About this file

This document is a construction project manual for the Public Health Laboratory Biosafety Level 2 & Level 3 Lab Renovations project for the Oregon Health Authority Public Health Division. The project consists of replacing three existing sterilizer autoclave units with two new units, installing nine new biosafety cabinets and three new laminar flow hoods, providing two new humidifiers on the rooftop, and replacing 13 pressure monitors. The work is required to be performed in the biosafety level 2 and 3 lab areas, which the owner will continue to occupy during construction. The contractor must coordinate access and work schedules with the owner and follow specific security and safety protocols. The project is subject to state and federal prevailing wage requirements.

Pricing terms, set-asides, and incumbent information are not provided. The project is funded by the state, and the construction contract will be awarded to the successful bidder. The document outlines detailed administrative, quality, and closeout requirements the contractor must follow, including submittals, testing and commissioning of the new lab equipment, and final cleaning prior to substantial completion.

PART 1 GENERAL

1.1. SUMMARY

A. Certain components of the Work under this project are Delegated Design. It is the Contractor's responsibility to coordinate and assume or assign to subcontractors the complete responsibility for the design, calculations, submittals, fabrication, transportation, and installation of the Delegated Design portions or components as required in this Section. The Applicant is responsible for submitting to the City of Hillsboro, Development and Permitting Department, all Delegated Design documents required for the separate approval for each Delegated Design item. There are no exceptions. Delegated Design components of this Work are defined as complete, operational systems, provided for their intended use.

B. The Architect's or Engineer of Record's review of Delegated Design submittals shall be for design intent and shall not lessen nor shift the responsibility from the Applicant or the assigned subcontractor to the Owner nor to the design professional. The Owner shall not be responsible for paying for any delays, additional products, additional hours of work or overtime, restocking or rework required due to failure by the Applicant or the subcontractor to coordinate their Work with the Work of other trades on the project or to provide the Delegated Design portion or component in a timely manner to meet the schedule of the project.

C. City of Hillsboro Requirements: Follow the City of Hillsboro's requirements current at the time of submission. The Applicant is responsible for coordinating and submitting all material required by the City so that the City's review will not adversely affect the construction schedule.
