About this file

This is a Statement of Work (SOW) for the removal and upgrade of the Travis Air Force Base Deployment and Reception Surveillance and Audio-Visual System, dated September 16, 2026.

The contractor shall replace 18 existing Hangzhou Hikvision Digital Technology Co cameras (which do not comply with Section 889 of the John S. McCain National Defense Authorization Act of 2019) with 18 new IP-based PTZ surveillance cameras selected from the approved Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. Additionally, the contractor shall install 2 new IP-based PTZ cameras in the 900 Cargo Deployment Function (CDF) area, requiring new CAT 6A cabling with runs estimated at no more than 295 feet per camera. The contractor shall remove and replace outdated Crestron and Crown amplifier equipment with an Air Force-approved audio-visual solution while reusing existing speakers and six operational monitors (three 75-inch Samsung monitors, one 65-inch Samsung monitor, one 42-inch Sony monitor, and one 55-inch Samsung monitor in separate buildings). The system must manage and display 20 camera feeds and data from 11 unclassified Windows 11 Enterprise Version 23H2 computers in the Deployment Control Center (DCC), plus support SIPR display capability on four monitors for classified operation up to SECRET. Remote viewing of camera feeds shall be enabled for authorized users at five specified buildings (Crisis Action Team, Alternate CAT, 60 AMW/XP Office, Passenger Deployment Function, and 60 Security Forces) using browser-based access over the installation fiber backbone without wireless or internet connectivity.

The new NVR must store 30 days of video at 30 frames per second using compressed video files, and the UPS must power the system for at least one hour during power outages. All new cameras and Video Management Systems must be selected from the CMD Equipment Approval List provided in Attachment 3. The contractor shall use existing PoE switches and patch panels; the Government will install and configure a Cisco 9300 switch in the DCC equipment rack. Work shall be performed at multiple locations on Travis Air Force Base (Buildings P1, P3, 31, 900 area, and Building 243) between 0800-1600 Monday through Friday, excluding federal holidays. The contractor must begin work within 60 days of contract award and complete all work within 60 days of starting performance. Deliverables include a continuity book and user training for 10 personnel within 30 days after installation. All contractor employees must comply with installation entry requirements including identity proofing and vetting via National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS) checks, unless they possess current favorable government security clearances verifiable through the Joint Personnel Adjudication System (JPAS). The contractor shall provide a contract manager available Monday through Friday, 0800-1600, with full authority to act on all contract matters relating to daily operations.

All buildings, cameras, and audio-visual equipment are currently on the same network.

1.2 INCUMBENT: There is no incumbent. This is a new requirement.

1.3 OBJECTIVES: The objective is to upgrade the current surveillance and presentation system with the following:

1.3.1 Replace Cameras: The contractor shall remove eighteen (18) existing cameras and install eighteen (18) new IP-based PTZ surveillance cameras selected from the approved Non-Nuclear Configuration Management Database (CMD) Equipment Approval List in Attachment 3. The contractor shall use existing cabling where compatible with the new cameras.

1.3.2 Add Cameras: The contractor shall install two (2) new IP-based PTZ surveillance cameras selected from the approved Non-Nuclear CMD Equipment Approval List in the 900 Cargo Deployment Function (CDF) area. New cabling will be required. The estimated cable length to the PoE network switch is no more than 295 feet per camera.

1.3.3 Upgrade Audio-Visual system: The contractor shall remove and replace outdated Crestron and Crown amplifier equipment with an Air Force-approved audio-visual solution. The current speakers will be reused.

No microphones are allowed in the DCC. The 11 workstations audio will be routed through the new audio system to be heard through existing speakers. The audio-visual equipment and software shall manage and display camera feeds and computer data on the six (6) existing operational monitors identified in this SOW. No monitors will be replaced or added.

The six display endpoints include:
