437-24-101 CON Replace UST and Leak Detection questions and answers

1. Are there any project phasing requirements? As in, certain tank batches need to be done first, 2nd, 3rd?

- Phasing of Work: Comply with all requirements shown on contract documents.

Contractor shall submit a complete detailed phasing plan/schedule with manpower levels prior to commencing work. The phasing plan shall be detailed enough to provide milestones in the process that can be verified.

- Backup fuel source to be provided while working on tanks and leave traffic access open all time. These two issues are important phasing requirements to be considered.

2. Is this work considered “warm weather seasonal” only time frame for the earthwork portion of scope?

- Coordinate with the VA to adjust work sequencing or shift labor/resources to unaffected tasks. You can resume fieldwork once safety and environmental conditions are acceptable.

3. Does the Period of Performance account for badging & tank lead times? If not, can some additional time be included?

- Yes, it accounts for both badging and lead times. Additional time may only be added at the discretion of the contracting officer’s determination of reasonable request via a contract modification.

4. Can the Superintendent carry any other roles such as QC or SSHO?

- No; Superintendent, Site Safety & Health Officer (SSHO), and Quality Control functions may not be stacked in any configuration and must be independent positions with independent roles filled by individual personnel. Quality Control shall report to a different executive within the company than the Superintendent to maintain independence and neutrality. SSHO and Superintendent shall not be subordinate to each other (superintendent does not supervise SSHO, and vice-versa).

5. Can the QC also act as the SSHO? And/or vice versa

- The SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO.

6. Will phasing 1 tank down at a time by the Boiler Plant an similar areas be preferred by the VA user to allow for semi-normal tank functions during construction?

- Yes, 1 tank down at a time is preferred. Per specs. Section 23 05 10 part 1.8.B;

“At all times, there shall be one fuel oil tank available to serve the boiler plant or generator available for serving the load demand. The fuel oil tank shall be capable of handling the loads that may be imposed for normal operations”.

7. Will the shutdowns and transfers/switch overs be allowable during normal business hours?

- The Medical Center must maintain its operation 24 hours a day 7 days a week.

Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks.

- Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

- Major interruptions of any system must be requested, in writing, at least 21 calendar days prior to the desired time and shall be performed as directed by the

COR.

8. With there being a separate project addressing the UST by the North Loading Dock- Generator Room area, will this work under this UST project be modified and/or descoped in anyway?

- UST #8 and AST #3 are descoped from this project. They are addressed in another project.

9. Can the VA clarify who is to hold the CxA contract?

- The VA has engaged the CxA under a separate contract under the A/E.

10. Would the VA consider Plasteel/Elutron UST as they are becoming the more standard/typical installation product compared the currently speced product?

- Yes, we will consider if it meets the requirements in the specs or equivalent.

**Original 1442 has sealed offers due at 2:00pm March 10, 2026. This is INCORRECT. The sealed offers are due March 31, 2026 at 2:00pm.
