DIVISION 01 00 00 - GENERAL REQUIREMENTS

SECTION 01 10 00 - SUMMARY

PART 1 - GENERAL

The purpose of this project is to abate hazards posed by three abandoned coal mine features located in King County, Cougar Mountain Regional Wildland Park (CMRWP) in Newcastle, Washington. The features are designated as:

• CC-048, CC-049, CC-050, CC-051, CC-052, CC-056, CC-057, CC-060. These features were previously reclaimed by the Office of Surface Mining Reclamation and Enforcement (OSMRE), and in July 2024 Haley & Aldrich representatives observed that the monument at each feature was illegible.

• CC-064. In July 2024 the feature consisted of a large subsidence.

• CC-102A. In July 2024 the feature consisted of a large subsidence.

• CC-102B. In July 2024 the feature consisted of a large subsidence.

• CC-322. In July 2024 the feature consisted of a large subsidence.

• CC-333C. In July 2024 the feature consisted of a large subsidence.

• CC-118. This feature was previously reclaimed by OSMRE using a welded rebar grate to cover the surface opening. In July 2024, Haley & Aldrich representatives observed an approximately 4-foot-long piece of rebar was missing from the central area of the grate.

Maps showing the feature locations are included on Plans C-1 though C-4. See feature descriptions in Paragraph 1.1 below for dimensions and condition at the time of the site visit. Work will consist of reclaiming mine Features CC-064, CC-102A, CC-102B, CC-322, and CC-333C, as summarized in Paragraph 1.2, as specified herein, and shown on Plans C-5 through C-16, and C-19. Work will also consist of maintenance of monuments at Features CC-048, CC-049, CC-050, CC-051, CC-052, CC-056, CC-057, and CC-060, and the grate at Feature CC-118, as summarized in Paragraph 1.2, as specified herein, and shown on Plans C-17 through C-18. When the term “site” is used herein, it collectively refers to the CC-064, CC-102A, CC-102B, CC-322, CC-333C, CC-048 through CC-052, CC-056, CC-057, CC-060, and CC-118 work sites, access routes, and overall project area.

Important: The extent, depth, and stability of historical mine workings in the project vicinity are unknown. The area surrounding the features may contain unstable mine workings that may be prone to sudden collapse, leading to surface subsidence or collapse that could pose a risk to construction equipment and personnel. See Section 01 35 29 for Site Safety.

1.1 Mine Feature Locations, Descriptions, and Access

1.1.1 Location/Property Owner

All the features are located in the CMRWP, which is owned by King County and operated by King County Parks. CMRWP is located east of the City of Newcastle, Washington, and south of Interstate 90.

The general access route to CMRWP from Interstate 90 (I-90) or Newcastle, Washington to the features is shown on Plans C-1 and C-2. Features CC-048 through CC-052, CC-056, CC-057, CC-060, CC-064, CC-322, and CC-333C, can be accessed from Red Town Trailhead parking lot shown on Plans C-2 and C-3. Features

01 10 00-2 0202993-014

CC-102A, CC-102B, and CC-118 can be accessed from the Sky Country Trailhead parking lot via Clay Pit Road as shown on Plans C-2 and C-4.

Motorized vehicles and equipment over 5,000 pounds gross vehicle weight (GVW) are permitted to access Clay Pit Road and Red Town Trail. Motorized vehicles and equipment access on all other trails within the park shall be less than 5,000 pounds GVW. Vehicle and equipment type access is also dependent on the trail width. The Contractor shall verify construction access to each feature.

Approximate access routes to each feature to use for bidding purposes are shown on Plans C-3 and C-4.

The Contractor shall not clear and build new access roads to any of the features. Access to each feature shall be done in such a way that minimal disturbance is made to the existing trail system and vegetation.

1.1.2 Features CC-048 through CC-052, CC-056, CC-057, and CC-060 Description: In July 2024, these previously reclaimed features were generally covered in vegetation, and did not appear to need repair, except for the feature monuments missing their monument markers. The monuments at each feature were constructed similarly, consisting of an approximately 6 5/8-inch outside diameter black painted steel pipe embedded into the soil with about 2 feet of pipe extending above the ground surface. Each pipe was backfilled with concrete with an inlayed octagonal steel plate at the top. The steel plates appeared to have been painted, but the paint is mostly chipped off, and the monument markers are illegible. The existing monument pipes have the feature numbers scratched into the side of the pipe and may not be accurate.

Access to Features: These features can be accessed from the Red Town Trailhead parking lot. See Plan C-3 for the access route to the features.

