About this file
This document contains 22 detailed interview/selection questions for a potential Architect-Engineering (A-E) firm seeking an environmental compliance services contract with the Air Force Research Laboratory (AFRL) in Rome, NY. The questions probe the potential contractor's capabilities across a wide range of environmental services, including hazardous waste management, archaeological assessments, forest management, wetland delineation, environmental compliance training, air quality monitoring, emergency response capabilities, and experience with federal environmental regulations and management systems.
The questions are designed to thoroughly assess the firm's technical expertise, staffing, past performance, specialized skills, and ability to meet the Air Force's specific environmental compliance needs, with particular emphasis on the contractor's capacity to respond quickly to emergency situations, coordinate with local authorities, understand complex federal environmental regulations, and manage various environmental surveys, assessments, and compliance documentation across multiple sites in New York State. The interview questions cover technical competencies, project management approach, system familiarity, and differentiating capabilities that would make the firm a strong candidate for the environmental services contract.

2025 A-E FINAL SELECTION QUESTIONS
1. What actions will require sub-contractors for support, or do you have full in-house capability for all requested services?
2. Who will be the program manager for our contracts, and can we expect a relatively consistent project team?
3. If required, can your firm perform cradle to grave management for Hazardous Waste (HW) disposal? For example: Rome has lost its HW manager and requires a firm to come in and manage its HW collection, identification, and disposal/recycling program.
4. Regarding Hazardous Waste (HW) disposal, when do you sample for UHCs?
5. Can you accomplish a Department of Transportation (DOT) safety/security plan, Hazardous Waste (HW) Management plan, SPCC (Spill Prevention and Countermeasures Control) plan, Asbestos and Lead Management plans, Pollution Prevention plan, and other compliance plans as needed? Costs are predetermined by our Air Force Materiel Command HQ and this office (RIOCV), are estimates negotiable?
6. Air Force Research Laboratory/Information Directorate (AFRL/RI) will send out a Request for Proposal to include a Statement of Work and will solicit a cost estimate and a Contractor Statement of Work from the A-E for each project. Will this type of solicitation create any problems for your firm?
7. Can you demonstrate a time your firm continued work on a project started by different company? Would encountering a similar situation be problematic for your firm if awarded this contract?
8. Will you be able to use Air Force designed internet-based management systems for Air Quality (APIMS), HW/HM (ESSOH-MIS) to name a few? Systems will have to be managed here on site and training to learn the systems will be required.
9. Rome will be winding down on many Environmental projects and the amount of work will be decreasing. Will yearly revenue decreases cause you to be less likely to put in cost estimates for AFRL/RI work?
10. What are your means for accomplishing Archeological work?
11. What is your means for accomplishing a forest management plan and timber harvest assessment for 100 acres of wood land?
12. Who in your firm does wetland delineation?
13. What will be your response to a call for a fuel oil spill at AFRL/RI or one of our sites?
14. How much of your environmental baseline survey work is done by your staff?
15. Do you have any experience in remediation of residual radioactivity?
16. What about your firm sets you apart from other environmental companies?
17. Has your firm been required to perform Environmental Impact statements or Environmental Assessments under the National Environmental Policy Act (NEPA)? Provide an example of an assessment.
18. Are you familiar with the 40 CFR Part 63 Subpart JJJJ? Have you designed or reviewed systems under this CFR?
19. What types of archeological assessments have you performed?
20. What environmental compliance training is your firm certified to teach/offer?
21. Who in your firm conducts hazardous materials air monitoring and project inspection capabilities?
22. Who in your firm has experience with BASH, noise and Air Quality projects?
