Brand Name Justification for Maxchanger Heat Exchangers
This is a brand name justification memorandum issued by the Department of the Air Force, Oklahoma City Air Logistics Complex (AFMC) at Tinker Air Force Base on May 13, 2026. The 76th Propulsion Maintenance Group (PMXG) requests procurement of Maxchanger brand heat exchangers manufactured by Tranter Inc., justified under the Revolutionary FAR Overhaul RFO 12.102(a). The procurement supports chromium plating operations for aircraft and aircraft engine components where a heat exchanger failure has created significant operational constraints. The Maxchanger is determined to be the only product that satisfies the government's minimum performance requirements.
The justification details three salient characteristics making the Maxchanger unique: (1) Corrosion Resistance & Material Specification—the heat exchanger must operate in highly corrosive environments with sulfuric acid at elevated temperatures; the Maxchanger is manufactured from Alloy B-3 per UNS-N10675 specifications and ASME SB333/SB619 standards to withstand harsh chemical processes; (2) Physical and Functional Form, Fit, and Function Match—the replacement must fit severely restricted physical space with existing stainless steel and PVDF piping custom-designed around the Maxchanger's specific dimensions and 1" NPS Sch 40 connections, requiring an identical replacement to prevent costly modifications; and (3) Performance Capacity—the plating process demands specific fluid heating and cooling requirements that the Maxchanger model is engineered to meet for required flow and heat transfer capacity. Market research identified multiple viable sources through NAICS Code 332410 with emphasis on small business programs (8(a), HUBZone, veteran-owned, and women-owned). Comprehensive sourcing included GSA eBuy, System for Award Management, Dynamic Small Business Search, GSA eStore, open-source research, and direct outreach to 40 companies, resulting in six responses and two official quotes. The contracting officer determined that circumstances warrant the specific brand name procurement, with the recommendation approved by Melvyna Brewer, OC-ALC/OBCA, on May 13, 2026.
