Such operations shall include general operation of plant equipment, valves and piping, sampling and lab analysis, waste and effluent disposal, and other related services. Facility operations and effluent discharge practices shall comply with all applicable federal, state, and local regulatory standards, including the New Mexico discharge permit requirements. If the discharge permit lapses, expires or is terminated for any reason, the Contractor shall continue to operate the WWTP in accordance with permit requirements unless directed by the Contracting Officer.

1.1.1. Flow meters require visual inspection at least monthly; and field calibration at least annually and upon repair or replacement of a flow measurement device. The Contractor shall be responsible for all flow meter visual inspections and field calibrations at the WWTP (including Parshall Flumes), CAFB Golf Course’s Driving Range and Pump house, and at the main base Softball Fields/Dog Park area. The Contractor shall adhere to the visual inspection and field calibration terms and conditions stated in the New Mexico Ground Water Discharge Permit, to include any required documentation and reports.

1.1.2. The Contractor shall be responsible for ensuring all requirements are met for flow meters, to include parts or unit replacement. Exception: 27 SOCES will be responsible for parts or meter replacement at the Golf Course Driving Range and Pump house and main base Softball Fields/CAFB Dog Park area only.

1.2. PREVENTIVE MAINTENANCE INSPECTION (PMI) PROGRAM. The Contractor shall implement a PMI program to help prevent and correct deficiencies with equipment items, minimizing breakdowns and service interruptions, extending component service life, and maximizing operating efficiency. The Contractor’s PMI plan shall include inspections and services of lubrication, minor adjustment, and minor repair of components. A completed PMI plan shall be submitted to the Contracting Officer (CO) for acceptance within 30 calendar days after contract award. This plan shall include a 52 consecutive week schedule indicating specific maintenance/inspection items to be accomplished. At the end of each year, each equipment item within every system included in this contract shall have been addressed. The PMI program is to be established based upon manufacturers' recommendations, handbooks, operating/service manuals, Contractor expertise, and general engineering judgments. The submitted plan shall include equipment components to be inspected and maintained, inspection and maintenance techniques, inspection and maintenance frequencies, and reporting methodology. 3.10.1. All publications and forms listed, unless otherwise shown, are available through internet websites. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The Contractor shall immediately implement those changes in publications that result in a decrease or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval of the CO. Said price proposal shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance.

FACILITY DESCRIPTIONS

1. INTRODUCTION.

1.1. Purpose. This Appendix provides a general description of the processes and equipment for wastewater treatment, and effluent pumping at CAFB. These descriptions are designed to present a general understanding of the systems involved, how they function, and how they are interrelated. The WWTP has been in operation since January 1998. The plant was modified in 2008 to include a Grit and Grease Collection System entrance works (or headworks) facility. In 2013, two Screw Pumps and a Huber Grit and Grease Collection System were installed, creating a third headworks facility. Each headworks facility is capable of independent operation through valve selection. There are multiple valves to enable flow into the original entrance works facility, the Hi-Tech Grit and Grease Collection System or the Huber Grit and Grease Collection System entrance works facility.