Features CC-048 through CC-052 can be accessed by heading southwest on China Creek Trail for approximately 1,250 feet, and then turn east off the trail. Walk through the brush approximately 150 feet to reach the monuments for Features CC-048 and CC-049. Continue east another approximately 100 feet to reach Feature CC-050 monument. From there, walk southeast another approximately 75 feet to reach the access gate in the fence surrounding Features CC-051 and CC-052. Once through the gate, continue east, northeast another 50 to 100 feet to reach the monuments for Features CC-051 and

CC-052.

Features CC-056 and CC-057 can be accessed by following Red Town Trail for approximately 1,550 feet, and then turn west onto Rainbow Town Trail and continue for approximately 680 feet. The monument for Feature CC-057 is located approximately 40 feet north of the trail, up the hill. The monument for Feature CC-056 is approximately 30 feet west of the Feature CC-057 monument. The feature numbers scratched into the side of these monuments appear to be incorrect. Feature CC-056 should be west of Feature CC-057.

Feature CC-060 can be accessed via the Bagley Seam Trail from the Red Town Trailhead parking lot.

Follow the trail for approximately 500 feet, then the monument for Feature CC-060 is located about 20 feet east of the trail.

1.1.3 Feature CC-064

Description: In July 2024, Feature CC-064 consisted of an oval subsidence measuring approximately 38 feet long (east-west) by 35 feet wide, and up to 11 feet deep. The side wall of the subsidence is near vertical on the west to northwest side with overhanging vegetation and roots. The side walls around the

01 10 00-3 0202993-014 rest of the subsidence range from 1 Horizontal to 1 Vertical (1H:1V) to 0.5H:1V. The subsidence is surrounded by welded wire fencing that is down on the south side of the subsidence due to fallen trees.

See Plan C-5 for the existing conditions plan and sections.

Access to Feature: From the Red Town Trailhead parking lot, head southwest on China Creek Trail for approximately 260 feet, and then turn south onto the cleared gravel landing. From the edge of the landing there is construction access through brush (i.e., no trail), approximately 160 feet south and down the hill to Feature CC-064. See Plan C-3 for the access route to the feature.

1.1.4 Feature CC-102A

Description: In July 2024, Feature CC-102A consisted of a near-circular subsidence with a diameter ranging from 65 to 75 feet. The side walls of the subsidence were generally 0.5H:1V to near vertical in some locations. Haley & Aldrich representatives measured depths of the subsidence between 23 to 30 feet deep. However, line of sight to the base of the subsidence is obscured by vegetation and woody debris, so it was not clear if the depth measurements were taken at the deepest point of the subsidence. The edges of the subsidence are heavily vegetated, which obscured line of sight to the edge of the subsidence. It is unknown if the base of the subsidence is open to mine workings. See Plan C-7 for the existing conditions plan and sections.

Access to Feature: From Sky Country Trailhead parking lot, go through the access gate and head southeast on Clay Pit Road. After approximately 1,450 feet, turn south onto Cave Hole Trail, and continue for approximately 1,075 feet. Feature CC-102A is located approximately 95 feet west of the trail, and is west of Feature CC-102B. See Plan C-4 for the access route to the feature.

1.1.5 Feature CC-102B

Description: In July 2024, Feature CC-102B consisted of an oblong subsidence measuring approximately 64 feet wide (northeast/southwest) by 75 feet long (northwest/southeast), and up to 30 feet deep. The side walls of the subsidence were generally about 1H:1V slopes. There was light vegetation and several large confers surrounding the edge of the subsidence. The subsidence was not open to mine workings at the time of the site visit. See Plan C-9 for the existing conditions plan and sections.

Access to Feature: From Sky Country Trailhead parking lot, go through the access gate and head southeast on Clay Pit Road. After approximately 1,450 feet, turn south onto Cave Hole Trail, and continue for approximately 1,075 feet. Feature CC-102B is located approximately 20 feet west of the trail. See Plan C-4 for the access route to the feature.

1.1.6 Feature CC-322

Description: In July 2024, Feature CC-322 consisted of a near-circular subsidence with a diameter of approximately 45 feet. The side walls of the subsidence were generally 0.5H:1V on the north side to 1H:1V on the south side. Haley & Aldrich representatives measured depths of the subsidence between 15 to 22 feet deep on the low and high sides of the subsidence, respectively. However, line of sight to the base of the subsidence is obscured by vegetation and woody debris. The edges of the subsidence are heavily vegetated, which obscured line of sight to the edge of the subsidence. It is unknown if the base of the subsidence is open to mine workings. See Plan C-11 for the existing conditions plan and sections.

