About this file
This is a Bidder Response Form for RFP #26-DCYF-OJJ-103, issued by the Washington Department of Children, Youth, and Families (DCYF) Office of Juvenile Justice, soliciting organizations or individuals to coordinate and facilitate a Youth Advisory Committee (YAC) that will operate as a subcommittee to the Washington Partnerships for Coordinated Justice (WA-PCJJ). The bidder response document outlines the evaluation criteria and submission requirements for the proposal. The YAC is currently non-functional and will be built over the first year of the grant cycle. Applicants must address project design and implementation strategies, including the development of a restorative-based Youth Advisory Committee with a 12-month timeline, engagement processes for reaching justice-involved and system-impacted youth, recruitment strategies, and sustainability planning. Bidders must also demonstrate understanding of why youth with lived experience in the juvenile justice system should be centered in decision-making and systems reform, and describe capacity-building approaches for both the program coordinator and committee members.
The total funding request may not exceed $140,000, with a maximum indirect cost allocation of 15% of the total budget. Allowable expenses include personnel, supplies, other services and charges, equipment, travel, and contractual services. Capital outlay and food costs are not permitted. The evaluation scoring is divided into four sections: Project Summary (30 points), Supporting Information and Demonstrated Experience (50 points), Budget Outline (10 points), and Budget Narrative (10 points). Applicants must provide detailed responses addressing project management experience, understanding of the youth justice system's effectiveness, knowledge of racial and ethnic disparities in carceral systems, mentorship strategies with healthy boundaries, and coalition-building experience. The bidder response form requires complete, well-organized explanatory answers with no pre-prepared materials, product brochures, or testimonials, and assumes evaluators will not have prior familiarity with applicant organizations.

Bidders must submit complete, well-organized explanatory answers that address all of the specific questions asked in the Bidder Response Form. Provide a detailed description of each budget line item requested and on what the funds will be expended, any in-kind contributions and/or other funding sources.
BUDGET INFORMATION
Instructions When completing your proposed budget narrative please be sure to identify how the budget expenditures will assist the program in achieving its desired outcomes. Please refer to the explanations below to ensure your budget line items are allowable within this grant award.
Personnel These funds are for the salary and benefits of program staff directly associated with the project to be supported through this funding application.
Supplies The key word in determining whether an item belongs in the Supplies category is "consumable." If the item can be used up, then it is a supply item.
Other Services and Charges This category is for services other than Personnel, which are required in the administration of the project. Such services may include communication, advertising, and rentals. Expenses for staff training, such as workshop fees, may be included.
Equipment This category is for equipment costs that directly support the staff and/or the program, such as laptops, cell phones, software, and furniture.
Travel All travel costs are included in this category, including personal car mileage, airfares, per diem, hotel etc.
Contractual Any sub-contracts funded through this award. The important distinction to remember is that when an agency contracts with an individual (no matter what service is to be delivered) the cost is reported in Contractual, not in Personnel.
Indirect This category is for overhead costs such as utilities or administrative services such as contract or fiscal management, etc. The proposed funds in this category must be less than 15% of the total requested budget.
