Statement of SALIENT CHARACTERISTICS
VHF Command Network (VCN) Radios
SOR Section:
Kosovo Forces (KFOR) currently utilizes a Very High Frequency (VHF) Command Network (VCN) which is a secure radio communication network, designed to deliver secure, reliable and redundant voice and data communications, thereby provisioning near real-time awareness in support of KFOR Operations. This Network is managed and maintained by the North Atlantic Trade Organization (NATO) with the TETRAPOL system. It is critically important for KFOR to continue providing Support to the NATO Forces mission. To ensure this communication system remains available and operationally sustainable throughout Kosovo any equipment upgrades or replacements must be compatible with the VCN.

Performance:
The item must meet the Government’s specific requirements:
1. Dimensions must be no more than 140mm (250mm w/ antenna) H x 60mm W x 40mm D o Weight cannot exceed 300g (400g w/ Battery Pack)
2. Battery Pack must be no more than 110mm H x 40mm W x 15mm D o Weight cannot exceed 100g o Lithium-ion technology o Capacity no less than 3 Ah
3. Power supply voltage must not exceed 4V =/- 5% o external power supply voltage (charger, BIVS): 5,5 V ± 5 %
4. Frequency bands 360 – 430 MHz o Standard TETRAPOL
5. Color or finish are of no significance to performance.
The key capabilities required by the Government:
1. The radio terminals must contain the transmit/receive and logic functions used to access NATO’s di erent TETRAPOL system services. These functions are provided by an internal electronic board containing a radio part and a logical part.
2. VCN capability with possibility to be accredited at MISSION CONFIDENTIAL Level:
o Cryptographic algorithm compliancy with the INFOSEC Technical and
Implementation Directive on Cryptographic Security o Cryptographic Mechanisms (AC/322-D/0047-REV2 dated 8 April 2009), i.e. usage of
Type A or Type B algorithms mandatory o Cryptographic evaluation and approval shall be active and valid
3. Radios must be compatible with repeaters of a minimum 20 Watt output located at existing DLOS sites
4. Full integration into the existing IP DLOS network
5. Up to 32 simultaneous channels for each repeater site
6. Secure radio handheld sets must be equipped with built-in GPS to display location feature
(Radios should have the ability to be enabled or disabled on a system management interface). Ingress Protection (IP) rating of IP67 essential
7. Flashback capabilities, Alias, and Scan functions are all highly desirable
8. Must be compatible with existing VIP Close Protection Accessories (ear piece and clip-on microphone) for integration with existing hand held radios
9. Must be compatible with existing Secure radio desk sets with external antenna with ingress
Protection (IP) rating of IP64 essential
10. Must be compatible with existing Secure radio car sets with external antenna
11. Ability to record and replay emergency radio transmissions
12. Ability to create up to 96 user groups
13. 24/7 Availability with redundancy so there is no downtime during maintenance of major system components
Regulatory Requirement:
Government International Agreement with NATO. Specifications defined in:
Kosovo Forces (KFOR) Standard Operating Procedure (SOP) 6005 in reference to VCN radios/ equipment acquisition.
Life Cycle Support Characteristics:
Must provide warranty of at least one (1) year that delivers maintenance activities, in terms of full system support, which will enable the seamless operation of the VCN.
Must provide scrap services to destroy radios that are deemed Beyond Equitable Repair (BER) or end of life.
