STATEMENT OF WORK (SOW)

ANNUAL SCALE CALIBRATION & REPAIR/SERVICE

BEALE AIR FORCE BASE, CALIFORNIA

(As of 12 MAY 2025)

1. SCOPE:

1.1. This SOW outlines the requirement for non-personnel, Scale Calibration services to be provided for the 9th Mission Support Group, Logistics Readiness Squadron (9 MSG/LRS), Beale AFB, CA.

1.2. Background. The Government has six (6) scales located on Beale AFB, CA used to verify weights of vehicles/cargo that require annual calibration. The scales are used to comply with Department of Transportation and MIL-AIR weight limitations.

1.3. Technical Objectives. The technical objective of this SOW is to ensure the scales remain compliant with weight limitations, are calibrated, and functional. The scales are required to be calibrated to National Institute of Standards and Technology (NIST) commercial standards and Calibration Technical Orders (TO’s) 00-20-14 and 33K-1-100-1 traceable standards.

2. SERVICES:

2.1. Contractor shall perform annual calibration services, consisting of cleaning, testing, and calibrating per NIST commercial standards, applicable TO’s, and owner’s manuals on the following scales:

2.2. Contractor shall furnish all necessary certified personnel, tools, and equipment required to perform the above calibration services on Beale AFB, CA. This includes all travel costs and fringe benefits.

2.3. Contractor shall coordinate with the 9 MSG/LRS Contracting Officer Representative (COR) at least 48 hours prior to calibration effort to ensure escort availability and base entry requirements are met.

2.4. Contractor shall provide a comprehensive report that includes:

(1) Services performed on each scale

(2) Recommended repairs (if any) with level of necessity

(3) Notes/recommendations relevant to any issues encountered during the performance of the calibration services

2.5. After coordination with the 9 MSG/LRS COR, Contractor shall travel to Beale AFB, CA to calibrate all six (6) scales. Services will be accomplished on a non-interference basis and will be during normal operational hours of 0800 to 1400, Monday through Friday, excluding holidays.

2.6. 9 MSG/LRS COR shall verify the acceptable completion of the services by signing his/her acknowledgement of the Contractor’s calibration report/certification and the accompanying packing slip/invoice. A copy of all documents will be forwarded to the Contracting Officer/Contracting Administrator (CO/CA) for inclusion in the contract file.

2.7. 9 MSG/LRS COR will make sure that the scales will be free of any debris and be immediately accessible for the Contractor’s test truck and personnel.

3. REPLACEMENT PARTS:

3.1. Contractor shall verify with 9 MSG/LRS COR and CO/CA to ensure Over and Above (O&A) funds are available BEFORE replacing any parts during annual calibrations.

3.2. Replacement parts provided by the contractor for the repair of the equipment listed in table 2.1 shall be:

3.2.1. Original Equipment Manufacturer (OEM) parts only.

3.2.2. Coordinated with 9 MSG/SDS POC’s technicians to obtain suitable substitute for obsolete parts.

4. GOVERNMENT FURNISHED PRODUCTS:

4.1. No Government-Furnished Property, Material, Equipment, and Information (GFP, GFM, GFE, or GFI) shall be provided in the performance of this contract.

5. BASE ACCESS:

5.1. Contractor shall comply with 5352.242-9000, Contractor Access to Air Force Installations, (DEVIATION), when access to Beale AFB is required.

5.2. 9 MSG/LRS COR shall submit the Entry Authorization Letter (EAL(s)) for base access as required.

5.3. 9 MSG/LRS COR shall provide escort(s) while preforming services in restricted areas that require an escort.

6. OVER AND ABOVE (O&A) WORK PROCEDURES:

6.1. O&A work procedures do not have to be in conjunction with annual calibration schedule. However, repair cost estimates will include calibration immediately upon completion of repairs. Contactor shall adhere to the following procedures if O&A part shipment, installation, and services are required:

6.1.1. Contractor shall provide a quote with the parts, labor, and travel costs to the 9 MSG/LRS COR upon request.

6.1.2. 9 MSG/LRS COR shall review, approve, and route quote(s) and funding (if needed) to the 9th Contracting Squadron (9 CONS) CO/CA.

6.1.3. CO shall review the quote immediately upon receipt to determine price reasonableness and approve prior to work commencement.

6.1.4. CO shall provide a Not-to-Exceed (NTE) limit to the Contractor prior to work commencement.

6.1.5. CO shall provide a Notice-to-Proceed (NTP) to Contractor in a timely manner as not to disrupt repair/services. The NTP may be in the form of a modification signed by both parties and/or a verbal confirmation from the CO. A warranted CO is the ONLY member authorized to issue a NTP.

6.1.6. Contractor SHALL NOT start work until a CO has given an NTP.

6.1.7. Contractor shall submit a finalized invoice and supporting documentation (warranty, certificates, etc.) to the 9 MSG/LRS COR (Debra L. Ballentine, Kasey L .Landers, or Donovan J. Ortiz; (530)634-8151) and CO/CA after work has been accomplished.

6.1.8. 9 MSG/LRS COR shall coordinate with a Warranted Contracting Officer for an NTP if work is required after duty hours.

6.1.9. All parties shall refer to DFARS 252.217-7028, Over and Above Work, for additional O&A guidance as needed.
