About this file
This Statement of Work (SOW) details a contract for inclinometer readings at Vandenberg Space Force Base (VSFB) in California. The contractor will perform readings on 13 existing inclinometers located on Honda Ridge Road and CDT Access Road, with two sets of readings required during the base contract year: one between September 1st and October 15th, and another between April 15th and August 1st. Subsequent years will require one annual reading set between April 15th and August 1st.
The contract is a Firm-Fixed Price arrangement with specific technical requirements, including taking readings at two-foot intervals in both north-south and east-west directions. The contractor must provide detailed PDF reports within 10 business days of completing readings, signed and stamped by a California-licensed engineering geologist or geotechnical engineer. Reports must include findings, conclusions, and recommendations. The inclinometers range from 27 to 58 feet in depth, with two newly installed locations on Honda Ridge Road lacking historical data. 1.0 Description of Services. The Contractor shall furnish all labor, supervision, management, tools, supplies, materials, equipment, transportation, incidental engineering, and any other items necessary to provide readings, and submit reports and findings for 13 existing inclinometers as described in this Statement of Work (SOW). The installed inclinometers are located on Honda Ridge and CDT Access Roads located on South Vandenberg SFB, which are important access roads required for long-term mission-critical support and stability. The performance of inclinometer readings is currently beyond the technical capabilities of SLD 30 personnel. The Contractor will provide the required services identified in this SOW to fulfill the Government’s requirement for dedicated monitoring of the road’s stability.
1.1 Background. The 30 Civil Engineer Squadron (CES) is a key player in assuring access to space by providing mission infrastructure support to real property facilities and transportation systems for the Launch and Test Range System and Western Range operations at the Space Launch Delta (SLD) 30, Vandenberg Space Force Base (VSFB), California. 30 CES’ main objective is to ensure high performance confidence levels required to maintain over 200 miles of paved roads and streets essential for the transport of missile and space guided weapons, as well as support of aircraft test and evaluation missions in support of the Department of Defense (DoD), National Reconnaissance Office (NRO), Missile Defense Agency (MDA), Federal Aviation Administration (FAA), National Aeronautics & Space Administration (NASA), and several other commercial space and governmental agencies. The intent of this requirement is to obtain inclinometer readings on nine (9) existing inclinometers installed on Honda Ridge Road and four (4) existing inclinometers installed on CDT Access Road. (See Appendix A, VSFB inclinometer site map for exact site locations.)

Part 2
SPECIFIC TASKS
2.0 Scope of Work.
2.1 Inclinometer Readings. The Contractor shall provide a highly qualified technician to perform inclinometer readings at nine (9) sites on Honda Ridge Rd. and four (4) sites on CDT Access Rd. (see Appendix A, VSFB Inclinometer Site Map for exact locations). During the first (base) contract year, the contractor will perform readings on all existing inclinometers two times as follows: 1) Perform initial readings between September 1s and October 15th; 2). Perform a second set of readings between April 15th and August 1st. Thereafter, the Contractor will provide one-time annual readings on all 13 existing inclinometers between April 15th and August 1st. (CLIN X001)
2.2 Location and Calibration of Inclinometers. The 13 existing inclinometers range in depth from 27 feet to 58 feet.
It is highly desirable that the same inclinometer reader be used when performing readings to reduce potential calibration errors in the resulting data. Inclinometer readings shall be taken in both the north-south direction, “A axis”, and in a parallel east-west direction, “B axis”. Inclinometer readings data shall be recorded at two-foot intervals, and a table will be provided in the Contractor’s submittals which lists the readings taken at each depth. In their first readings report, the Contractor will include the initial readings from the historical data listed in Appendix B, Historical Inclinometer Readings. NOTE: Inclinometers #I-24 and #I-25, on Honda Ridge Rd., are newly installed; therefore, historical data is not available for these two locations.
2.3 Contractor Submittals/Reports. The Contractor is required to provide a detailed report of the readings in PDF format after completion of each set of readings at VSFB’s 13 inclinometer sites as described in SOW para 2.1 and 2.2.
The Contractor’s reports shall include any findings, conclusions and recommendations obtained from the readings and shall be signed and wet-stamped, embossed, or digitally stamped by a registered engineering geologist or geotechnical engineer licensed in the State of California. Contractor’s inclinometer readings reports are due ten (10) business days after the completion of the Contractor’s readings.
