GENERAL STATEMENT OF WORK
1. SCOPE
1.1. General Scope: The A-E shall perform professional architectural and engineering services such as planning, investigation, study, surveying, design, and provide labor and materials to accomplish the work specified in this contract. The A-E shall be responsible for all travel and lodging arrangements and expenses involved in the performance of work under this contract. The A-E shall furnish the Air Force with complete and usable products to include: planning documents, investigative reports, study reports, design analyses, project drawings, technical provisions (specifications), equipment layouts, cost estimates, submittal registers, quality assurance plans, construction bidding amendments (resulting from design omissions), construction contract modifications (resulting from design omissions), and other documents required under this contract to provide complete engineering services for McConnell AFB, KS.
1.2. Type of Work: Work on the project may involve any or all disciplines including, but not limited to: architectural; civil, structural, mechanical, electrical and fire protection engineering; drafting; surveying; geotechnical; hazardous materials testing, abatement and remediation; cost estimating; and computer word processing.
2. GENERAL
2.1. Standards and Codes: The project design will conform all local, State, Federal codes and regulations in addition to the codes and standards listed in the APPLICABLE CRITERIA and additional guidance of this Statement of Work. In case of conflicting criteria between any reference criteria and any government publications, the most stringent criteria will apply.
2.2. Field Measurements: The A-E Contractor shall be responsible for all field measurements to accomplish work. The contractor shall carefully examine the entire site and buildings and shall make all necessary investigations to become thoroughly aware of the existing conditions and make all necessary correction to existing drawings.
2.3. Government Documentation: Because only the A-E can be expected to know exactly which record drawings will be useful for the design, the A-E should expect to spend some time at McConnell AFB, KS locating drawings that might be needed. The A-E should not expect Government personnel to perform a drawing search for him/her. "As-builts", shop drawings, and operation and maintenance manuals that the Government may have are not guaranteed to be either accurate or complete. It shall be the A-E’s responsibility to verify any information or data that is given to them by the Government.
2.4. Warranty: The A-E shall bring any questions concerning the design to the attention of the Government during the design phase. The A-E shall verify that the final documents have been field checked to eliminate conflicts and interferences and shall provide interpretation of construction documents to clarify any omissions and/or errors to the Contracting Officer.
2.5. Discrepancies: The A-E shall be responsible for the professional quality, technical accuracy, and the coordination of all design, drawing, specification, and other services furnished by the A-E under the resulting contract. The A-E shall, without additional compensation, correct or revise any errors or deficiencies in design, drawings, specifications, and other services in a timely fashion to avoid construction delays.
2.6. Concept Limitations: General information and criteria provided to the A-E shall not prevent the A-E from suggesting or using improved methods and designs with functional or cost-saving advantages.
2.7. Energy Efficiency: The A-E shall provide life cycle cost analysis as applicable and to include energy conservation measures and payback. A-E shall provide designs that best help the Air Force meet the greenhouse gas reduction and energy efficiency goals set forth by Executive Orders 13423 and 13514.
2.8. Administration: The McConnell AFB Contracting Officer (CO) is responsible for the administration of the contract. No change shall be made in the provisions of this contract without written authorization from the CO. The Base Civil Engineer (BCE) monitors the work and services furnished, and evaluates the performance of the A-E as the Contracting Officer’s Technical Representative (COTR). The COTR is not a CO and has no authority to contractually bind the Government or modify the contract.
3. APPLICABLE CRITERIA
3.1. Applicable design and construction criteria references are listed below. Criteria shall be taken from the most current references as of the date of issue of the contract. This list is not intended to include all criteria that may apply or to restrict design and construction to only those references listed. Also, all current applicable UFC codes and regulations not specifically described under this section shall be included in the design as well.

3.37. Engineering Technical Letters (ETLs): It will be the A-E’s responsibility to review all ETLs available to determine which ETLs are applicable to this project. A list of ETLs can be found at http://www.wbdg.org/ccb/AF/AFETL/etl_index.pdf. A copy of the ETL can be downloaded by typing the ETL number in the search section in the upper right-hand corner of at http://www.wbdg.org/ccb/ccb.php. Electronic copies can be provided upon request.
