About this file
This is a Performance Work Statement (PWS) for annual hoist and fall arrest systems inspections and repairs for the 302nd Maintenance Group at Peterson Space Force Base in Colorado Springs, Colorado, effective 17 April 2026.
The contractor must perform comprehensive annual inspections on 35 hoists and 44 fall arrest systems located across multiple buildings (119, 208, 210, 214, 216, 502, and 538). Hoist inspections shall comply with DAFMAN 91-203, ANSI standards, OSHA regulations, and manufacturer requirements, including load testing each hoist to 125% capacity using certified weights, verification of capacity and serial numbers, and provision of load test certificates and inspection stickers. Fall arrest system inspections must examine lanyards, beams, trolleys, and wearable harnesses for wear, fraying, tearing, and stretching, with lubrication verification and inspection stickers provided for each system. The contractor shall submit detailed inspection reports within seven business days of completion, including location, serial number, tag ID, description, pre/post load test results, capacity, inspector names, and itemized repair cost estimates. Every five years, load testing on all overhead fall arrest system support beams is required, with the next inspection due August 2026 per ANSI Z359.6 re-certification requirements. Repairs require separate contract modifications and funding approval; repair estimates are for informational purposes only.
The contractor must pre-coordinate all inspections with the Contract Office Representative (COR) at least 30 days prior to work, obtain base access credentials within 14 days of inspection, provide 30 minutes advance notice before requiring escorts or leaving work areas, and submit personnel information including full names, dates of birth, and REAL ID-compliant driver's licenses. Performance metrics include nine specific objectives with measurable thresholds covering scheduling, inspection quality, report timeliness, base access coordination, and compliance with security and trafficking in persons requirements. All contractor personnel must display identification badges, introduce themselves as contractor employees, and adhere to escort requirements in restricted areas; the COR will escort access to flightline hangar and test cell areas but is not required to remain on-site during work completion.
