Work Location and Site Description:

The legal location of the project is township 62 north, range 2 west, northwest ¼ of section 18.

The physical location is at the intersection of Forest Road 170 (The Grade) and County Road 4 (Caribou Trail) and approximately 13 miles north of the community of Lutsen, in Cook County Minnesota. The project map identifies the location of the work to be completed, adjacent roads, land survey monuments to be protected and adjacent non-USFS land ownership. The contract work boundary is identified on the ground by flagging ribbon, except in areas where the contract work is bordered by roads which will serve as the boundary markers.

Summary of Work Requirements: Cut at the stump and pile trees on a 48-acre work site.

Equipment must be capable of operating in forested, uneven and rocky terrain. Specific instructions on work requirements and equipment capabilities are described below.

Designated trees and diameter (DBH) to be cut at the stump and piled:

• All live and dead balsam fir trees.

• Live and dead white spruce trees of 5” DBH (diameter at breast height) and smaller.

• DBH is defined as the diameter of the tree trunk, measured 4.5’ from the ground.

Non-designated trees and diameters to be avoided by equipment:

• Cedar, tamarack, white pine, jack pine, red pine, birch, aspen.

• White spruce greater than 5” DBH.

• Consult with COR prior to cutting “leave trees” if needed to access required cut trees.

• Piling is required of all cut “leave trees”

Pile construction specifications:

• Pile diameter of 12-20’.

• Pile height of 12-20’.

• COR may allow deviation from specifications in pile height and diameter with prior approval.

• Piles will not be placed within 50’of roads and the western property ownership boundary.

• Within 100’ of roads, the piles will be located no less than 25’ from no-cut tree species.

• From 100’ or further of roads, locate piles no less than 15’ from no-cut tree species.

• Cut piles shall be no less than 25’ between other cut piles.

• Consult with COR prior to cutting, if pile location requirements cannot be obtained due to on-site terrain and vegetation.

• Dirt and stumps will not be added to piles.

• Piles will be constructed in a manner that allows for efficient burning. The example picture on the following page shows a properly constructed pile required of this project.

Additional Requirements:

• A pre-work meeting with the COR is required prior to starting work.

• The COR will be notified when work is occurring.

• The project map is georeferenced for use in the Avenza PDF Maps application.

Statement of Work for

• Heavy equipment capable of fully removing trees from the stump by cutting the tree completely from the stump is required. Trees will not be pulled from the ground or pushed over as a method of cutting, as cutting the tree completely from the stump is required.

• Heavy equipment capable of pushing, blading or dozing trees may be used for tree pile construction, but cannot be used as the primary method of removing trees from the stump, as cutting trees from the stump is required.

• Stumps of cut trees will be no greater than 12” from the ground.

• Operations will take place during frozen conditions or non-frozen dry conditions. The contracting officer representative will determine if site conditions are appropriate for equipment operations.

• Do not operate in wet lowlands where soil damage may occur.

• Contractor shall not remove any flagging that identifies unit boundaries.

• Do not damage adjacent roads, road signs, utilities and property survey monuments. Property survey monuments are located at the northwest and southwest corners of the work area and are well marked with flagging ribbon.

• Supplies, equipment, fuel, and maintenance shall be the contractor’s responsibility to provide.
