For

1.0. General: This is a non-personal services contract to maintain the currently installed audio/visual system(s) (See Appendix A, Fairchild Inventory) including, but not limited to, cameras and associated equipment (such as digital recording devices, monitoring workstations, and support equipment) located in and around the Resistance Training Laboratory (RTL) consisting of buildings:

1712, 1732, 1734, 1735, 1740, and 1741-1746; and, the Bud Day Building 1256 located on the SERE side of FAFB.

1.1. Description of Services: The contractor will maintain cameras and repair infrastructure (if required) for an existing CCTV system. The contractor will provide necessary personnel, equipment, materials, components, supplies, infrastructure, transportation, tools, labor, and other items necessary for the site-specific proprietary programming, installation, and repairs (if required/approved) to the CCTV system as outlined within this contract. The contractor will ensure the most current/updated software and firmware available from the manufacturer are included in cameras, servers, and workstations. The CCTV system(s) will be capable of providing 100 percent coverage around the interior/exterior of the RTL and Bud Day Building (1256). CCTV includes capability of delineating facial recognition, distinctive detail identification of avenues of approach to facilities and surrounding parking areas and/or roadways.

1.2 Background: The cameras provide monitoring for assigned/visiting personnel, contractors and customers entering and exiting facilities associated with resistance training as well as interior operations. The CCTV is intended to enhance day-to-day security in and around the aforementioned facilities/areas. The cameras also provide the cadre with real- time monitoring capability during duty/non-duty hours and during contingent/emergency situations.

1.3 Objectives: Maintain, inspect, test CCTV cameras and associated equipment. Work shall be accomplished in accordance with (IAW) manufacturer and maintenance manuals specifications for each specific piece of equipment. R equired work will be accomplished IAW Department of Air Force (DAF) regulations and industry standards.

1.3.1. The primary function of the CCTV system is to enhance day-to-day, real- time monitoring capabilities along with dramatically improving emergency response capabilities when required.

1.3.2. The retention of images for evidentiary purposes will be located on site at either the RTL or

Bud Day Operations Center. Both locations require government ability to live view, a function that is required for safety purposes.

1.3.3. The contractor will coordinate with the government Point of Contact (POC) for questions concerning the direction of view of existing fixed cameras.

1.4 SCOPE: This SOW establishes minimum qualifications for fully trained personnel, supervision, task management, hardware, materials, tools, and technical services required for the successful accomplishment of the identified tasks. The contractor shall be certified to work on Genetech and Cisco Systems. The contractor shall be responsible for providing personnel with the expertise to complete the assigned tasks satisfactorily. Personnel shall be capable of working independently and with working knowledge of the equipment required by this SOW. Tasks include, but are not limited to:

1.4.1. ROUTINE MAINTENANCE: Maintain CCTV cameras, servers and system workstations, monitors and associated/supporting equipment and infrastructure to include microphones.

Maintenance to include regular software updates or programming. The contractor shall be responsible for all software updates, to include renewing all Genetech Advantage and Cisco licenses annually, as applicable. Licensing renewals, exceeding the rates identified in the applicable contract line item(s) will be coordinated and approved by a warranted Contracting Officer (CO). Routine visits will be required and are estimated to occur every 14 calendar days.

1.4.2. EMERGENCY MAINTENANCE: On-Site response to emergency maintenance calls.

Emergency on-site response, within four hours, will be required for emergencies seven days a week between the hours of 0700 - 1800. The total emergency response hours are estimated to not exceed 100 hours per year with an average of 20 calls per year lasting approximately 4 hours. The contract will provide the option for additional emergency response hours at the same labor rate if the first 100 hours are exhausted.

1.4.3. PARTS REPLACEMENT: Replacement of parts shall be provided IAW contract line items. Contractor shall be responsible for replacement parts up to, but not exceeding, $250 per occurrence. Parts replacement shall be tracked by work orders submitted by the contractor to the POC and become a part of the contract file.

1.4.4. SITE VISITS: The contractor will submit a quarterly routine maintenance schedule to the

POC and schedule site visit requests to the RTL/Bud Day Building with the POC at least five (5) duty days prior to the requested date. Coordination verification should be accomplished no later than (NLT) 24 hours from requested date. Upon emergency work required the POC will ensure a representative is available for escort.

1.4.5. DESIGN REVIEW: All deviations from current equipment positioning and or infrastructure will be coordinated with 92nd Contracting Squadron (92 CONS) and the POC for approval prior to installation.

