About this file
This document provides technical specifications for a multi-megawatt electrolyzer power supply unit sought by the National Renewable Energy Laboratory on behalf of the Department of Energy. Key requirements include the ability to provide a minimum of 6 megawatts of independently controlled DC power output across three or more hydrogen electrolyzer stacks. The unit must be rated for outdoor use with ambient temperatures ranging from -30 to 40 degrees Celsius and humidity, withstand winds up to 155 mph, and operate at an altitude of 6,040 feet. Quotes should address safety certifications as well as the proposed design, controls, dimensions, installation requirements, efficiency ratings, service plans, production timelines, and pricing.

Attachment 1: Technical Specifications
Multi‐MW Elctrolyzer Power Supply Unit
Objective:
NREL intends to provide the Department of Energy (DOE) and industry with critical RD&D capabilities to accelerate and scale aggressive decarbonization goals for various sector such as steel, cement, transportation (on‐ and off‐road) etc. The procured rectifier will be an integral part of hydrogen research infrastructure and provide a testbed to demonstrate system integration, energy storage, grid services, and renewable hydrogen production. The goal here is to provide testbed to test electrolyzer stacks of up to 6 MW single stack, up to six stacks of 1 MW each, or various combinations in between.
Environmental Conditions:
The system will be primarily used outdoors and is expected to be located at NREL’s Flatirons Campus. The campus is at high altitude and incurs extreme weather. Unique specifications are included below.
Operations may be limited to specified environmental conditions; however, the unit(s) should be environmentally protected for outdoor installation and operation. Other exposures may include high winds and dusty conditions. The unit will need to be protected from lightning strikes.
Environmental conditions
Ambient temperatures: ‐300C to +400C
Humidity: full‐range, outdoor conditions, Arvada, Colorado
Elevation: 6040 ft above sea level
Winds: 155 mph ultimate wind speed
Required Specifications:
Input voltage: 3ph, 480VAC L‐L
Input frequency: 60 Hz +/‐ 5%
Unit shall use site provided 480V AC input without supplying additional transformer (i.e. NREL will provide input transformer) for main power
Total output power: minimum 6 MW
Ability to independently control voltage and current for three or more hydrogen electrolyzer stacks remotely
Output rated voltage greater than or equal to 500V DC
Isolated, floating DC output
DC voltage regulation: <1%
Target power factor: > 0.95
Survival ambient temperature: ‐300C to +400C
Operating ambient temperature: ‐100C to +400C
Protections: Remote interlock, overvoltage, overcurrent (DC output and AC input), overtemperature, short circuit
OSHA approved Nationally Recognized Testing Laboratory (NRTL) approval

Remote data acquisition and control capability
Preferred Capabilities:
Low current turndown –able to maintain high voltage output at low currents down to 5‐10% of rated operating current
Low voltage turndown – able to maintain high rated current at low voltages down to 250 VDC
High slew rate/response time 100ms or better
Outdoor rated, preferably NEMA 4 or NEMA 4X enclosure
Air cooling system
Ability to parallelize and/or serialize the units to achieve broader voltage and current range
Quotes must include:
Description of company’s experience in AC/DC conversion system
Description of technical capabilities of company’s AC/DC conversion system
Thermal management system attributes and maintenance requirements for storage mode during cold conditions
Specifications or design approach supporting installation and use of the unit in outdoor testing environment
Efficiency rating at full load and part load operation
Auxiliary/support power requirements (heaters, fans, telecom gear, etc.); specify if these components require an independent power feed(s).
Control and power module standby power consumption
Physical dimensions, weights, and connection methods of the complete system that aids with installation planning. Please address, o interface drawings and requirements o mounting and foundational requirements o electrical and thermal clearance requirements
Quotes should assume:
Physical installation at NREL site will be responsibility of NREL
Shipment method and costs should be included in cost and delivery timing o NREL’s Flatirons Campus Laboratories and Offices, National Renewable Energy Laboratory
