STATEMENT OF WORK

for

L-40 OBSERVATION TOWER

REPLACMENT

at the Arthur R. Marshall Loxahatchee

National Wildlife Refuge South Atlantic-Gulf & Mississippi Basin

Region July 20, 2022

1. BACKGROUND

a. The U.S. Fish & Wildlife Service would like to request a proposal for the work described below to replace the L-40 Observation Tower at the Arthur R. Marshall Loxahatchee National Wildlife Refuge.

2. GENERAL INFORMATION

a. The contractor shall supply all materials, labor, supplies, equipment, supervision, and any other incidentals to perform all operations required to complete the work in the Arthur R. Marshall Loxahatchee National Wildlife Refuge. Attachment 2 - Construction Documents – L-40 Observation Tower are provided to assist this effort.

b. The Project is located on the L-40 levee at the west end of Lee Road within the boundary of the Arthur R. Marshall Loxahatchee National Wildlife Refuge, 10216 Lee Road, Boynton Beach, FL 33473.

c. Contractor is responsible for obtaining all required permits prior to commencing demolition or construction.

d. A site visit will be held at project location.

e. The site visit is not mandatory but encouraged to verify all quantities, distances, and site conditions.

3. Work Description

a. Demolish Existing Observation Tower

i. Demolish and dispose of 12.0 width in linear feet X 12.0 length in linear feet X 10.0 height in linear feet existing wooden observation tower and attached approximately 105-foot walkway.

1. Remove wooden walkway.

2. Remove observation deck.

3. Remove existing observation scope and retain for installation on new observation tower.

4. Retain and protect existing concrete foundations.

5. Remove all vegetation within 5 feet of foundations and ensure work does not undermine or damage existing foundations which will be reused for new construction.

6. Foundations will be inspected to insure they are structurally sound and sufficient to support the new tower construction. Repair as needed.

b. Construct New Observation Tower

i. Construct new 12.0 width in linear feet X 12.0 length in linear feet X 18.5 height in linear feet 2-level steel and aluminum observation tower with ADA-compliant first level. The structure shall include the replacement of the approximately 105-foot walkway.

1. Install structural steel frame on existing concrete foundations.

2. Install walkway from edge of levee to first level of tower.

3. Install floor grating, stairs, and railings.

4. All construction will follow design plans to ensure ADA-compliance.

5. Reinstall observation scope.

ii. The structural frame will be constructed of structural steel as described in ANSI/AISC 303.

1. W-Shapes: ATSM A992/A99M.

2. Channels, Angles: ATSM A36/A36M.

3. Plate and Bar: ASTM A36/A36M.

4. Cold-Formed Hollow Structural Sections: ASTM

A500/A500M, Grade B structural tubing.

iii. Aluminum extruded bars and shapes will conform to ASTM

B221.

iv. Aluminum sheet will conform to ASTM B209, Alloy 5052-H32.

v. Welding procedures will comply with AWS D1.1/D1.1M specifications.

vi. Bolts and connectors will be zinc-coated, high-strength A325.

vii. Product submittals required per #4 below.

viii. Attachment 2 - Construction Documents – L-40 Observation

Tower contains drawings for the applicable work.

4. Submittals: The contractor shall submit all materials and products for approval using FWS Submittal Form to the COR –Contracting Officer Technical Rep.- Steve Henry with a copy sent to the Contracting Officer by email ray_fletcher@fws.gov

5. Period of Performance. The period of performance is estimated at 180 calendar days from issuance of award.

6. Other Conditions.

a. The surrounding area will be used and maintained by refuge personnel, volunteers, officials from other agencies, and the public. Care should be taken to coordinate all construction activities with the Refuge personnel.

The L-40 is a heavily traveled levee and cannot be closed for more than brief (<20 minutes) periods of time while work is underway.

b. The contractor shall have the ultimate responsibility for safety on the project site at all times.

c. Ensure that all onsite activities, equipment, and facilities constructed by the contractor, subcontractor, or supplier conform fully to the standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910; and DOI and FWS polices.

d. Before work begins, the contractor shall coordinate with local utility companies to locate and protect all utilities traversing the Project.

e. Furnish all temporary facilities and utilities as needed including heating, cooling, light, power, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aides, and storage enclosures.

f. The contractor shall install and maintain barricades and warning devices as necessary to safeguard the public, workers, and government personnel.

g. All construction debris and/or demolished materials will become the contractor’s property and shall be promptly removed from the site and disposed of in a legal manner.

h. Construction grounds shall be kept clean and organized throughout duration of construction. Daily trash pickup will be required, as adjacent sites will be continually in service.

i. Government buildings and other facilities are not available for storage of contractor’s materials, equipment, and tools except for staging areas which will be designated by the COR. Government owned equipment is not available for contractor’s use to accomplish any work.
