About this file

This Request for Information (RFI) for VA Project 596-20-104 addresses Refinishing Connecting Corridors and provides responses to two key clarification requests from potential contractors. The first question sought confirmation of the contract period of performance, which contains conflicting references between a 600-calendar-day Gantt chart and a 365-calendar-day Notice to Proceed requirement. The VA confirmed the period of performance is 365 calendar days.

The second question addressed an inconsistency regarding the Infection Control Risk Assessment (ICRA) level, where a previous RFI response suggested ICRA Level 3, but architectural drawings indicated ICRA Level 2. The VA clarified that ICRA Level II will be the definitive requirement for this project, as specified in the drawings on Sheet G002. These clarifications are critical for contractors to develop accurate proposals, pricing, and project execution strategies for the VA's corridor refinishing project.

Request for Information (RFI) – Responses 10-01-2025 Project 596-20-104

Refinishing Connecting Corridors

1. In order to ensure we are providing the most accurate proposal, best possible pricing, and fully meeting the intent of the VA, we respectfully request clarification on the contract period of performance, as the solicitation documents appear to provide two conflicting requirements:

• Solicitation, Attachment 1, page 17, Subfactor 2a – Standard for Acceptability references a Gantt chart achieving project completion in 600 calendar days.

• Solicitation, Attachment 1, Statement of Work – Period of Performance specifies 365 calendar days from the receipt of Notice to Proceed.

These two references appear inconsistent. Based on the complexity of the scope, the 365-day requirement presents a significant challenge to complete all work in a safe, compliant, and high-quality manner. Could the Government please confirm the intended period of performance and whether an extension (e.g., 600 calendar days) will be considered to ensure proper execution of the project?

Answer: The period of performance for this project is 365 calendar days.

2. In order to ensure compliance and provide accurate pricing, we would like to request clarification on the required Infection Control Risk Assessment (ICRA) level for this project.

• The recent RFI response Question 17 indicates that ICRA Level 3 will be required.

However, the architectural drawings (Sheet G002 – ICRA Risk Assessment) clearly indicate a requirement for ICRA Level 2.

This creates a conflict between the solicitation documents and the RFI response. As the level of ICRA has a direct impact on construction methods, schedule, and cost, it is important to confirm the Government’s intended requirement. Could you please clarify whether the definitive ICRA requirement for this project is Level 2 (as shown on Sheet G002) or Level 3 (as noted in the RFI response)?

Answer: The RFI response was inaccurate. ICRA Level II will be required for this project as stated in the drawings on Sheet G002.
