About this file

This file contains a Quality Assurance Surveillance Plan (QASP) and Performance Requirements Summary (PRS) for the FAA's AAP-300 Training, Development, and Delivery Support Contract. The QASP establishes the FAA's structured approach to monitoring contractor performance across all contract requirements, defining surveillance methods, acceptable quality levels (AQLs), and corrective action procedures.

The QASP covers six major performance areas: Policy Compliance (100% AQL requiring FAA policy integration, writing standards, and Section 508 compliance); Training Delivery for both classroom and virtual instructor-led training (98-100% AQL for on-time delivery, instructor qualifications, and test administration); Course Development and Customization (100% policy integration with 98% Section 508 compliance); Course Materials and Records (98-100% accuracy and timeliness); Task Order Management and Quality Management System implementation (100% AQL); and Instructor Requirements (100% qualification compliance with 95% positive evaluations). Surveillance methods include 100% inspection of critical deliverables such as tests and course materials, random sampling of training sessions and reports, direct observation of instructor performance, student feedback analysis, trend analysis, and compliance audits. The contract establishes a five-step corrective action process beginning with verbal notification and progressing to written notices of concern, corrective action plans due within five business days, follow-up surveillance, and potential CO remedies for unresolved issues. The Contracting Officer's Representative serves as the primary surveillance official responsible for inspections, deliverable validation, and performance documentation.
