 60 radar absorption panels for F-16 aircraft.

The justification indicates that only two companies - Texas Management Associates, Inc. (small business) and Aerospace and Commercial Technologies (large business) - are approved by the F-16 Engineering Authority at Hill AFB to perform these repairs. Market research included posting a sources sought notice (W50S6S-25-RFI-0005) from January 10-21, 2025, and consulting with Hill AFB engineers, which confirmed no other approved sources. The previous contract (W50S6S24PA018) was awarded in June 2024. The new contract will be a firm-fixed-price contract using O&M Air Force funds, managed by the 162nd Wing Mission Support Contracting office for the 162nd MXG requiring activity. The contracting officer, Michael Salmon, approved the justification on February 25, 2025, certifying that costs will be fair and reasonable.
