About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated 08 April 2026 for an acquisition valued under $10 million. The document justifies a brand-name contract award to Snap-On for professional-grade tools supporting the Ellsworth AFB fit-out, specifically for a new Low Observable (LO) facility in South Dakota. The contracting activity is the 28th Contracting Squadron under AFGSC.
The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing that Snap-On is the only responsible source capable of meeting agency requirements. The primary rationale is standardization of tools across maintenance sections at Ellsworth AFB in accordance with Department of the Air Force Instruction (DAFI) 21-101, Aircraft and Equipment Maintenance Management, which mandates that Composite Tool Kits (CTK) contents be standardized within functional elements of squadrons with similar missions. An RFI posted on GSA E-buy on 19 March 2025 for 14 days resulted in three vendor responses confirming capability. The document notes that a previous solicitation resulted in only one quote submission. To overcome competitive barriers, the requirement will be solicited on SAM.gov as a brand-name 100% small business set-aside to maximize competition and price reasonableness. The Contracting Officer, SSgt Connor Thompson, certified the justification on 08 April 2026, with Technical and Requirements Personnel MSgt Jonathan Gunther also certifying the supporting data. Fair and reasonable pricing will be evaluated per RFO Subpart 15.4.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: AFGSC Contracting Activity: 28th Contracting Squadron
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a contract on a brand-name basis to Snap-On for the procurement of tools in support of the Ellsworth AFB fit-out. This justification is made on individual basis and utilized RFO procedures.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
This requirement is for the purchase of brand name, etched, professional-grade tools in conjunction with foam shadowing in accordance with the associated equipment lists and salient characteristics for the new Low Observable (LO) facility at Ellsworth AFB, SD.
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Snap-On tools encompass the majority of tools currently in use across the various maintenance sections operating on Ellsworth AFB. The primary justification for the brand-name acquisition of Snap-On tools is the need for standardization as mandated by Air Force policy per Department of the Air Force Instruction (DAFI) 21-101, Aircraft and Equipment Maintenance Management, paragraph 8.3.4, states, "CTK contents will be standardized to the maximum extent possible within functional elements of a squadron that have similar missions."
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
An RFI was posted on GSA E-buy on 19 March 2025 for a period of 14 days. Three vendors responded to this RFI confirming they are capable of providing the required equipment. Based on market research conducted and the previous solicitation resulting in only one quote submission, it is recommended that this requirement be solicited through SAM.gov as a brand-name 100% small business set aside to maximize competition and price reasonableness. RFO 5.101(b)(1)(i) exempts this requirements solicitation from notices prior to posting.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
Due to only 1 quote submitted from the cancelled requirement, the solicitation will be posted on SAM.gov to maximize competition.
