FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items - Limited Source Justification and Approval
1. Contracting Activity: ACC-APG Tobyhanna Division
2. Description of Action: Installation Services requests a hybrid - FFP with T&M CUN contract. The Government projects award for June 2021 and Fiscal Year 2021, Army Working Capital funds will be used.
IZI An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services:The contractor shall provide all personne,l equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform repair, replacement, removal and the installation of Access Control alarm equipment throughout Tobyhanna Army Depot.
Examples of components include, but are not limited to, all software, sensing devices, card readers, batteries and all associated equipment necessary to make a complete and useable system to meet all security requirements of Tobyhanna Army Depot. See table below for contract structure and dollar estimates taken from the Independent Government Estimate (IGE).

5. Reason for Authority Cited:
As part of the Army Physical Security Plan and in accordance with Army Regulations 190-13 and 380-5, Access Controls will be used to prevent entry by unauthorized personnel to open storage areas such as vaults and secure rooms and any other areas deemed off limits by security. Currently Tobyhanna Army Depot uses Vanderbilt Industries SMS software to control the Access Controls system. To change to another vendor's software, Tobyhanna would incur a large cost because numerous components of the system would have to be replaced and/or reprogrammed in order to work with the new software. Curr system contains 365 Vanderbilt components with an estimated value of - which would need to be replaced.
6. Efforts to Obtain Competition: This action will be solicitedas Full and Open Competition to any vendor that is Vanderbilt certified, based on Market Research sufficient competition is expected.
7. Actions to Increase Competition: The COR and Tobyhanna Security personnel will continue to monitor the marketplace through market research to determine if any new vendors are available to provide this service at Tobyhanna Army Depot.
8. Market Research: The COR contacted Tobyhanna Security Division and Information Management Division and discussed the Access Control requirements at Tobyhanna Army Depot. Research was also conducted via Internet searches and reviewed the following mandatory source websites: Federal Prison Industries, Ability One, Defense Logistics Agency, and General Services Administration (GSA) eBuy. Market research also included contacting Vanderbilt Industries which revealed that any contractor buying, installing or programming their product must be certified by them and any perspective bidders that are certified by them could obtain a document from them confirming that fact.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable.
Competition will be used to determine a fair and reasonable price , if there is no competition, a price analysis using historical pricing and the independent Government estimate will be used in determining the price to be fair and reasonable. Also, the proposed labor rates will be justified using the GSA CALC tool; certified cost and pricing data is not required since these services are commercial and it is below the threshold of $2,000,000.00.
