About this file
This document is a Single Source Justification (Simplified Acquisition) for a Brand Name requirement for the Monaco Enterprises, Inc. MAAP-X Addressable Fire Panel and associated accessories to be used at Fairchild AFB. The 92 Civil Engineering Squadron has a requirement for this proprietary fire alarm system, as it is currently in use at the base and integrating with other hardware would nullify existing warranties and service agreements, potentially resulting in partial or complete failure of the system. The government expects to solicit this requirement as a 100% small business set-aside on SAM.gov, as Monaco confirmed multiple small businesses can install the equipment, despite Monaco being the sole manufacturer. The estimated cost to replace the entire system is over $13 million, and the government is limited to Monaco as the Brand Name for the required system at this time, as no non-proprietary protocols are available.

Single Source Justification (Simplified Acquisition)

The 92 Civil Engineering Squadron (92 CES) Fairchild AFB Fire Department has a Brand Name requirement for the one Monaco Enterprises, Inc. MAAP-X Addressable Fire Panel (P/N. 227-955-00) with associated accessories to include: (24) addressable devices and batteries for backup power in accordance with manufacturers recommendations,
(13) Addressable Smoke Detectors w/base, (7) addressable heat detectors w/base, (1) duct detector, housing, sample tube, (1) smoke head and remote test station, (1) addressable relay module, (3) conventional pull stations, (3) mini-input (for pull stations), (2) addressable CO detectors w/ sounder base to be used at Fairchild AFB.
Monaco Enterprises, Inc. (Monaco) is the sole manufacturer and provider of the propitiatory Fire Alarm Reporting System (FARS) that is currently in use at Fairchild AFB for fire protection and notification. The software utilized by Monaco is proprietary and integration with other hardware would result in nullifying existing warranties or service agreements. Additionally, other hardware use could result in partial or complete failure of the FARS. The FARS is active in most facilities on Fairchild AFB, the entire produce system would need to be replaced to achieve current capabilities to utilize other than Monaco equipment. Cost estimates for system replacement are over $13M and complete functionality and training of newer systems would delay commissioning. Any fire reporting would need to be accomplished manually while the system is inactive, thus increasing the possibility of injury/loss of life to base personnel.
Brands such as Honeywell, Bosch, Siemens, and Notifier were quired as possible alternatives. However, these alternate systems utilize proprietary software, or do not utilize the proprietary software that Monaco uses. The integration of two separate systems with other hardware would result in nullifying existing warranties or service agreements. Additionally, other hardware use could result in partial or complete failure of the FARS. Although Monaco is the sole manufacturer they do not provide installation for this equipment. The government contacted a Monaco rep, via phone, and Monaco confirmed that multiple small businesses are able to install their fire alarm panels. The government expects to receive adequate competition soliciting this requirement on SAM.gov as a 100% small business set-aside.
At this time, no non-proprietary protocols are available and the government is limited to Monaco as a Brand Name for the required system. The availability of non-proprietary will be monitored for future requirements of control systems to assure limiting competition is mitigated to the maximum extent practicable on future requirements.
