1. DESCRIPTION OF SERVICES

1.1. Objectives: The purpose of this project is to “Repair Restrooms Multiple Facilities”

1.2. This statement of work describes contractor requirements for the project titled “Repair Restrooms Multiple Facilities.” The contractor is responsible to furnish and install all labor and materials to complete the items listed in this Statement of Work. The contractor shall provide the government a complete and usable product at the completion of the project. All information included in this document, along with the instructions and standards referenced in the document, should be considered as part of the Statement of Work.

2. SITUS OF WORK

2.1. All work will occur at Channel Islands Air National Guard Station, 4146 Naval Air Road Port Hueneme, CA 93041 Building 1401

3. PROJECT SPECIFIC REQUIREMENTS

CLIN 002 – DFAC CEILING TILES & LIGHTING

i) Remove, Furnish & Install Approx. 7,200 SF Ceiling Tiles

ii) Remove, Furnish & Install Approx. 66 LED lights

3.1. The contractor shall:

CLIN 001 – RESTROOMS

3.1.1. Perform camera line inspection of drain/sewer/vent stack lines.

3.1.2. Hydro-Jet drain/sewer/vent stack lines capable of reaching 4000 PSI.

3.1.3. Remove and dispose of existing toilets, sinks, countertops, floor and wall tile, ceiling t-bar grid and tile, toilet partitions, carpet, trash/paper towel/tampon/soap dispensers, sink mirrors, light fixtures, shower fixtures, wall cover plates, light switches/electrical outlets, smoke detectors/ pendant type sprinkler head/escutcheon pendant 2PC set STD 401 cup & skirt cup, metal lockers and benches, and plumbing to point of connection with wall/floor.

3.1.4. Replace all sanitary sewer vent pipes behind walls.

3.1.5. Thoroughly clean all surfaces to remain, replace/repair damaged gypsum board/concrete from tile removal and prepare surfaces for either tile/painting or floor installation.

3.1.6. Install slip resistant quartz flooring Sikafloor® Quartzite HDB Heavy Duty Broadcast System with 4” high integral cove base

3.1.6.1. Note: Quartz flooring shall also be applied to shower curbs/floor, vestibule, and locker room area

3.1.6.2. Install Carrara (Carrera) Bianco Marble Bullnose Polished Trim or approved equal doorway transition strip

3.1.7. Install new 6” square ceramic tile with on all walls with uninstalled thickness at least 5/16 inches. Finish will be glazed smooth with low sheen and moderate variation in tone. Tile and grout will be tan. The last row will be a 3”x12” Carano Deco Universal Ceramic Trim and Accent Wall Tile. Install tiles from integral base cove to 55” from the floor.

3.1.7.1. Shower stall walls shall receive 6” square ceramic tile from integral cove base to ceiling with matching accent wall tile row matching height in 3.1.6.

Ceiling shall also receive 6” square ceramic tile.

3.1.7.2. Locker room walls shall not receive tile.

3.1.8. Repair (fill holes and re-texture) ceilings and non-shower walls and paint above the

55” tile line. Ceiling paint color will be white and non-shower walls will be “Frazee Swiss Coffee” (or approved equal type and color) semi-gloss, exterior, mold-resistant, latex paint. Texture will be orange-peel, spray applied.

3.1.8.1. Modify existing soffit with gypsum board over sinks to receive LED troffer lighting.

3.1.9. Install new Armstrong’s Ultima Square Lay-in with Prelude® 15/16" Exposed Tee suspension system where previously existed according to reflected ceiling plans.

Ceiling tiles specifications shall be Fire Rating (Class A), Light Reflect (0.9), Sag Resist (HumiGuard+), Anti-Microbial (BioBlock+).

