About this file

This is a Statement of Work (SOW) for McConnell Air Force Base's FY25 Rubber Removal & Airfield Paint Maintenance project (PRQE254444). The work requires the contractor to remove rubber deposits from the West (Runway 01L/19R) and East (Runway 01R/19L) runways and repaint airfield markings according to UFC 3-260-04 specifications.

The project includes a base bid for rubber removal and painting work on specific runway sections, plus nine optional components (Options A-J) covering additional taxiways, ramps, and specialized areas. Key requirements include 85% paint removal in certain areas before repainting and 100% paint removal in the deicing pit. Work must be performed during Spring/Summer 2025, avoiding specific exercise dates (March 24-29, April 21, May/June 5-day exercise, August 11-16, and September 22, 2025). The contractor must obtain flightline access and submit equipment details within 7 days of award for government waiver approval, which may take up to 100 days. Both runways cannot be closed simultaneously, and contractors must avoid damaging monitoring wells specified in Attachment 6.
