Wrangell Cabin Maintenance 2022 Performance Work Statement (PWS) Page 1 of 9 General Information

1.0 Purpose and Location

1.1 Purpose: The Tongass National Forest requires service work on the Wrangell

Ranger District involving general maintenance and inspection of Forest Service-ad-ministered public use cabins. This Performance Work Statement (PWS) provides for the inspection, documentation, and maintenance of the Public Use Cabin Sys-tem on the Wrangell Ranger District (WRD) of the Tongass National Forest (TNF).

Background: The Wrangell Ranger District is a part of the Tongass National For-est located in Southeast Alaska. The Wrangell Ranger District manages 23 public use rental cabins. Of those 23 cabins, 17 are represented in this PWS. These are cabins that require longer travel times and are more logistically challenging to ac-cess.

Southeast Alaska requires an understanding of logistics, limitations, access to com-munities, and weather unique to the area. Contractors should survey and consider such restraint to ensure such limitations do not impact contract performance; includ-ing, coordinating timely delivery of supplies, accounting for cost of supplies, plan-ning for hiring constraints due to limited populations and limited specialized recruit-ment services, and consider limited access to telecommunications and internet ser-vice. In general, Southeast Alaska experiences limitations that may affect contract performance such as intermittent delays with travel and shipping throughout the year.

The variety of communities distributed across the region are on remote islands ac-cessible via air through Alaska Airlines, commuter-chartered flights, and via ferries and barges such as the Alaska Marine Highway System, and barging companies based locally or out of Washington State. Many of these marine modes of travel can move passengers, vehicles and equipment. The islands are not connected by roads. Supplies coming in and out of Southeast Alaska are typically barged in, which takes approximately two weeks. Air freight is available at a premium.

1.2 Outline of Services: The Contractor shall furnish all labor, supervision, manage-ment, tools, materials, equipment, facilities, transportation, and other items neces-sary to provide the services outlined below and described in this Performance Work Statement (PWS).

1.3 Service Locations: The service area locations are throughout the Wrangell Ranger

District within the Tongass National Forest. See Appendix 1 – Wrangell Cabin Lo-cation Map for service locations and Table 1 below. The nearest town with lodging is Wrangell, AK. None of the sites are accessible by road and are primarily ac-cessed by boat/vessel. No helicopters are allowed in the Wilderness areas.

1.4 Period of Performance:

a. Base Item(s) shall be: Date of Award through October 31, 2022.

b. Option Item(s) may be: Date of Award through October 31, 2022.

1.5 Government Regular Working Hours: The Government's regular working hours are from 0700 to 1700, five days per week, Monday through Friday, except ob-served Federal holidays. Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS.

1.6 Federal Observed Holidays: The government observes the following holidays:

1.7 Service Interruptions: If any services must be interrupted (even temporarily) due to maintenance of contract work, the Contractor shall notify the CO, and COR at least three working days in advance. If the service is due to an emergency break-down the Contractor shall notify the CO and COR as soon as practicable.

1.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Sub-part 42.5. The CO and/or COR shall meet periodically with the contractor to review the contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the contractor's performance and the contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

1.9 Project Manager (PM): The Contractor shall provide a PM and designated alter-nate, as applicable, who has full authority to act for the Contractor on all contract matters relating to this contract. The PM or alternate shall be on-site during the Government's regular working hours and shall be available on-site within one hour after the Government's regular working hours.

1.10 Quality Assurance: The contractor shall comply with the quality assurance pro-gram as defined in the Quality Assurance Surveillance Plan. It defines how the per-formance standards will be applied, the frequency of surveillance, and the minimum acceptable quality level(s) (AQL). Government surveillance of contractor perfor-mance is not limited to the Performance Objectives as outlined in this PWS. The Government reserves the right to conduct compliance surveillance of any contrac-tual requirement of this acquisition.

1.11 Contracting Officer’s Representative (COR): A COR may be assigned to this contract to monitor all technical aspects and assist in contract administration. The COR may be authorized to perform the following functions: Assure that the Con-tractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral com-munication with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements (without increasing or decreasing

Performance Work Statement (PWS) Page 3 of 9 contract scope), including Government drawings designs, and specifications; moni-tor Contractor's performance and notify both the CO and Contractor of deficiencies;

and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract or any task order.