3.1.10. Install new wall-mounted ultra low-flush, vitreous china (porcelain) toilets and compatible closet carriers. The existing handicap toilet will be replaced with a wall-mounted low flush toilet that meets ADA requirements. Color will be white. Flush valve will be stainless steel or chrome in color up-down two-way manual style with antimicrobial handle finish. Existing toilets connect to 1” cold water lines and drain to 4” sewer lines. Contractor shall replace 4” sewer flange nipple between the fixture and the carrier. All toilets will be fitted with a white plastic seat that matches the shape of the bowl. Contractor will also install the appropriate manufacturer’s “water savings statement placards” with the toilets centered above each unit at a consistent elevation. Clean-outs shall be made flush with the wall and provided with a screw-type cover for easy access. Replace existing water hammer arrestors, sized per California Building Code Standards.

3.1.11. Install new wall-mounted ultra-low flush vitreous china (porcelain) urinals and compatible closet carriers, also called high-efficiency urinals (HEUs). Urinals will not flush greater than one pint (1/8 gallon or 0.5 liters) per flush. Color will be white. Urinals shall be fitted with new automatic (battery-powered) flush sensors and piping. Flusher and exposed piping will be stainless steel in color and will connect to existing ¾ inch cold water connections. Contractor will also install the appropriate manufacturer’s “water savings statement placards” with the urinals centered above each unit at a consistent elevation. Contractor shall also replace existing 2” urinal laterals to the urinal clean-out. Clean-outs shall be made flush with the wall and provided with a screw-type cover for easy access. Replace existing water hammer arrestors, sized per California Building Code Standards.

3.1.12. Install new composite Corian® sink/countertop with integrated bowl, backsplash, and apron, mounted where old counter top(s) used to be. Each sink will have a Z6913 Zurn AquaSense Batter Powered faucet or approved equal with an 8” trim plate. Sink drains will match the finish of the faucet, and should be stationary with holes for drainage. Color will be selected by the COR.

3.1.13. Install new Privacy Plus Partitions® with DupontTM Corian® and matching urinal screens or approved equal. Urinal partitions will be wall-mounted and evenly spaced between urinals. Toilet partitions will be ceiling mounted and overhead braced.

Color will be selected by the COR. Toilet partitions will each have surface-mounted two-roll toilet paper dispensers with an integral shelf above the rolls. The handicap stall will also have stainless steel grab bars per ADA regulations.

Partitions shall include all mounting and securing hardware and should be fully functional following installation.

3.1.14. Install recessed mounted Cree CR Series Architectural LED troffers to match existing lighting plans. Connect to existing circuit(s). Gypsum board ceilings shall use have Drywall Grid Adaptor for CR Series Troffers by Cree Flat Panel Troffers.

LED specifications will include 40W, 4000 Lumens – 100LPW, 4000K, 120-277V.

3.1.15. Install new wall mounted brass with stainless steel soap dispensers above each sink. Fixtures shall be flush mounted and have an entry-port for soap loading.

3.1.16. Install new 72” x 36” framed mirror above counter top, centered on each sink.

3.1.16.1. Cleaned and reinstall large wall mirrors at existing locations

3.1.17. Install and surface mount new Dyson Airblade V - HU02 Sprayed Nickel, Hand Dryer at existing recessed combination paper towel dispenser/waste receptacle

3.1.17.1. Surface mounting will be require modification to rough wall opening

3.1.17.2. Contractor will field verify existing electrical circuit will handle new load or additional dedicated circuit will be required.

3.1.18. Install new Bobrick, B-3644 or approved equal, recessed waste receptacle below new surface mounted hand dryer.

3.1.18.1. Install new Bobrick LinerMate – 3944-134 or approved equal with every recessed waste receptacle.

3.1.19. Install new commercial American Standard Single-Handle shower system.

Shower fitting shall be brass construction, self-cleaning showerhead, anti-scald pressure-balancing valve and ADA-approved lever handles.

3.1.20. Install new shower rods and curtain for each shower stall.

3.1.21. Install new speaker and HVAC ventilation supply/return vent covers.

3.1.22. Install new wall cover plates, light switches/electrical outlets, smoke detectors/ pendant type sprinkler head/escutcheon pendant 2PC set STD 401 cup & skirt cup.