4. DRAWING AND SPECIFICATION STANDARDS
All final documents shall be submitted on Compact Disk with drawings in AutoCAD and Adobe Acrobat.pdf file format, specifications and design analysis in Microsoft Word and Adobe Acrobat.pdf file format and cost estimate in MCACES format. The number of Compact Disks with above information is shown in paragraph 7.1. All items that will be included in the electronic bid package shall be in Acrobat format for transmittal to bidders.
4.1. DRAWINGS:
4.1.1. The A-E shall provide all design, construction and contract drawings prepared with Computer-Aided Design Drafting (CADD) System, using the latest version of AUTOCADD.
The new work, as-built and other drawing sheets shall be produced on CADD. The A-E shall verify that all drawings and electronic deliverables for each discipline meet the Design Stage (i.e. 60%, 90%, etc) being submitted upon and meet all requirements prior to submittal to the Contracting Officer.
4.1.2. The A-E will be provided a copy of the Government’s standard title block, and a cover sheet. The government will also provide a copy of the Government’s operating instruction outlining the nomenclature for depicting sections, details, and elevations.
4.1.3. The A-E shall provide the Government original drawings that are plotted by the printer. Do not submit to the Government reproductions/copies of the original plot as a substitute for the original plot.
4.1.4. Drawings are to be accomplished by competent professional drafting personnel using the Architectural/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standard. These standards shall be used as a reference, and guidance shall be down loaded from the CAD/BIM Technology Center for facilities, infrastructure and environment site at https://cadbim.usace.army.mil. Architectural Graphic Standard may be used as second references. Sections, details, and pipe profiles shall be drawn in accordance with McConnell AFB standards. 4.1.5. All site drawings shall be to scale. Site legends shall be provided for all symbols, materials, and abbreviations used on the drawings. Details, sections, profiles, and plans shall be identified and cross-referenced.
4.1.6. Prior to final submission, the A-E shall affix professional engineer seal to each of the original drawings.
4.1.7. Drawings will be in English measurements for this project.
4.1.8. The A-E shall provide CADD information in the format specified below:
4.1.9. All digital data files shall be drawn in actual size (1: 1) and in model space with borders in paper space and shall be provided in a vector format (modifiable drawings) and saved as a
DWG file using the latest version of AUTOCADD used by 22 CES at time of award.
4.1.10. CADD data shall be provided on CD-ROM with CD and container labeled with the drawing number, project number, project name, company name, and the date the CD was made. Each CD shall be in a hard plastic 13/32” thick protective rectangular container.
4.1.11. No zipped, compressed or spliced files will be accepted.
4.1.12. Electronic drawings shall include an index, specifying each alpha-numeric electronic file name as it corresponds to the sheet numbers. Electronic alpha-numeric drawing index shall be in the same order as the drawing sheet name sequence.
4.1.13. The A-E shall ensure that the drawings which use external file references (XREF’s) shall be attached without device or directory specifications.
4.1.14. After design completion and Government acceptance, the A-E shall retain a copy of a digital media (with all files included) for at least one year and on request, will provide up to 2 additional copies of each to the Government at no additional cost.
4.2. SPECIFICATIONS:
Specifications included in SOW and additional Specifications added by the A-E designer, including all technical and special conditions, shall be based on Unified Facilities Guide Specifications (UFGS) and modified for Air Force construction and shall be prepared by the A-E to meet government standards. As part of the design the A-E shall add all relative Unified Facilities Guide Specifications (UFGS) applicable to the work being performed and edited appropriately specific to each Design at all Design Stages. Unedited specifications will not be accepted. The Unified Facilities Guide Specifications (UFGS) are published only in electronic format and are intended to be used with SpecsIntact software. There will be no exceptions to using the UFGS Specification format.