2.0 Technical Requirements / Tasks

The purpose of this contract is to provide inspection, cleaning and minor maintenance of cabin grounds and structures, where standard housekeeping tasks are performed, and minor repairs are accomplished. See Table 2 for a list of services required for each cabin. The Contractor is expected to act in a responsible and prudent fashion, while as-sessing and performing service needs, and to minimize impact on visitors recreating in the area.

If the Contractor would like to use the cabin during performance, the Contractor shall re-serve and make payment for the cabin through www.recreation.gov.

TASK 1: Inspection Report and Photos Using the inspection form (Appendix 2 – Cabin Inspection Form) inspect each item in the list, fill in the inspection form regarding condition of the items, and provide photographs of items in need of repair. Submit completed inspection form and applicable photographs in either hard copy or standard electronic formats (e.g. .jpeg or .bmp) to COR, and inform the COR about any obvious problems such as but not limited to broken windows, roof leaks, fuel line leaks, etc.

TASK 2: Stove Cleaning and Maintenance

All stoves shall have the combustion chamber, internal flue passages and stovepipe cleaned of all combustion products. If the stove is not functioning in good working order, then document on the Inspection Report. Stovepipe flues shall be adjusted for maximum heat.

• Oil stoves or oil heaters: Wiped down and cleaned.

• Wood Stoves: Clean ash from fire box and clean stove pipe interior on wood stove. Clean catalytic converter where present. The sides, legs, top, and front of the woodstoves shall be cleaned, rust removed, and outside surfaces treated to inhibit rust with either Stove Black or cooking oil.

TASK 3: Cleaning Services: Include the following sub-tasks

3.1 Cabin Interior: All interior surfaces, including, but not limited to tables, counters, shelves, bunks, benches, lofts, window ledges, windows, and floors shall be cleaned.

Cleaning services include washing, scrubbing, sweeping or otherwise removing dirt and other natural and foreign materials from interior cabin surfaces. Specifically, both inside and outside surfaces of windows shall be wiped clean of removable visual obscurities, the floors shall be swept and mopped. Cabin interior shall be cleared of dirt, debris, and all items left by previous cabin renters. All trash, perishable food, and open food contain-ers shall be removed and disposed of properly off of National Forest lands.

3.2 Cabin Exterior and Grounds: Dirt and foreign substances shall be cleaned from the cabin sides, porch, gutters and roof, and from the woodshed roof (if applicable). Bird nests, vegetation or other foreign elements in contact with the cabin or woodshed shall be removed.

All trash and garbage from around the cabin, cooler box, outhouse, and woodshed shall be collected. Trash shall be collected within a 100-foot radius of the cabin. All perishable food and open food containers are considered garbage. Gas and oilcans, and miscella-neous items shall be removed from around and under the cabin. The woodshed shall contain only wood and cutting tools. Trash shall be disposed of as described above.

3.3 Outdoor Fire Ring: Ashes and debris shall be removed from the outdoor fire-ring.

Herbaceous vegetation shall be cut and removed from a minimum distance of 10’ around the fire ring to allow airflow. Cut grass and brush on all access paths and paths to out-houses and woodsheds (if applicable). Paths should be cut to be 3’ at the ground, 6’ at head level and 8’ high to allow for unobstructed access to cabins.

3.4 Outhouse: All interior outhouse surfaces shall be cleaned and disinfected. The exte-riors walls and roof shall be cleaned, and vegetation and other foreign matter shall be cut and/or removed.

3.5 Maintenance Services: Contractor shall provide minor repair work entails work nec-essary to repair minor damage or to replace fixtures requiring the use of simple tools, as well as bring features of the cabin and grounds into an acceptable status. These include the following:

3.5.1 Cabin Interior: All latches and hinges shall be oiled, and if needed, repaired or replaced. Minor repairs to doors and windows such as leveling and tightening of handles or frames shall take place during the summer visit. Protruding nails lower than six feet above the floor shall be removed, and the hole filled with wood putty.

Routine repairs to furniture, shelves, loft ladders and hatches include graf-fiti/marker removal, and securement through replacement nails or screws.