3.1.23. Caulk all area around counter tops/fixtures/doors.

3.1.24. Paint exterior door frame.

3.1.25. Install new door closer and on exterior door.

3.1.26. Install StepNpull® Silver finish foot operated door openers on the inside of the exterior door.

3.1.27. Install new California Title 24 ADA compliant gender specific restroom signs on exterior door.

CLIN 002 – DFAC TILES & LIGHTING

3.1.28. Remove and dispose approx. 7,200 SF existing ceiling tiles. Spray paint existing ceiling grid to white. Install Armstrong Ultima square lay-in 1910, white. Contractor is responsible for taking all necessary actions to install the ceiling tiles in a neat and professional manner. This includes work to remove and replace occupancy sensors, fire detection devices, etc. Contractor will coordinate with the project manager to accomplish this work over one specific day during the project to minimize the impact to the facility.

3.1.29. Install recessed mounted Cree ZR Series Architectural LED troffers to match existing lighting plans. Connect to existing circuit(s). Gypsum board ceilings shall use have Drywall Grid Adaptor for CR Series Troffers by Cree Flat Panel Troffers.

LED specifications will include 40W, 4000 Lumens – 100LPW, 4000K, 120-277V.

3.1.29.1. Replace approx. (66) light fixtures with (66) Lutron PowPak Fixture Controls, FCJ-010.

3.1.29.2. Remove and save motion sensor switches (5).

3.1.29.3. Replace with new Lutron, NTSTV-DV-WH, dimmer switches (5).

3.1.29.4. Provide and install hardwire, flex electrical conduit or emt to connect to (6) new Lutron, Dual Technology Ceiling Mount Occupancy Sensors, LOS-CDT 1000 -WH, (locations TBD).

3.2. The government must approve materials prior to installation.

3.3. Quantities: Quantities are provided to enhance contractors’ understanding of the magnitude of work required under this bid. Government-provided quantities shall not be used by contractors in establishing pricing. Contractors are responsible for making their own measurements in determining their bids for work under this project.

3.4. Performance Period: The contractor has 120 Days from the NTP to complete all work on the project. The NTP will be issued at the Pre-Construction Conference.

4. GENERAL REQUIREMENTS

4.1. Contractor shall attend a Pre-Construction Conference. The Pre-Construction Conference will generally be scheduled after award. At a minimum, the contractor shall have their project manager and site superintendent attend the meeting. The Contractor shall provide the following documents at the Pre-Construction Conference.

4.1.1. Project Construction Schedule

4.1.4. Quality Control Plan

4.2. The contractor shall provide all tools, materials, equipment, transportation, removal of debris and trash, supervision, and management (except as specified as Government Furnished) necessary to install, test, and repair facility safety items located at Channel Islands Air National Guard Base, Port Hueneme, California.

4.2.1. Any waste of excess material resulting from any contract requirement shall be removed and disposed of by contractor at a proper disposal site off Channel Islands Air National Guard Station. Disposal, discharge, deposit, dumping, spilling, leaking, or placing of any materials, wastes, effluents, trash, garbage, oil, grease, paint, chemicals, etc. If any waste material is dumped in unauthorized areas, the contractor shall remove the material, restore the area to the condition of the adjacent undisturbed site at contractor’s expense.

4.2.2. The contractor shall comply with all Air Force, OSHA, and building codes requirements that are abiding by the Federal government, and State of California.

4.2.3. Any additional work completed by the contractor without approval by the Contracting Office representative shall be at the contractor expense.

4.2.4. The contractor shall submit material approval form to the contracting officer within 10 days of contract notice to proceed date. No materials shall be ordered without material approval of the contracting officer and the base civil engineer.

4.3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide water, sewer and electrical connections. Unsecure outdoor storage area at the base is available and must be requested through the project manager prior to utilizing.

Secured storage is the responsibility of the contractor.

4.4. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure work is performed as described in this Statement of Work and in accordance with all local, state and federal rules.

4.5. QUALITY ASSURANCE. The Government will maintain a Quality Assurance Program to ensure work is performed as described in this Statement of Work and in accordance with all local, state, and federal rules. The Project Manager will manage the Government’s QA program.

