Instructions to Offerors and Evaluation Criteria Metes and Bounds Survey

Goodfellow AFB, Texas

PROPOSAL SUBMISSION INSTRUCTIONS

The Contractor shall submit a written price and technical proposal for consideration before the due date and time for this RFP. The proposal shall include the following:

(1) A Cover Letter that provides the following information:

a. Contractor Name

b. Small Business Status/Categories as appropriate

c. Company point of contact with email, phone and facsimile number

d. CAGE Code

e. UEI number

f. A statement that your company understands the requirements specified in the

Statement of Work (SOW)

g. A statement that your company does or does not take exception to any of the requirements of the SOW or terms/conditions of this task order.

h. Technical information

(2) Price Proposal:

a. Contractors must submit pricing on CLIN 0001

(3) Technical Proposal:

a. Offerors shall submit the following information:

i. License of Texas Surveyor

ii. Approved Safety policy and Accident Prevention Plan

iii. Documentation shall address all technical criteria listed in the table below

EVALUATION CRITERIA

The Government will evaluate proposals based on the following factors:

(1) Technical:

a. The Metes and Bounds will be evaluated using the following Technical Criteria

Checklist. Proposals must meet all criteria to be eligible for discussions.

Proposals not meeting these requirements will not be considered for award.

b. Offerors shall provide the technical methodology/approach to be used in performing the requirements of the SOW.

c. Offerors must specifically identify the approach/technology proposed, along with the tools and methodologies of how the solution/approach is developed. The Government will evaluate the approach/solution to ensure it is viable.

d. IAW FAR 36.602-1:

• Professional qualifications necessary for satisfactory performance of required services.

• Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials.

• Capacity to accomplish the work in the required time.

• Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.

• Acceptability under other appropriate evaluation criteria.

(2) Price:

a. The total evaluated price (TEP) will be calculated by summing up the price of all

CLINS. Prices will be evaluated for reasonableness.

ASSUMPTIONS, CONDITIONS & EXCEPTIONS

NOTE: Any exception to the solicitation may render a proposal unacceptable.

If a Contractor takes exception to any of the requirements of the SOW or terms/conditions of this solicitation, they must be clearly identified in your proposal.

These will be reviewed for potential impact on your ability to successfully meet the

Government’s requirements. Any assumptions, conditions or exceptions which may negatively impact performance of this requirement could render the proposal ineligible for award.

BASIS FOR AWARD

The Government will award a contract to the most qualified company after discussions that meets all technical criteria.

The Government will award IAW FAR 36.602-5(a):

(1) The Contracting Officer will enter negotiations with selected offeror following procedures outlines in FAR 36.606.

(2) Failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal.