1.5 MAINTENANCE/REPLACEMENT OF DEVICES:

1.5.1. Software & Hardware: Ensure software and hardware is installed IAW established industry standards and compliant with applicable DAF guidance. Prior coordination with the POC is required.

1.5.2. Existing System Components: Government furnished property, services, facilities, supplies, and equipment are located on the government provided CCTV equipment list (Appendix A).

2.0 GENERAL INFORMATION:

2.1 Suitability Investigations: Personnel working in a government facility six months or less or working anywhere on FAFB property are required to have a Local Files Check.

Ensure you allow 5-7 business day’s process time for the access request.

2.2 Local Area Network: Personnel working in a government facility six months or longer or at any time requiring access to the LAN will require a Tier 1 Investigation. An open Tier-1 Investigation, at a minimum, is required before access to government furnished workstations that have access to DAF e-mail systems can be granted. A Network Waiver may be granted by the Unit Commander after completion of an “Open” Tier-1 Investigation reflects in Defense Information Security System (DISS). These investigations will be submitted by the government at no additional cost to the contractor.

Personnel requiring Unescorted Entry to Restricted Areas, require a favorably completed Tier-1 Investigation - IAW DoDI 5200.02, Personnel Security Program.

2.3 Pass & Registration: The contractor will ensure the following pass and registration items required for contract performance are obtained for employees and non-government owned vehicles: Defense Biometrics Identification System (DBIDS) - Contractor Identification (ID) Card. Process a Department of Defense (DD) Form 1172 to obtain a DBIDS Contractor ID card (If no network access is required). A DBIDS Contractor ID card is required for performance on the installation in a contractor capacity, regardless of alternate base access forms of identification (ex: retired military ID). DAFI 31-101 Air Force (AF) Form 1199, Air Force Entry Control Card (Accountable) (Used with Advanced Automated Entry Control System), or a locally developed badge (if applicable).

AFI 36-3026V2, Common Access Card (CAC). Process within the Contractor Verification System (CVS) for a CAC card (If network access is required). A CAC (Contractor) ID card is required for performance on the installation in a contractor capacity, regardless of alternate base access forms of identification (ex: retired military ID). AF Form 75, Visitor/Vehicle Pass, AFI 31-118, Security Forces Standards and Procedures the contractor will adhere to local security policies when applying for short/long term visitors’ passes. Any contractor requesting a pass for more than 3 days will complete a Local Files Check with 92 SFS/Pass & Registration. Vehicle passes (personal vehicles) are no longer required.

2.4 Retrieving Identification Media: The contractor management will retrieve all identification media from employees who depart for any reason before the contract expires; e.g., terminated for cause, retirement and submit them to the POC for proper disposal. All identification media will be turned into the 92 SFS.

2.5 Listing of Employees: The contractor will maintain a current personnel listing of all employees associated with this project. The list will include employee's name, social security number, address and SOW paragraph the person is assigned to. The list will be validated and signed by the company project lead and provided to the CO upon request prior to the contract start date. Updated listings will be provided when an employee's status or information changes.

2.6 Computer Security Requirements: IAW DoD 5200.01 DOD Information Security

Program and Protection of Sensitive Compartmented Information; the contractor will comply with required security clearances and training requirements prior to being granted access to systems.

2.7 Antiterrorism/Force Protection (AT/FP): Contractor personnel, including sub-contractors, must comply with and participate in the installation AT/FP Program, specifically including Random Antiterrorism Measures (RAM).

2.8 Freedom of Information Act Program (FOIA): The contractor will comply with DoDD 5400.7, DOD Freedom of Information Act (FOIA) Program/AFMAN 33-302, DoD Freedom of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding Controlled Unclassified Information (CUI) material.

Contractors are not authorized to make the decision to disclose government records.

2.9 Privacy Act Program (PA): The contractor will comply with DoD 5400.11-R, The Privacy Act Program, requirements and Air Force Instruction 33-332, Air Force Privacy Program. The regulation sets mandatory guidelines for collecting, safeguarding, maintaining, using, accessing, amending, and disseminating personal information kept in systems of records.

