About this file

This is an evaluation template for assessing key personnel qualifications for a Rivercane Site Suitability Assessment contract related to post-Hurricane Helene recovery efforts. The document establishes three minimum qualifications that vendors must meet, structured as a Go/No Go evaluation checklist to be completed by assigned evaluators.

The three mandatory qualifications are: (1) Scientists holding a PhD in Biology with a concentration in forestry, ecology, and/or natural resource management; (2) Three years of work experience in forest resources statistical applications specific to Rivercane Site (Arundinaria gigantea, a woody bamboo relative); and (3) Demonstrated experience advising scientists on research study designs, data analysis, and manuscript review prior to peer-reviewed publication, with documentation of the number of years and annual consultation volume. The template includes columns for Vendor Name, Tasks Description, Evaluator Comments, and Go/No Go determinations, with a signature line for the reviewing evaluator.
