Fiber Splicing Trailer Purchase Requirements Document For 704th Test Group/846th Test

Squadron 1 Purpose

The 704th Test Group (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 846th Test Squadron (846 TS) is one of the units assigned to the 704 TG. The 846 TS’s primary test capability is the Holloman High

Speed Test Track (HHSTT) where rocket powered sled trains are utilized to simulate flight-like environments and scenarios with the control and recovery of a ground-based system. The

HHSTT utilizes approximately 45 miles cumulative of fiber optic cables, ranging from 12-count to 288-count, supporting communication systems connecting multiple facilities across the entire track complex including a 6,000-foot long Rainfield solely dependent on fiber optics to function. The HHSTT employs several Certified Fiber Optic Technicians tasked with maintenance of these systems. Servicing a fiber optic cable requires a certain amount of exposing bare fiber to the elements throughout the splicing process. Bare fiber and the equipment needed to splice it must remain free of any foreign bodies that may render a splice inoperable. Given the tight tolerances often encountered in HHSTT fiber optic applications, repeatedly resplicing fiber needs to be avoided. As such, given the potential for airborne particulates around the track (i.e., gypsum sand and dirt), a clean splicing environment is a must. Further, fiber optic splicing equipment can be susceptible to damage from extremes in temperature. This, along with the increased time spent splicing high-count fiber optic cables, necessitates a climate-controlled fiber splicing environment. In order to service the extensive critical fiber optic infrastructure utilized by the HHSTT, a fiber optic splicing trailer must be equipped to maintain a clean and climate controlled environment through the use of multiple splicing doors and windows as well as possess the capabilities to power splicing equipment by way of an array of power outlets.

The following requirements are for two new multi-purpose fiber splicing trailers needed at the track.

2 Scope

The Contractor shall deliver two (2) fiber splicing trailers suited for fiber optic maintenance and repair. The trailers need to meet the following requirements:

2.1 Construction Specifications:

• 5,200 lb Tandem Axles

• 15" Tires

• 81" (6'9") Interior Height

• Premium 3/8" Plywood Sidewalls

• 1" x 1 ½" Steel Tube in Walls and Ceiling

• 2000 lb Tongue Jack

• 6" I Beam Main Frame

• Wall Members 16" O.C.

• Floor Crossmembers 16" O.C.

• Roof Members 24" O.C.

• 7-Way Round Electrical Plug

• 2 5/16" Coupler

2.2 Exterior Specifications:

• 36" RV style side door with flush lock

• 12" Rear Step Well (built into the frame)

• (12) Recessed Strobe Lights Around the Exterior

• Emergency Directional Bar on Rear

• LED Strip Tail Lights

• Galvalume Roof

2.3 Interior Specifications:

• (2) 30 "x30" Windows (Passenger Side and Driver Side)

• Inverted Generator Box in the V-Nose (Passenger Side)

• (6) USB/USB-C Electrical Receptacles

• White Metal Walls and Ceilings

• 13.5 BTU AC/Heater

• 36"x78" Rear Entry Door With 30X30 Window and Screen

• 36 "x78" Side Entry Door (Passenger Side) With 30X30 Window and Screen

• Bright LED Strip Lights Throughout Interior

• (2) Rear Heavy Duty Splicing Doors With Brush Guard (12 "x12")

• (1) Passenger Side Heavy Duty Splicing Door With Brush Guard (12 "x12")

• Lockable Overhead Cabinets in the V-Nose

• L-Shaped Counter with Overhead LED Lighting

• Lockable Cabinets Under the Counter in the V-Nose

• (4) Lockable Finished Drawers/Tool Box

• CO2 Detector

• Kidde/AID BC Fire Extinguisher

3 Documentation:

3.1 An operations manual (digital or hardcopy) covering trailer Air Conditioning and Heating, Electrical, and Generator maintenance will be provided.

4 Milestones

4.1 The contractor shall deliver the trailers no later than 90 days ARO and provide subsequent maintenance documentation on the equipment.

5 Deliverables

5.1 The contractor shall deliver all hardware and documentation to 846 TS, Attn: Sennet Archie at 1521 Test Track Road, Holloman Air Force Base, New Mexico 88330-7850.
