Project West Patrol Road Crossing Replacement

General Information This project is comprised of all required labor, equipment, and materials necessary to perform the following work:

Task 1: Excavate and remove (1) 18 “ diameter by 22’ long Corrugated Metal Pipe (CMP), furnish and install new CMP, and repair crossing; Task 2: Excavate and remove (1) 18” diameter by 50’ long corrugated Metal Pipe (CMP) and backfill with compacted road gravel. Pipe is no longer required; Task 3: Clean (1) pair of metal pipe culverts; Task 4: Furnish and install road gravel (CA-6) on 1,000 feet of 14 ‘ wide roadway to a depth of 6 inches. Grade and compact newly spread gravel to a finished depth of 4 inches.

The project is located on the Midewin National Tallgrass Prairie, 30239 South State Route 53, Wilmington, Illinois 60481.

2.0 Background

The existing culvert is located on Midewin’s West Patrol Road at the intersection with South Patrol Road. The metal pipe has collapsed and ruptured.

Contractor Requirements

3.0 Technical Requirements / Tasks

The following items are to be completed as described in the attached drawings and Specification listed in this section.

Mobilization – Includes all mobilization cost and demobilization costs for materials, and equipment for the project. All bonding, insurance, permits will be included within this pay item.

Task 1: Culvert removal and replacement Item 1: Removal of Structures And Obstructions – Excavate and remove existing 18”x22’ metal culvert from roadway. Haul away old culvert and properly dispose offsite. Retain all material suitable for backfill and dispose excess spoils.

Item 2: Structure Excavation – Excavate additional soil and gravel required to install bedding material and replacement 18”x22’ culvert as shown on the attached drawings.

Item 3: Structure Excavation and Backfill – Furnish and install approximately 3 cubic yards of bedding aggregate CA-11.

Item 4: Earthwork Geosynthetics - Non Woven, Class-II - Type B - furnish and install approximately 40 square yards of non-woven geotextile fabric as required for bedding beneath the new culvert and beneath the rip-rap layer.

Item 5: Structure Excavation and Backfill – Furnish and install approximately 3 additional cubic yards of structural fill around the new culvert.

Item 6: Rip-Rap – Furnish and install approximately 4 cubic yards of Class 3 riprap around the upstream and downstream side of the new culvert.

Item 7: Aggregate Surface Course – Rebuild roadway in compacted lifts of CA-6 type aggregate to match existing elevation of road.

Item 8: Culverts and Drains – Furnish and install new 18” diameter Corrugated Metal Pipe. Set at proper elevation as shown on the attached drawings to achieve positive drainage.

Item 9: Permanent Traffic Control – Furnish and install (2) type 2 delineators including posts at the new culvert location.

Task 2: Removal and backfill of 50’ culvert Item 10: Removal of Structures And Obstructions – Excavate and remove existing 18”x50’ metal culvert from roadway. Haul away old culvert and properly dispose offsite. Retain all material suitable for backfill and dispose excess spoils.

Item 11: Aggregate Surface Course – Rebuild roadway in compacted lifts of CA-6 type aggregate to match existing elevation of road.

Task 3: Clean one pair of metal pipe culverts Item 12: Remove built-up soil and vegetation from each end of an existing pair of corrugated metal pipes to restore flow through the pipes.

Task 4: Furnish, spread, grade and compact road gravel Item 13: Furnish 260 cubic yards of road gravel (CA-6) and spread to a 6” depth over approximately 1,000 feet of existing West Patrol Road on Midewin.

Item 14: Grade smooth to a width of 14 feet with a crown in the center. Compact to a finished depth of 4 inches.

Site Cleanup - for the project is considered incidental to all other pay items.

Contractor is responsible for any notifications, licenses or permits required to perform this work.

4.0 Government Furnished

General: The FS shall provide, without cost, the facilities, equipment, materials, and/or services listed below.

FS Furnished Materials:

1. Key for contractor gate access (cost of replacement for key not returned after work is completed will be paid by the contractor at the actual cost for changing the effected locks)

2. Placards for contractor vehicles.

FS Furnished Facilities:

1. Overnight/weekend parking for Contractor equipment (unsecured)

2. Storage areas for materials (unsecured)

5.0 Deliverables / Schedule

The overall performance period for completion of the task is 60 days.

6.0 Travel

For the project is travel considered incidental to all other pay items.

7.0 Contractor’s Key Personnel

At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.

8.0 Security Requirements

Midewin Access Policies: Midewin is a non-motorized recreational area with locked gates across all vehicle access points. The public will have access via walking, bicycles, or horseback. Keys and placards will be issued to the successful contractor for all road gates. Gates are always to be kept closed and locked. If the contractor wishes they may post one of their personnel at the gate during any period when repeated trips through the gate are required. Only approved access routes are to be followed, key holders are not allowed access outside of the contract area.

The contractor and its employees and subcontractors shall comply with all State and local safety requirements and will be thoroughly familiar with the Forest Service Safety Code for work of this type. This code is available for review at the closest Forest Service office. Protective devices, including but not restricted to hard hats, shall be worn. All efforts shall be made to protect traffic and the contractor vehicles shall stay within the appropriate speed in the areas but not to exceed thirty miles per hour (30 mph).

Contractors must avoid remaining contaminated Army land in or near the work area, and must be aware of the potential for discovery of CERCLA wastes, TSCA (PCB) equipment, or remnant ordnance materials (Munitions and Explosives of Concern (MEC)). Contractors shall notify the Midewin Safety Officer and COR or Inspector of any discovered suspicious material, equipment or items encountered during work.

Contractor shall confine operations to the designated work area, follow designated travel lanes and use existing roads, railbeds, and parking areas unless approved by a FS representative. Contractor shall avoid entering any areas enclosed by orange construction fencing, or bamboo stakes and flagging. Any soil or other resource damage (e.g., rutting deeper than six inches, tracking, etc.) shall be mitigated by the contractor prior to completion of the work.

The Contractor will ensure spill cleanup materials will be available on each project at all times while on the Prairie. Any spill greater than one (1) pint must be immediately reported to the COR or Inspector. Contractor personnel must have training to ensure they are qualified to identify such releases and are competent to provide proper cleanup and reporting. All spilled materials and impacted soils will be removed and properly disposed as necessary.

Attachment Additionally, included as an attachment to this Statement of Work is the Evaluation criteria that will be used to make an award determination The attachment states Evaluation Factors and significant Subfactors representing the key areas of importance and emphasis to be considered in the source selection decision. Failure to provide the required data for evaluation may eliminate a contractor from contention for an award.