2.10 Controlled Unclassified Information (CUI): The contractor will create and maintain CUI material IAW DoDI 5200.48_DAFI16-1403, CUI, DoDM 5400.07 AFMAN 33-302, Freedom of Information Act Program; DAFI 33-129, Transmission of Information via the Internet, Mark and safeguard all documents meeting the requirements identified in DoDM

5400.07 and Air Force Supplement. When documents containing CUI material are authorized for destruction, shred the records in an approved shredder fit for the classification. Degauss or overwrite magnetic tapes or other magnetic media.

2.11 Reporting Requirements: The contractor will comply with DAFI 71-101V1 & V2, Criminal Investigations Program, and Protective Service Matters, requirements.

Contractor personnel will report any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, the contractor personnel, resources, and classified or unclassified defense information. The contractor employees will be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.

2.12 Physical Security: Areas controlled by the contractor’s employees will comply with base operations plans/instructions for Force Protection Condition (FPCON) procedures, RAMs and local search/identification requirements. The contractor will safeguard all government property including controlled forms provided for contractor use. At the close of each work period, government training equipment, support equipment, and other valuable materials will be secured.

2.13 Operating Instructions: Adhere to the Air Force activity Operating Instruction for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated, and actual emergency operations.

2.14 Traffic Enforcement: The contractor and its employees will comply with base traffic regulations. ONLY hands-free cell phones will be utilized when driving on the installation. Speed limits on-base or 30 MPH unless otherwise posted. Seatbelts will be worn by personnel in the vehicle while on-base. Contractors are strictly forbidden to possess weapons of any kind while on the installation.

2.15 Hours of Operation: Normal duty hours are Monday-Friday 0730-1830 hours. No weekend work is authorized without prior coordination/approval by the government.

Emergency response within 4 hours of POC contact to contractors during hours of operation.

Federal Holidays:

If these holidays fall on Saturday, the preceding Friday will be observed as the holiday.

If these holidays fall on Sunday, the following Monday will be observed as the holiday.

If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day following the holiday observance.

Down Days: These are days designated by the Major Command (MAJCOM) or 22nd Training Squadron (22 TRS) as non-working/family days. The government reserves the right not to allow all non-essential tasks to be performed on these days. The estimated number of down days is ten per year. The contractor will not charge any cost for down days unless approved by 92 Contracting Squadron (92 CONS).

Base Closures: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished during regular duty hours of the next available workday after reopening the base.

2.16 Government Facilities and Services: The government shall furnish all site access, restroom facilities, electrical power, and security escorts.

2.17 Dress and Appearance: Contractors must present a neat professional appearance and be readily identifiable by wearing a company uniform or shirt/coat with the company logo displayed in a prominent location on the front of the shirt.

2.18 Continuation of Mission Essential Functions: IAW DoDI 1100.22, Policy and Procedures for determining Workforce Mix, and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are non mission essential for performance during a crisis.

APPENDIX A - REFERENCES

The government will make all publications, forms, references and report formats listed available at request. Publications can be accessed online at http://www.e-publishing.af.mil/. Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the contractor receives notice of the revision, supplement, or amendment-giving rise to the increase in cost of performance.

A.1 DEFINITIONS:

Acceptance. The act of an authorized representative of the government by which the government assumes for itself, or as agent for another, ownership of existing and identified supplies tendered or approves specific service rendered, as partial or complete performance of the contract on the part of the Contractor.

Contract Specialist (CS). The individual within the contracting office who performs the day-to-day administration of the contract. The CS may also be the CO.

Contracting Officer (CO). The duly appointed government agent authorized to award or administer contracts. The CO is the only person authorized to contractually obligate the government.

Emergency services is defined as an unforeseen occurrence or sudden and urgent occasion(s) for action.

Facility. A building, structure, utility system, pavement, and underlying land or portion thereof and other improvement or asset that has been provided a unique facility number and is contained in the Real Property Inventory as a separate entry listing. This includes all installed equipment and building components.

Non-Personal Services: Pursuant to FAR 37.101 - means a contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the government and its employees.

Personal Services: A personal services contract is characterized by the employer-employee relationship it creates between the government and the contractor’s personnel.

The government is normally required to obtain its employees by direct hire under competitive appointment or other procedures required by the civil service laws.

Obtaining personal services by contract, rather than by direct hire, circumvents those laws unless Congress has specifically authorized acquisition of the services by contract.

Standard. An exact value, a physical entity, or an abstract concept, established and defined by authority, custom, or common consent to serve as a reference, model, or rule in measuring quantities or qualities, establishing practices or procedures, or evaluating results: a fixed quantity or quality or a defined measure of comparison.