Access to Feature: From the Red Town Trailhead parking lot, head east on Red Town Trail for approximately 1,550 feet, and then turn west onto Rainbow Town Trail and continue for approximately

01 10 00-4 0202993-014

370 feet. Feature CC-322 is located approximately 100 feet north of the trail, and can be accessed from around either the west or the east side of feature CC-082. However, the access to the east of Feature CC-082 is flatter and has less brush. Feature CC-322 shall not be accessed through the Feature CC-082 subsidence. See Plan C-3 for the access route to the feature.

1.1.7 Feature CC-333C

Description: In July 2024, Feature CC-333C consisted of a near-circular subsidence with a diameter ranging from 45 to 55 feet. The side walls of the subsidence were generally 0.5H:1V on the southeast side and 1H:1V on the northwest side. Haley & Aldrich representatives measured depths of the subsidence between 15 to 20 feet deep. The base of the subsidence has a smaller subsidence that may be open to mine workings, but was not safely accessible at the time of the site visit. See Plans C-13 and C-14 for the existing conditions plan and sections.

Access to Feature: From the Red Town Trailhead parking lot, head east on Red Town Trail for approximately 850 feet, and then turn east onto Cave Hole Trail and continue for approximately 1,370 feet. From this point the feature can be accessed through the brush from a low point and natural drainage path east of the trail that leads to the feature over a distance of approximately 250 feet. The drainage path provides access around the north side of the subsidences adjacent to Feature CC-333C.

Feature CC-333C is located approximately 150 feet due east of Cave Hole Trail. See Plan C-3 for the access route to the feature.

1.1.8 Feature CC-118

Description: Feature CC-118 was previously reclaimed by OSMRE and the grate cover was repaired in 2001. The reclamation consisted of an approximately 29-foot square steel rebar grate embedded in concrete surrounding the perimeter of the feature opening. The rebar was approximately 1-inch diameter and spaced at approximately 6-inches on-center in each direction. In July 2024, Haley & Aldrich representatives observed an approximately 4.5-foot-long piece of rebar missing from near the center of the grate.

Access to Feature: From Sky Country Trailhead parking lot, go through the access gate and head southeast on Clay Pit Road. After approximately 4,680 feet, turn south onto Mine Shaft Trail, and continue for approximately 430 feet. Feature CC-118 is located approximately 50 feet west of the trail.

See Plan C-4 for the access route to the feature.

PART 1 - GENERAL

1.1 Description

The following sections outline payable items for this project. Each item will be measured as specified.

The Contractor shall bid on each of the items listed on the Bid Schedule. The quantities listed in the bid schedule and these specifications are estimates; actual quantities required shall be determined in the field and may vary from the estimates. The Contractor shall be responsible for verification of these quantities (to OSMRE’s satisfaction) and documentation of actual quantities used for unit price items.

All other work required to complete the contract, including, but not limited to: tree and plant protection, groundwater and surface water control, prevention of trespass, protection of materials, protection of equipment, work in progress, safety, and installation and maintenance of erosion and sediment controls shall be considered incidental to work shown on the Bid Schedule, and no separate payment shall be made for such incidental work.

Contractor shall verify all levels, dimensions, and existing conditions in the field before proceeding.

Contractor shall notify OSMRE of any discrepancies or field changes before installation or fabrication. In case of discrepancies between the existing field conditions and the Contract Drawings, the Contractor shall obtain direction from the OSMRE COR before proceeding. Any change resulting in additional cost would require authorization from the OSMRE contracting officer (CO). The Contractor shall notify the OSMRE COR immediately of conflicts or excessive variations from indicated dimensions.

All applicable taxes shall be included in the bid prices.

The quantity of concrete remaining in the truck (i.e., not placed) will be estimated by the OSMRE COR or Haley & Aldrich Field Representative. For concrete mixed on-site, volume measurements shall be based on the cement/redi-mix sacks and quantity of water per sack mixed and placed on-site.

OSMRE shall be liable for the cost of any unused concrete, as long as:

• OSMRE approves the amount of concrete the Contractor proposes to order before the order is made; and

• Failure to place concrete is solely the result of site conditions, such as the required volume of concrete.

Payment shall not be made for concrete lost because of failure or leakage of Contractor’s delivery equipment or placing equipment, failure of Contractor-designed temporary bulkhead, or waste due to blockage of a pump system or installation line.

Contractor shall be solely liable for cost of all concrete not placed within the time specified in Section 03 30 00 for reasons such as failure or poor performance of Contractor’s equipment, insufficient crew size, or poor direction by Contractor’s Superintendent.
