About this file

This document is a comprehensive construction specification for lead-based paint removal and disposal at the VA Medical Center in Lexington, Kentucky. The project involves removing lead-containing paint from nine connecting corridors (CC1-CC9), with specific locations including plaster ceilings, brick walls, metal door frames, concrete walls and ceilings, and wood baseboards. The specification details strict requirements for lead abatement, including establishing lead control areas, using HEPA filtered equipment, implementing comprehensive safety protocols, and ensuring proper employee training and medical surveillance.

Key technical requirements include using biodegradable chemical strippers, establishing negative pressure containment systems, conducting air monitoring, providing respiratory protection, and following federal regulations for hazardous waste management. The specification mandates that all workers undergo medical examinations, receive comprehensive training, and be certified before entering lead control areas. Waste disposal must comply with 29 CFR and 40 CFR regulations, with waste to be transported and disposed of at state-certified facilities. The project emphasizes worker safety, environmental protection, and meticulous removal and disposal procedures for lead-based paint across multiple building corridors.

1. The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

Scope: The project work scope includes all the connecting corridors for interior finishes, windows, doors, exterior façade and roofing. Corridors included are: CC1 (Ground, First and Second Level interiors, and exterior facade), CC2

(Ground and Second Level interiors, and exterior facade), CC3

(Ground, First and Second Level interiors, and exterior facade), CC4 (one level interior, façade and roofing), CC5

(one level interior, façade and roofing), CC6 (one level interior, façade and roofing), CC7 (one level interior, façade and roofing) and CC8 (second level only interior, façade and roofing). The hospital will remain operational

24/7. All interior demolition and construction activity must

01 00 00 -9 occur during off-hours and weekends when the hospital occupancy is at its lowest levels. Where Department areas can’t be vacated and corridors must remain open during the standard work days, work shall be broken down into small segments of work such that each work area can be cleaned by the next morning by 7:30am and opened back up for VA use.

Work at elevator lobbies on each floor will require additional phasing such that at least one elevator can remain operational and accessible during the construction.
