Supply Specifications Supply and Deliver Road Base Aggregate Whiskeytown National Recreation Area

BACKGROUND / INTRODUCTION

Whiskeytown National Recreation Area (WNRA) is seeking a vendor to supply specified road base aggregate and deliver to identified delivery locations. Road base aggregate is needed for a culvert replacement project at locations throughout WNRA.

Material size and quality shall meet requirements detailed below under “Specification” section. Any changes must first be approved by the Contracting Officer (CO).

LOCATION

Whiskeytown National Recreation Area (WNRA), a National Park Service unit, is located approximately seven mile west of Redding, in Shasta County CA. The identified delivery sites are all located within 15 miles of Redding and can be accessed from paved and/or maintained dirt roads within WNRA, (see Base Material Drop Location map).

OBJECTIVE

Vendor shall supply, deliver and unload specified road base aggregate to the location outlined in “DELIVERY LOCATIONS.” The vendor shall supply materials consistent with California Department of Transportation and National Park Service (NPS) standards, which includes free of invasive non-native plants or plant seed. Once delivery dates are scheduled with the CO, the vendor shall meet all delivery dates. Offloading material shall be coordinated with the CO or COR, prior to delivery. Prior to delivery and before receiving material, the COR and NPS Resource Management representative shall inspect the Contractors material source location to confirm that the area is free of invasive plant species. This site visit shall be arranged directly by the COR with the Contractor.

EVALUATION CRITERIA

Quotes will be evaluated based upon Best Value criteria. All bids must meet minimum specifications and delivery time frame to be considered for consideration. Vendor must be registered in the System for Award Management (SAM) at time of award www.sam.gov. Appropriate documentation must be provided prior to the time of service.

SPECIFICATION

Contractor shall supply 7,188 tons of 3/4” Minus Class II Aggregate Base (aggregate base rock) meeting all California Department of Transportation Specification and National Park Service requirements. The National Park Service (NPS) requires that road base rock and rock is free of limestone, round face crushed rock, and non-native invasive plants and/or noxious weeds.

PLACE and DELIVERY DATES All material supplied by the Contractor shall be delivered to the identified drop locations, which are accessible from paved and unpaved roads throughout WNRA (see 2020 Base Material Drop Location map); these locations include Clair A. Hill/Whiskeytown Dam @ Paige Bar Road, Carr Boneyard off Carr Powerhouse Road, and South Fork Road.

The anticipated Delivery Dates shall commence and be completed between;

Time of Award (Anticipated Award Date of early August 2020 ) through December 30, 2020, but will be determined at time of award.

All deliveries must be coordinated prior to delivery with WNRA Roads, Trails, and Lake Operations Supervisor and/or the senior Engineering Equipment Operator. The drop locations will not accommodate the entire quantity at one time; therefore, the delivery of material will need to be coordinated and delivered as needed. Delivery dates and times will be provided to the contractor, by a WNRA representative, no less than 48 hours from the date the material is needed.

HAULING RESTRICTIONS

Contractor shall comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the State of California load restrictions. Additional regulations may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roadways may be obtained from WNRA’s Park Superintendent’s office at (530) 242-3410.

REQUIRMENTS/LIMITATIONS

· Deliveries shall occur during normal business hours; Monday – Friday between the hours of 0700-1730.

· All construction equipment will be pressure washed/steam cleaned prior to entering the parks to ensure that all equipment and machinery are weed free. Construction equipment will be inspected by NPS staff prior to entering the parks to ensure compliance with cleanliness requirements. Inadequately cleaned equipment will be rejected.

· All haul trucks bringing fill materials (excluding asphalt) from outside the parks (if delivery has been requested) will be covered to prevent seed transport and dust deposition along the road corridor.

· Equipment and disturbance will be limited to within the construction limits, and to roadsides, bridge areas, and staging areas

· All sources of rock, sand, gravel, earth, soil, or other imported natural material that is not to be paved over, cemented, or somehow sealed must be approved as “noxious-weed free” prior to acceptance. There are two options to achieve this;

1). The contractor shall submit to the CO a list of proposed sources for import materials 30 calendar days in advance of importing material. The list shall also include the end use and any temporary storage requirements of those materials. Natural Resources staff will inspect sources of materials that pose a risk, either by their end use storage requirements, of allowing invasive non-native plants (also known as noxious weeds) to establish in the park. Materials may be rejected if non-native invasive plants are present at the source and seeds could be present in the material.

2). At the discretion of the CO, potentially contaminated materials may be accepted if mitigating measures are implemented. Mitigation might include stripping the top 12 inches of source material, requiring fresh material stored less than one week, or sterilizing the material. Contaminated materials that contain fines and have an end-use on the surface will require sterilization before importing to the park.

· Import material shall be shipped directly from the source to the park without intermediary storage or staging. Shipping vessels (if material is being transported by an outside vendor) shall be covered to prevent spillage or blowing of their contents while in transit. Materials must also be transported and stored such that they will not acquire invasive non-native plant seeds from adjacent vegetation.

· Disturbed areas will be monitored for up to three years following construction to identify growth of noxious weeds or non-native vegetation. Treatment of non-native vegetation will be completed in accordance with NPS 77-7, Integrated Pest Management Manual.

GOVERNMENT-FURNISHED PROPERTY

No Government furnished property will be provided to the contractor for this project.
