Instructions for Laughlin Base Operations Support (BOS) Pre-Proposal Site Visit
Thank you for your interest. The 338th Enterprise Sourcing Squadron (ESS) and the 47th Flight Training Wing (FTW) are excited to have the opportunity to engage with you and provide industry an opportunity to understand and observe the requirements associated with the Laughlin AFB BOS solicitation. Please see the tentative agenda below:

Day 1 – X Feb 2022
Travel Day All contractors without base access will require a pass that will be issued at the Visitor Control Center (Base Entrance), PB01, Laughlin AFB, TX 78843. It is highly encourage that contractors allow ample time at Visitor Control Center since delays are anticipated. Once contractor receive their pass, each contractor will drive to Building 255’s parking lot. Bus will depart at 0800 from parking lot, no exceptions.
Day 2 – X Feb 2022
0800 – 1600 Tour Laughlin AFB
Day 3 – X Feb 2022 0800 – 1600 Tour Laughlin AFB
Day 4 – X Feb 2022 (OPTIONAL)

All attendees must provide the following information to the POCs listed below, NLT 11:00 AM CST, on 21 January 2022 in order to attend the site visit:

PLEASE NOTE:
• Due to changing mandates based on Health Protection Condition (HPCON) levels and COVID-19 impacts, the pre-proposal site visit may be cancelled or changed at any time.
The Government will continue to the monitor the situation and will notify all contractors as information becomes available. Contractor travel costs will not be reimbursed and are at the risk of attendees.
• IAW Force Health Protection Guidance (Supplement 23) Revision 2 – Department of Defense Guidance for Coronavirus Disease 2019 Vaccination Attestation, Screening Testing, and Vaccination Verification, dated 29 Oct 2021:
o Official onsite visitors will complete DD Form 3150, "Contractor and Visitor Certification of Vaccination and maintain a current completed DD Form 3150 and show it to authorized DoD personnel, upon request. Failure to complete the DD Form 3150 may result in denial of an official onsite visitor's access to the DoD facility to which access is sought.
o Official visitors who are not fully vaccinated against COVID-I9, or who decline to volunteer their COVID-l9 vaccination status, must show an electronic or paper copy of negative results from an FDA-authorized or approved COVID-19 test administered no earlier than72 hours prior to their visit. If an official visitor is unable to show a negative COVID-19 test result, the visitor may be provided onsite self-testing, if available, or will be denied access to the DoD facilities to which access is sought. Service members who are not on active duty at the time of their official visit are subject to the requirements in this paragraph.
o Official visitors will follow applicable policies and procedures of both DoD and the Department or Agency they are visiting, if different from DoD.
• Masks must be worn at all times.
• Base access requirements may vary with HPCON levels.
• Attendance is not required for proposal submission.
• After completion of the site visit, all questions asked during the site visit shall be submitted via email within 3 business days to the 338th ESS POCs identified above in order to be official. Written responses to the questions will be provided and published with the solicitation on SAM.gov.
• Due to social distancing measures, a limit of 2 representatives for each company will be allowed. Interested parties are encouraged to submit no more than 2 additional back-up representatives to attend the pre-proposal conference. Adequate representation will ultimately be the responsibility of the potential Offeror. Only one vehicle per contractor will be allowed.
• All Offerors are responsible for routinely checking the SAM.gov website for any solicitation updates that may be issued.