4.5.1. Periodic inspection of the work in progress will be accomplished by a representative of the government for the purpose of ensuring the contractor is conforming to the requirements of the statement of work as well as verification of conformance with all safety, environmental, and employment regulations, practices and guidelines.

4.5.2. A one hundred percent (100%) inspection of the finished product will be accomplished. This inspection will be a two part inspection consisting of a pre-final and a final inspection walkthrough by the contracting officer, contracting officer representative, safety, environmental, fire department, security, anti-terrorism officer, user, contract manager and a representative of the associated trades to be inspected.

4.5.3. Upon completion of the pre-final inspection, a pre-final inspection report will be prepared by the COR and forwarded to the contractor. All discrepancies noted in the pre-final inspection report must be corrected by the contractor to the satisfaction of the contracting officer within 10 days of receipt of the report.

4.5.4. The contractor will be held accountable for the successful execution of the project in accordance with the contract documents. Failure to meet the requirements of the contract may result in liquidated damages charged to the contractor at a pre-determined rate.

4.6. HOURS OF OPERATION. The hours of work shall be between 7:00 a.m. and 5:00 p.m.

Monday through Friday unless otherwise prescribed by this statement of work. Work shall not be performed on Weekends and Federal Holidays without prior coordination from the Project Manager. NOTE: No work shall commence without prior coordination with the Base Facility Manager and the government project manager. Work within each building shall not commence without prior coordination of the applicable building manger, the contractor, and government project manager.

4.7. The contractor shall schedule and arrange work with each building facility manager at least two (2) working days before beginning work in each building. The contractor shall make every effort to minimize the interference and effect on the government mission.

4.8. PRIOR TO ANY WORK STARTING ON A FACILITY, A MANDATORY WALK

THROUGH SHALL BE SCHEDULED AND ACCOMPLISHED WITH THE

GOVERNMENT PROJECT MANAGER OR CONSTRUCTION INSPECTOR FOR

EXPLANATION AND REQUIREMENTS OF WORK WITHIN EACH BUILDING.

4.9. BASE ACCESS. Base security personnel require that all personnel entering the installation are cleared for access. The contractor will provide first name, last name, driver’s license number and applicable vehicle data for all personnel accessing the base.

The contractor shall submit this information to the Project Manager NLT two working days prior to the date of required access. Personnel must maintain a valid driver’s license, vehicle registration and proof of insurance at all time while on the base.

4.10. MATERIAL SAFETY DATA SHEETS, AND LABELS. The contractor shall maintain a copy of the Environmental Protection Agency or State Registered Labels, plus Material Data Sheets for all paints, primers, solvents, inhibitors, or solutions used in connection with this contract; Material Data Sheets are also required for all hazardous materials defined in federal Standard 313c. Identical back-up copies of these documents shall be given to the Base Safety Officer and the Contracting Officer prior to the start of any work.

4.11. TECHNICAL COMPETENCE AND ABILITY. If requested by the Government, the Contractor shall provide proof of technical competence and experience in the area of expertise required by this Statement of Work. The contractor shall be prepared to submit documents providing proof of successful competence such as training certificate or accreditations from recognized industry leaders. Contractors shall also be prepared to provide proof of successful project experience through references of former clients in related project types.

4.12. DIMENSIONS AND QUANTITY. All dimensions and quantities provided in the Statement of Work are estimates only. They are provided as a courtesy for contractors to estimate the magnitude of work or materials necessary to complete a task. They are not intended to be final measurements. The Contractor is responsible for verifying all dimensions and quantities in the field prior to starting work.

4.13. WARRANTY. The contractor shall guarantee all workmanship and materials covered under this statement of work for a period of no less than 1 year from the date of project acceptance. This contractor’s warranty shall be included with any manufacturer’s warranties that accompany materials or systems installed as part of this statement of work.

4.14. CONTRACTOR MANPOWER REPORTING (CMR). The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force collection site.

The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

4.15. CONTRACTOR PAYMENT. Contractor shall submit an application and certificate for payment Every 30 days or at the end of the performance period, whichever comes first.
