1. INTRODUCTION
a. Defense Logistics Agency Disposition Services (DLA DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA) with the responsibility for the disposal of United States Government (USG) Department of Defense (DoD) excess and surplus property. This mission is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is in Battle Creek, Michigan.
b. This requirement is for the purchase and delivery of Labels and Ribbons to DLA DS locations worldwide.
c. This contract is at a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) materials with a contract period of performance for this contract consisting of a one (1) 12-month base period and four (4) 12-month options. The total contract length shall not exceed five (5) years.
d. Contractors shall price items on the price schedule to include any packing/shipping charges to incorporate DLA DS Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations. All costs associated with the purchase and delivery of the Contract Line-Item Number (CLIN) shall be included in the overall price quoted for each CLIN.
e. The Government will issue orders to replenish specific sites on an as needed basis.
f. Provide New Materials ONLY: no remanufactured or “gray market” items.
g. Any reference to Contractor throughout this SOW refers to the Contractor or Subcontractor should one be utilized. The Contractor is solely responsible for all associated work to be completed In Accordance With (IAW) the SOW.
2. CONUS LABELS – CLIN 0001, 0002, 0003
The Contractor Shall:
a. Deliver the associated CLIN within 30 business days after establishment of a task order to the DLA DS CONUS location.
b. When CLIN 0001 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS CONUS site location requesting this CLIN with the following salient characteristics.
1. 4” wide x 6” length POLYETH 3MIL thermal transfer Barcode Label
2. Labels must be useable in an Intermec PD42G/PD43/PD SLIM printer

3. Maximum 8” diameter rolls
4. Equivalent to Syntran material
5. 950 to 1,000 labels per roll
6. Permanent all-temp adhesive
7. Label will have an exposed liner of 1/8” on all four sides
8. Label will have a perforated edge and must be rounded on the corners
9. Label color is white
10. 6 months or greater outdoor use

c. When CLIN 0002 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS CONUS location requesting this CLIN with the following salient characteristics.

The Contractor Shall:
a. Deliver the associated CLIN within 30 business days after establishment of a task order to the DLA DS CONUS location.
b. When CLIN 0004 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS CONUS site location requesting this CLIN with the following salient characteristics.
1. 4” wide and 6,000” Resin Ribbon
2. Ribbons must be useable in an Intermec PD42G/PD43/PD SLIM printer
3. Ribbon Film Type: Polyethylene Terephthalate
4. Total Ribbon Thickness: 7.2 to 8.8 um
5. Ribbon Film Thickness: 4.4 to 5.4 um
6. Image Density (4ips/4420): 1.4 OD minimum
7. Flaking Resistance: No Flaking
8. Film Break Strength (MD): 29kg/mm 2 Min.
9. Ribbon color is black
10. IPA Crock (2ips/4420): B at 25 cycles/2.95# arm

2. Ribbons must be useable in an Intermec PD42G/PD43/PD SLIM printer
3. Ribbon Film Type: Polyethylene Terephthalate
4. Total Ribbon Thickness: 7.2 to 8.8 um
5. Ribbon Film Thickness: 4.4 to 5.4 um
6. Image Density (4ips/4420): 1.4 OD minimum
7. Flaking Resistance: No Flaking
8. Film Break Strength (MD): 29kg/mm 2 Min.
9. Ribbon color is black

The Contractor Shall:
a. Deliver the associated CLIN within 30 business days after establishment of a task order to the DLA DS CONUS location.
b. When CLIN 0006 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS CONUS site location requesting this CLIN with the following salient characteristics.
1. 4” wide x 6” length thermal transfer labels
2. Labels must be useable and fit into a RL4 printer
3. Maximum 2 1/2” diameter rolls
4. 3/4" Core
5. 105 labels per roll
6. Permanent all-temp adhesive
7. Label will have an exposed liner of 1/8” on all four sides
8. Label will have a perforated edge between each label and must be rounded on the corners
9. Label color is white or yellow
5. OCONUS LABELS – CLIN 0007, 0008, 0009
The Contractor Shall:
a. Deliver the associated CLIN below within 45 business days after establishment of a task order to the DLA DS OCONUS location.
b. When CLIN 0007 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS OCONUS site location requesting this CLIN with the following salient characteristics.
1. 4” wide x 6” length POLYETH 3MIL thermal transfer Barcode Label
2. Labels must be useable in an Intermec PD42G/PD43/PD SLIM printer
3. Maximum 8” diameter rolls
4. Equivalent to Syntran material
5. 950 to 1,000 labels per roll

The Contractor Shall:

The Contractor Shall:
a. Deliver the associated CLIN below within 45 business days after establishment of a task order to the DLA DS OCONUS location.
b. When CLIN 0012 is ordered, the Contractor shall manufacture or purchase and deliver to the DLA DS OCONUS site location requesting this CLIN with the following salient characteristics.
1. 4” wide x 6” length thermal transfer labels
2. Labels must be useable and fit into a RL4 printer
3. Maximum 2 1/2” diameter rolls

5. 105 labels per roll
6. Permanent all-temp adhesive
7. Label will have an exposed liner of 1/8” on all four sides
8. Label will have a perforated edge between each label and must be rounded on the corners
9. Label color is white or yellow
8. FEDERAL HOLIDAYS
a. The Contractor is not required to deliver any equipment on the 11 Federal Holidays observed by DLA unless approved by the Contracting Officer (KO) or the DLA DS onsite POC. The following Federal Holidays are observed:
New Year’s Day January 1st
Martin Luther King’s Birthday Third Monday in January
President’s Day Third Monday in February
Memorial Day Last Monday in May
Juneteenth June 19th
Independence Day July 4th
Labor Day First Monday in September
Columbus Day Second Monday in October
Veteran’s Day November 11th
Thanksgiving Day Fourth Thursday in November
Christmas Day December 25th
b. When one of the Federal Holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When the Federal Holiday falls on a Saturday, the preceding Friday is observed as the holiday.
9. MATERIAL DELIVERY AND WARRANTY
a. For the Contractor to successfully deliver and receive payment from the USG, they shall:
b. Provide shipping/tracking information to the KO for the Task Order.
c. Complete and sign the provided DD250, Material Inspection and Receiving Report.

d. Attach the completed form in Department of Defense Wide Area Workflow (WAWF) system (https://wawf.eb.mil) prior to acceptance for payment.
e. The Labels and Ribbons shall come with manufacturer’s standard warranty.
10. INVOICING
a. The Contractor will invoice through the WAWF system. Invoices must be submitted through WAWF in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Refer to https://wawf.eb.mil for additional information.
11. DESTINATION
a. The Contractor shall deliver all materials to the location on the delivery order to the corresponding DLA DS CONUS and/or OCONUS location when the specified CLIN is ordered.

12. POINT(S) OF CONTACT
a. POC information will be made available to the Contractor by the KO upon award of the contract.
13. CONTRACT MINIMUM AND MAXIMUM
a. The contract minimum shall be $500.00. The maximum shall be 150% of the estimated value of the contract. There is no contract minimum for any option period included in the contract.
