1.1 DESCRIPTION: The contractor will be responsible for the complete removal and upgrade of the Travis AFB Deployment and Reception Surveillance/Presentation System. This includes providing all necessary personnel, equipment, materials, and services, as detailed in this Statement of Work, except where government-furnished items are explicitly specified. All work will be performed according to the standards outlined in this Statement of Work (SOW).
1.2 BACKGROUND: The existing cameras are operational; however, they are turned off because they do not comply with Section 889 of the John S. McCain National Defense Authorization Act of 2019 (NDAA), Prohibition on “Covered Telecommunications Equipment or Services” as defined at 48 C.F.R. par. 52.204- 25(a). The current cable for the existing cameras is category cable and coaxial cable. There is a current network PoE switch for the existing 18 cameras. The current audio and video control equipment in the Deployment Control System (DCC) consists of Crestron System, Crown CD 2000, Diamond Security, and Pelco. The audio and video system are partially operational. All buildings, cameras, and audio video equipment are on the same network.
1.3 INCUMBENT: There is no incumbent. This is a new requirement.
1.4 OBJECTIVES: The objective is to upgrade the current surveillance and presentation system with the following:
NOTE: All new equipment, cameras, cables, etc... required for this project shall be compliant with the NDAA and the Trade Agreement Act (TAA). This means they must be made in the U.S. or a country approved by the Trade Agreement Act.
1.4.1 Replace Cameras: Remove eighteen (18) existing cameras and install 18 new IP-based, PTZ, multi sensors surveillance cameras. The minimum Mega Pixel shall be 8MP. The existing cable shall be used.
1.4.2 Add Cameras: Install two (2) new IP-based, PTZ, multi sensors IP-based surveillance cameras in the 900 Cargo Deployment Function (CDF) area. New cables will be required. The estimated cable length to the PoE network switch is 125+ feet.
1.4.3 Upgrade Audio/Video system: Remove and replace the audio/video equipment and software used to display camera feeds and information from computers. This includes the following:
1.4.3.1 The audio/video system will manage displaying Twenty (20) Camera feeds
1.4.3.2 The audio/video will display data from Eleven (11) Unclassified Computers to DCC monitors
1.4.3.3 The audio/video will display data from one (1) SIPR (Secret Internet Protocol Router) Computer
1.4.3.3.1 The new audio/video system shall display information from all cameras and computers (Windows 11 Enterprise, Version 23H2) sources on any of the four (4) monitors in the Deployment Control Center (DCC) and one (1) monitor in Passenger Deployment Function (PDF) in Building P1
1.4.3.3.2 The current system is a Crestron System, but any approved Air Force Audio/Video system will be acceptable.
1.4.3.4 IMPORTANT: The new system must be able to display (SECRET LEVEL) information from the SIPR computer on any of the three (3) main 75-inch monitors in the DCC.
1.4.4 Remote Access: Allow people to view camera feeds from workstations in different locations:
1.4.4.1 Crisis Action Team (CAT)
1.4.4.2 Alternate CAT
1.4.4.3 60 AMW/XP office
1.4.4.4 Passenger Deployment Function (PDF)
1.4.4.5 Pole Barn
1.4.4.6 Air Passenger Terminal (APT)
NOTE: Currently, remote access users type in an IP address provided by 60 CS into their workstation browsers (e.g. Microsoft Edge or Goggle Chrome). The IP address directs the remote user to the NVR in the DCC. The remote user has an account on the NVR which provides access to all cameras. However, the DCC staff has the ability to select which cameras the remote user can view.
1.5 SCOPE OF WORK:
1.5.1 Remove the old surveillance system (18 cameras and equipment) and any unusable cables in buildings: 31, P1, P3, 977, Pole Barn, and associate 900 area on Travis AFB. Lift or scaffolding is required.
1.5.2 Create a plan to design and build a new surveillance system with 20 cameras in these buildings: 31, P1, P3, 977, and the Pole Barn and associated 900 Area. The new cameras must comply with TAA standards. (SEE EXHIBIT 1 for proposed 20 cameras installment locations)
1.5.3 Ensure the proposed system is installed by the manufacturers certified technician of the system.
1.5.4 Engineer, furnish, install and test the newly installed system to meet industry standards and the original equipment manufacturers (OEM) specifications
1.5.5 Ensure all cameras have both day/night and low-light (but not thermal/heat-sensing) capabilities
1.5.6 Set up all cameras to automatically start recording when they detect motion. The recording system must be digital
1.5.7 Ensure authorized personnel (DCC and Security Forces) can access, view, and download recordings
1.5.8 Install new cables and any other support infrastructures (including power outlets) as needed for the 2 new cameras in the 900 area. The cabling must be CAT 6A.
1.5.9 Provide all new: cameras, software licenses, a server, and any other necessary parts. The contractor shall utilize the customer's existing licenses, if feasible/compatible with the new system. The cameras must be able to withstand the weather in the area
1.5.10 The contractor will configure the field of view for each camera.
1.5.11 Utilize existing Power over Ethernet (POE) switches and UPS (uninterruptible power supply). The Contractor shall supply any additional equipment needed such as new POE switches, UPS, Network Video Recorders (NVRs), patch panels, cables, and other items as needed. The contractor needs to coordinate with the 60th Communications Squadron (60 CS) to determine the POE switch specifications
1.5.12 The new NVR must be able to store 30 days of video at 30 frames per second using compressed video files. The UPS must be able to power the system for at least one hour during a power outage
1.5.13 The contractor will use CAT 6A cable to connect the cameras to the switches to ensure the best signal quality. For outdoor cables, the contractor will install EMT conduit (metal tubing) to protect the cables, and paint the conduit to match the buildings
1.5.14 The contractor's design plan should include a PDF drawing showing the layout of the buildings, conduit runs, rack elevations/locations, control monitor locations, switches, NVRs, UPS and individual camera locations, along with the manufacturer and model number of each piece of equipment.
1.5.15 The contractor shall install the necessary equipment to display SIPR data on all 3 monitors in the DCC. 1.5.17 The camera system must come with a one-year warranty. The contractor must be able to provide or arrange for service and repairs of the equipment during the warranty period.
1.5.18 The camera system shall be a standalone system that allows viewing all cameras via one NVR. No specific brand name is dictated for cameras, equipment, monitors, or software; however, they shall be compliant with the NDAA and the Trade Agreement Act (TAA). This means they must be made in the U.S. or a country approved by the Trade Agreement Act.
