About this file
This is a Statement of Work for procuring and preparing customized tool kits with foam storage solutions and laser-etched identification markings.
The contractor is responsible for procuring all required tools and toolboxes based on a government-provided unique tool kit list, then designing and manufacturing custom-cut, two-color foam tool shadow trays to fit either contractor-purchased toolboxes or government-provided Dewalt Tough System 2.0 toolboxes. The contractor must design the tool layout and obtain government approval before production commences. All tools require laser etchings consisting of nine-digit Worldwide Identification Numbers (WWID) based on the government-provided ID numbers, with provisions for two-line etchings on tools too small for single-line marking. Items classified as "Too Small to Etch" are exempted from individual etching as specified in the Unique Tool Listing. The foam trays must consist of two contrasting-colored layers, with the first layer holding tools in place and the second layer enabling quick visual identification of missing tools. For multiple identical kits, all layouts and sequential etchings must be identical across kits.
Equipment capability requirements mandate that tool capabilities match reference part numbers provided in Exhibits A through D, except for Snap-On and Omega Technologies items (Eddie Bolt Kit and Hi-Loc Kit). Toolbox uniformity must be maximized in accordance with DAFMAN 21-101. If tools cannot fit in provided government drawers, the contractor must notify the government that additional drawers are required and obtain final layout approval before production. All hand tools, air tools, and power tools must carry a minimum one-year warranty, with the contractor providing coverage if manufacturers do not. The contractor is responsible for shipping to the government delivery point specified in the solicitation.

Statement of Work
(1) Description: The contractor shall procure all required tools and toolboxes based on the government-provided unique tool kit list. The contractor shall provide custom-cut, two-color foam tool shadow trays designed to fit contractor-purchased toolboxes or government-provided Dewalt Tough System 2.0 toolboxes. The tray layout shall be designed by the contractor and will require a government-approved tool layout prior to production. The contractor shall provide tool ID laser etchings on every tool requiring an etching based on the government-provided ID numbers in the tool list associated with this solicitation. If multiple identical tool kits are required, they shall all have identical tool layouts and sequential tool etchings for each kit. The contractor shall be responsible for shipping to the government delivery point listed in the solicitation.
(2) Equipment Capability Requirements: While some tools aren’t covered under the brand name justification for Snap-On and Omega Technologies (Eddie Bolt Kit and Hi-Loc Kit), the capabilities of the remaining tools included in contractor quotes shall match the capabilities of reference part numbers in Exhibit A through Exhibit D (see column D for reference part numbers).
(3) Tool Etching Requirements: All tools shall have a laser marking that shall consist of a nine (9)-digit Worldwide Identification Number (WWID) in accordance with the associated tool list.
These etchings shall be legible. If a tool is too small to be etched with one line of text, it may be etched with two lines; the first line shall consist of the first four characters and the second line shall consist of the remaining five characters. Some tools have specific marking requirements as specified in the Unique Tool Listing. Some tools fall under a "Too Small to Etch" category and do not require an individual etching. These items shall be identified on the Unique Tool Listing.
(4) Foam Tray Requirements: All tool kits require custom-cut, two-color toolbox drawer inserts. These inserts shall be cut to fit the contractor-procured toolboxes and the government-provided toolbox drawers. Each toolbox Exhibit is unique; therefore, it is crucial that the contractor reference toolbox part numbers provided in the attached exhibits for dimensions when developing the tool layout and foam inserts. Each insert shall be cut to securely hold all tools in place during transport. Relief cuts shall be made to allow easy retrieval of tools. Each tray shall consist of two (2) layers of contrasting-colored foam. The first layer shall hold the tools in place, and the second layer shall be used to quickly identify tools that are not in their required positions. All tool insert layouts shall be approved by the government prior to production.
(5) Government-Procured and Provided Toolboxes: If all tools listed on a Unique Tool Listing cannot fit in the drawers provided, the contractor shall advise the government that more drawers are required. Once this discrepancy is resolved, a finalized tool layout shall be sent to the government for final approval before production may commence.
(6) Toolbox Uniformity: While some specialized tools may not be provided by common manufactureres, tool kits shall utilize manufacturer uniformity to the maximum extent practicable in accordance with DAFMAN 21-101.
(7) Warranty requirements: Minimum 1 year warranty on all hand tools, air tools and power tools.
If this warranty is not provided by the manufacture the contractor shall provide warranty coverage.