3.5.2 Cabin Exterior: All parts of the cabin exterior and woodshed (if applicable) shall be maintained and repaired, including decking, stairs, and handrails. Leaks in the roof shall be repaired. Nails/screws in roofing material shall be set and dabbed with wet patch applied with a caulking gun and dabbed no larger than twice the size of the nail/screw head. Leaks in the sides of the cabin or through window casings shall be repaired. Patches and caulking applications shall blend with the color of the surrounding surfaces.

All nails installed within six feet above ground level shall be removed, and the hole filled with wood putty.

The cooler box shall be maintained by repairing or replacing screens, hinges and latches as needed.

Outhouse: Latches and hinges shall be oiled, and if needed, repaired or replaced.

Doors shall be made to close and latch properly. Window screens, toilet seats, door springs and/or toilet paper holders shall be repaired or replaced as needed.

TASK 4: Brushing (non-Wilderness) All herbaceous vegetation and woody shrubs up to 6” diameter shall be cut within 10’ from cabin structures to a maximum height of 6”.

TASK 5: Brushing (Wilderness indicated on Table 2) No helicopters or motorized hand tools are allowed in the Wilderness areas.

All vegetation cutting shall be performed with non-motorized hand tools. All cut vegetation shall be removed from walking surfaces and pathways, while persistent non-green vegetation (e.g.

bushes, branches, woody shrubs, etc.) shall be dispersed away from structures a minimum of 100’, and away from edges of pathways a minimum of 20’.

PERFORMANCE STANDARD

The Government will visually inspect the services for compliance prior to acceptance and issuing any payments. Inspections will consist of direct observations and measured in place quantities. Any Gov-ernment personnel or visiting public may observe unacceptable services, incomplete work, or re-quired services not performed and they may contact the COR to communicate a complaint. The COR will substantiate any complaints.

5.0 Definitions, Acronyms, and Applicable Publications

Clean: “Clean” shall be defined as free of dirt, dust, odors, spots, streaks, stains, smudges, film, dis-coloration, litter, debris, foreign matter, and other residue or evidence of soil or feces. Any mainte-nance solution or cleaning product residue that is not an air-dry product shall be removed.

Disinfect: Cleaning in order to destroy any harmful micro-organisms by application of an approved chemical agent.

Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

Contracting Officer (CO): a person with the authority to enter into, administer, and/or terminate con-tracts and make related determinations and findings. The term includes certain authorized representa-tives of the contracting officer acting within the limits of their authority as delegated by the contracting officer. "Administrative contracting officer (ACO)" refers to a contracting officer who is administering contracts. "Termination contracting officer (TCO)" refers to a contracting officer who is settling termi-nated contracts. A single contracting officer may be responsible for duties in any or all of these areas.

Reference in this regulation (48 CFR chapter 1) to administrative contracting officer or termination con-tracting officer does not-

Require that a duty be performed at a particular office or activity; or Restrict in any way a contracting officer in the performance of any duty properly assigned.

Contracting Officer’s Representative (COR): means an individual, including a contracting officer’s technical representative (COTR), designated and authorized in writing by the contracting officer to per-form specific technical or administrative functions.

Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement.

Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

Equipment: A tangible item that is functionally complete for its intended purpose, durable, nonex-pendable, and needed for the performance of a contract. Equipment is not intended for sale and does not ordinarily lose its identity or become a component part of another article when put into use. Equip-ment does not include material, real property, special test equipment or special tooling.

Government Furnished Property: Property in the possession of, or directly acquired by, the Govern-ment and subsequently furnished to the contractor for performance of a contract. Government-fur-nished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Govern-ment for continued use under the contract.

Non-Personal Services: The personnel rendering the services are not subject, either by the con-tract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the government and its employees. Non personal service contracts are author-ized by the government in accordance with FAR 37.012, under general contracting authority, and do not require specific statutory authorization.

Quality Assurance: The government procedures to verify that services being performed by the Con-tractor are performed according to acceptable standards.

Quality Assurance Surveillance Plan: An organized document written by the government specifying the surveillance methodology used for surveillance of contractor performance.

Workday: The number of hours per day the Contractor provides services in accordance with the con-tract.

Work Week: Monday through Friday, unless specified otherwise.
