SCOPE OF WORK
REHABILITATE HVC WASTEWATER SYSTEM
PMIS #238503B
HALEAKALA NATIONAL PARK (HALE), MAUI
for
ARCHAEOLOGICAL MONITORING SERVICES
Prepared by: Scott Henrickson, P.E., PMP
Review by: Rachel Hodara Nelson, Park Archaeologist
Date: May 24, 2022
A. BACKGROUND
Project #238503B will install a new Individual Wastewater System (IWS) at the Haleakala Visitor Center (HVC) as highlighted in yellow in Figure 1 – Area of Potential Effect (APE) map (north section only). The south section of the yellow highlighted areas on the APE map will be completed on a future project. The HVC is located in the summit district of the park at approximately 9,000 feet elevation. The new IWS consists of a new wastewater drainfield and system piping which will result in ground disturbing excavations. The drainfield is estimated to be 100 feet long x 28.3 feet wide x up to 8 feet deep. The construction work will be completed by PureEnviro in the summer / fall of 2022. A construction award is anticipated in June 2022. The construction work is anticipated to take a total of 4 weeks in the field with 1-2 weeks of digging / excavations. The excavations need to be monitored based on the Section 106 of the National Historic Preservation Act consultation between HALE and the Hawaii State Historic Preservation Officer.
Refer to GFD #1 – Construction Drawings.
B. SCOPE OF SERVICES
1. Pre-Construction Kickoff Meeting – Attend the pre-construction kickoff meeting via video conference, date TBD. The pre-con meeting is expected to last 1 hour.
2. Archaeological Monitoring – Provide a full-time archaeologist to monitor the contractor’s ground disturbing activities during a 4-week construction window during the summer / fall of 2022. For the purposes of estimating, assume ground disturbing activities will occur during the entire 4-week window. Refer to GFD #2 – Specifications, Section 011140, PART 3.4 for more information regarding the protocol for discovery of archaeological resources. All potential discoveries shall be mapped using GPS.
3. Daily Reports – The Archaeological Monitor shall provide daily reports on days spent in the field. The daily reports can be sent to the key personnel via email. The format of the daily report will be left up to the Archaeological Monitor as long as key information such as date(s), name of attendees, observations, findings, and recommendations are relayed.
4. Final Report – The Archaeological Monitor will develop a final report that documents the observations and findings. Any discoveries shall be included along with the GPS data.
The report shall be submitted electronically in PDF and MS Word format. The NPS will review a final draft PDF and forward comments, if applicable.
Note: Any new site data generated from this scope of services shall only be shared with the National Park Service.
C. OPTIONAL SERVICES
1. Radiocarbon Dating - In the event that a cultural layer is discovered during ground disturbing activities, the Park may wish to complete radiocarbon dating of the layer or feature. The Park believes the likelihood of a cultural layer discovery is low. If required, this work would be added as a contract modification. Provide a separate unit price for optional radiocarbon dating services so we minimize delays in the event of a discovery.
D. STANDARDS
All work completed under this contract shall be in compliance with:
1. Antiquities Act of 1906.
2. Archaeological Resources Protection Act of 1979 (ARPA).
3. ARPA implementing regulations (43 CFR Part 7).
4. Park rules and regulations.
