Statement of Work Summary

This Statement of Work (SOW) defines the requirements for floor repair services on four E2S2 Mobile Command Posts (MCPs) belonging to the 22d Training Squadron at Fairchild Air Force Base, Washington. The contractor must remove existing floors from the units, clean and inspect the frames, and install new floor sections that meet Berg E2S2 original equipment manufacturer (OEM) specifications. Currently, funding is available for two units (SN1 and SN2), with two additional units (SN3 and SN4) available as separate option exercises pending additional funding. Work must be completed within 60 days of delivery or pickup of the last unit.

The new floor panels must meet strict technical specifications including dimensional equivalence to Berg E2S2 expandable panels (1.625 inches total thickness), weight within ±5% of original manufacturer weight, minimum R-17 thermal resistance, high-density closed-cell polyurethane foam construction, and ability to withstand 320 lb. static load with zero visible damage and 580 lb. static load with no structural failure. Additional requirements include polyurea-based non-slip coating, Chemical Agent Resistant Coating (CARC) treatment, compatibility with OEM-standard EPDM rubber gaskets, federal fire retardancy compliance, 304-grade stainless steel hinges, and factory-installed hard points and threaded inserts. The contractor must provide a Frame Integrity Report documenting frame inspection, corrosion treatment, and functional verification of all deployment systems. Work shall be performed at the contractor's facility within 30 miles of Fairchild AFB, with contractor-arranged pickup available at government expense. All contractor personnel require Air Force security clearance and background checks. Hours of operation are 0900-1600 Monday through Friday, excluding federal holidays.

4. REQUIREMENTS:

1. Must be dimensionally equivalent to the Berg E2S2 expandable floor panels, measuring a total thickness of 1.625 inches.

2. To ensure safety of the existing gas spring and winch deployment system, the new panel must be within +/- 5% of the original manufacturer’s weight.

3. Must provide a verified thermal resistance of R-17 minimum

a. Certificate of Conformance required

4. Must utilize high-density, closed cell polyurethane foam (rot-resistant and moisture impermeable)

5. Must withstand a 320 lb. static load with zero visible damage or permanent deformation and 580 lb. static load with no structural failure (only minimal cosmetic indentation permitted)

7. Core must be bonded between 0.25-inch-thick panels consisting of a polypropylene honeycomb core and gel-coated fiberglass skins

8. Must be coated with a polyurea-based, non-slip protective lining; coating must be chemical resistant and maintain high traction in wet/oily conditions.

9. The exterior face of the panel must be treated with Chemical Agent Resistant Coating

(CARC) or an OEM-approved equivalent, color-matched to the existing shelter

10. Once installed and deployed, the replacement panels must sit perfectly flush with the center fixed floor. The vertical offset (lip) must not exceed 1/16th of an inch to eliminate tripping hazards.

11. Panel perimeters must be compatible with OEM-standard EPDM rubber gaskets to maintain a watertight and light-tight seal (Zero light leakage) when the shelter is fully deployed.