4.2.1. The A-E shall provide cut-sheets to the Base Civil Engineer for all brand name descriptions for use during the submittal stage. All materials, components, and equipment shall be specified for approval by the Contracting Officer.
4.3. DESIGN ANALYSIS: The design analysis is a written explanation of the project design and is expanded and revised for each submission. The design analysis shall contain a summary of the criteria for and the history of the project design, including criteria designated by the customer, letters, codes, references, conference minutes, and pertinent research. The justification for each major selection and design decision shall be clearly stated. Design calculations, computerized and manual, shall be included in the design analysis in digital format. Narrative descriptions of design solutions shall also be included. Diagrams and sketches to convey design concepts may be provided to illustrate all written material. Design phase review comments and the specific actions (annotations) taken in response to each comment from the preceding design phase review shall be included with each submission of the design analysis. A separate section with pertinent notes to the Engineering Flight Chief shall also be included. Design analysis shall be bound on 8½” x 11” paper arranged by discipline and support all design decisions made throughout the design. The design analysis shall include calculations, material cut sheets, explanations of any options considered, an itemized bid schedule, and an estimated construction time period. The design analysis will also contain previous review comments annotated with action taken and a listing of any outstanding issues requiring resolution, each as a separate section, bound on 8½” x 11” paper, arranged by discipline and specification section.
4.4. CONSTRUCTION ESTIMATE: The Construction Estimate shall be produced using
MCACES.
4.5. OWNERSHIP:
4.5.1. The Government's rights to ownership of the digital data and other deliverables developed by the Architect-Engineer under this contract shall be unlimited. The Government has the right to unrestricted ownership to all data, designs, and materials.
4.5.2. The Government, for itself and such others as it deems appropriate, will have unlimited rights to all information and materials developed under this contract and provided to the Government and documentation thereof, reports and listings, and all other items pertaining to the work and services pursuant to this agreement. Unlimited rights under this contract are rights to use, duplicate, disclose data, and revise any information, in whole or in part in any manner and for any purpose whatsoever without compensation to or approval from the A-E.

5. DESIGN SCHEDULE
5.1. The work, design, and other related data and services required in accordance with the contract shall be accomplished to produce a finished construction project within the contracted awarded cost and project scope stated in this SOW. See paragraph 7.1 for a submittal delivery chart. Percentages below apply to the completed design package. The Government reserves the right to disapprove any submittal if the submittal is not complete in accordance with this Statement of Work, and the A-E will be required to resubmit the complete submittal package.

5.2. ARCHITECT-ENGINEER SERVICE: Plans and calculations shall be submitted for Government review and approval.
5.2.1. CONCEPT DESIGN (30%): This submittal represents approximately 30% of the design effort and shall be of sufficient detail to show how the users' functional and technical requirements will be met, indicate the designer's approach to the solution of technical problems, show compliance with design criteria or provide justification for noncompliance. The Concept Design consists of:
5.2.1.1. Design Analysis
5.2.1.1.1. Design narrative, and design calculations for all disciplines.
5.2.1.1.2. Intended (outline) specifications list.
5.2.1.1.3. Environmental permitting memorandums
5.2.1.2. Concept drawings.
5.2.1.3. Required information and data for each required permit.
5.2.2. INTERIM DESIGN (60%): This submittal is intended to ensure that the drawings, design analysis, specifications are proceeding in a timely manner and that the design criteria and previous review comments are being correctly interpreted. Redlined marked up specifications will be submitted at this design phase. The Interim Design shall consist of:
5.2.2.1. Design Analysis developed to approximately 60% completion.
5.2.2.2. Approximately 60% complete drawings including those addressing construction phasing.
5.2.2.3. Redlined marked up specifications.
5.2.2.4. Annotated Concept review comments.
5.2.2.5. Completed permit applications.
5.2.2.6. The A-E shall submit the Interim Design package based on the Statement of Work (SOW) for each task order. All site inspections must be coordinated ahead of time through the Contracting Officer. The 60% design shall contain all items listed in paragraph 7.1.
