Statement of Work Fairchild SkyFest 2024
Public Address System Services
1.0 Scope of Work: The contactor shall perform Air Show Sound Services, on 22-23 June 2024 and Skyfest rehearsal on 21 June 2024
2.0 Contractor. The contractor shall perform to the standards in this Statement of Work (SOW). The Contractor shall provide all personnel, tools, materials, supervision, setup, teardown, operation, and other items/services necessary for the sound, Public Address (PA), services in support of Skyfest 2024 at Fairchild Air Force Base, WA. Contract is for full and complete services in accordance with statement of work (SOW) scope and awarded to a single contractor. The contractor shall perform to the standards in this SOW. The Government will not be liable for equipment damage due to potential inclement weather.
3.0 Period of Performance. Fairchild AFB Skyfest 2024 shall be held on 22 and 23 June with a rehearsal show being held one day prior, on 21 June 2024.
4.0 Performance Requirements.
4.1 Air Show Sound Services
The contractor shall provide for the following Sound Services:
4.1.1 Transportation to/from Fairchild
4.1.2 The PA system shall be setup and operational prior to air show dry run on Friday morning, 21 June 2024 and tear down no later than 12:00pm on Monday, 24 June 2024.
4.1.3 Provide self-contained sound system and control point trailer.
4.1.4 Provide 10-channel sound mixing system.
4.1.5 Have the ability to cover a 4500ft x 125ft airshow spectator area and one additional 370ft x 50ft Distinguished Visitor (DV) area with quality PA coverage on Fairchild AFB.
4.1.6 Provide sound productions and listening music prior to and after flying events.
4.1.7 Provide redundant UHF/VHF radios that can play over the PA system with selective projection of pilot air-to-ground voice communications: “let’s go to the air” radio interconnect/mixer (i.e. cockpit to ground narration)
4.1.8 Auto ducking on a 3-mic + 2-wireless 350' Line Of Sight remote mic arrangement (5 mics total)
4.1.9 Has multiple CD/computer/USB capability
4.1.10 Provide an Air Boss/Narrator work station, height justifiable, to see the entire runway.
4.1.11 Provide all generators required for running all sound systems.
4.1.12 Provide direct interface with other systems for wide area coverage.
5 Compensation. Should the 2024 Fairchild AFB Skyfest be abandoned, cancelled, or otherwise prevented from occurring due to conditions outside the control of either party, including, but not limited to, national or military emergency, disaster, terrorism, or an act of God, neither party hereto shall be liable to the other for any expense incurred at the time of cancellation. Negligence, equipment failure, sickness, and loss of employees/subcontractors do not create conditions outside the control of the party and do not excuse performance. If, on the day of the event, the Contractor is on site and ready to perform, but cannot due to circumstances outside of his/her control the Contractor will be paid 100% of the performance fee. If the Contractor fails to perform for a reason other than those stated above, he/she shall not be entitled compensation of any type; to include 100% of the performance fee or a percentage thereof that is commensurate with the amount of non-performance.