5.2.3. FINAL DESIGN (90%): This submittal represents a 90% complete design with the exception of the incorporation of any review comments resulting from the review of the 90% submittal. The Final Design shall consist of: Design Analysis with all items 100% complete. It shall include all backup material previously submitted and revised, as necessary, all design calculations, all explanatory material giving the design rationale for any design decisions which would not be obvious to an engineer reviewing the Final drawings and specifications, and any information for the Project Engineer that will assist in administering the construction contract.
5.2.3.2. 100% complete drawings including those addressing project construction phasing.
5.2.3.3. Final edited specifications.
5.2.3.4. Preliminary Estimate in MCACES format
5.2.3.5. Annotated Interim review comments.
5.2.3.6. All supporting documentation required for permit application approval.
5.2.3.7. The 90% design submittals shall be in accordance with SOW paragraph 7.1, Distribution Matrix.
5.2.4. FINAL SUBMITTAL NOT FOR CONSTRUCTION (NFC) (100%):
Submittal will incorporate all changes outlined in the review comments from the finalized (90%) design. The design package will include a design analysis, drawings, final specifications, and final cost estimate in MCACES format. This submittal represents a complete design (design analysis, specifications, and drawings) including annotated design submittal review comments that answer and/or incorporate review comments resulting from the review of the Final design submittal. The 100% design shall be in accordance with paragraph, 7.1 Distribution Matrix.
5.2.5. FINAL DESIGN FOR CONSTRUCTION (100%): The contractor will provide a sealed set of drawings and specifications the government after final review and government approval of corrected 100%. The FOR CONSTRUCTION package shall be in accordance with SOW paragraph 7.1, Distribution Matrix.
5.3. INITIATION OF WORK: The A-E may not proceed or initiate any work or any succeeding design level of the work required under paragraph 5.1 prior to receipt of original Notice to Proceed, receipt of approval of the preceding design level, or receipt of a contract modification. Any work done without being directed to do so by the Contracting Officer shall be at the A-E’s own risk.
5.4. GOVERNMENT DESIGN REVIEW: The Contracting Officer or authorized representative may furnish the A-E review comments on the data submitted. The government's review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the A-E of responsibility for technically correct and complete documents in compliance with applicable codes and industry standards. Review comments for compliance with Federal Acquisition Regulations (FAR) will also be provided by the Contracting Officer. The A-E shall comply with the review comments in the development of data for the next submittal. If any review comment requires clarification and/or amplification to assure compliance, the A-E shall notify the government contracting officer in writing via email. After each review, the A-E will be furnished one set of comments to be annotated and returned to the government. The A-E shall provide a written response to the comments within 5 business days.
5.5. SPECIAL CONDITIONS: Some work will require Flight Line Access and thus may be required to obtain a Flight Line Driver’s License.
5.6. CONSTRUCTION SCHEDULE: Not applicable
5.7. CONFERENCES AND CONFIRMATION NOTICES:
5.7.1. The A-E will be required to attend and participate in all conferences pertinent to the work under the basic contract.
5.7.2. The A-E shall provide a record of all conferences, site visits, meetings, discussions, verbal directions, telephone conversations, etc., participated in by the A-E or representatives on matters relative to the contract and the work. These records, entitled "CONFIRMATION NOTICES," shall be numbered sequentially and shall fully identify participating personnel, date and time of day, subject discussed, and any conclusions reached. The A-E shall forward to the Contracting Officer a clearly legible copy of each confirmation notice within seven calendar days of each conference and including conference records into the design analysis.
6. SITE VISITS, INSPECTIONS, AND INVESTIGATIONS
The A-E will be required to participate in a pre-design site visit conference to further define the scope of the project under contract. All items discussed will be recorded in accordance with the requirement for Confirmation Notices.
7. DESIGN SUBMITTALS
6.1. A dated submittal letter shall be provided with each design submittal to the Contracting Officer and the number of submittal sets shall be as noted below:
