About this file

This Statement of Work (SOW) details the requirements for upgrading the audio-visual control system in the Keesler Air Force Base Crisis Action Team (CAT) room. The project involves replacing failed equipment, including a Crestron CP3 control system processor with a CP4N processor, a QSC Core 110f (v1) audio digital signals processor with a Core 110f (v2) DSP and QSC QIO-TEL2 audio teleconference hybrid, and the existing AV Ethernet switch with a new 10-port Ethernet switch. The contractor will be responsible for installing the new equipment in the existing rack, modifying DSP programming, optimizing audio acoustics, and performing comprehensive operational testing to ensure full functionality of all subsystems.

The project is scheduled for a 14-21 day material lead time following award, with 5 days of on-site work for installation, pre-testing, and commissioning. Key deliverables include the installed and functional new equipment, modified programming files, a written operational test report, and turning over removed equipment to the government. Security requirements mandate that contractor personnel be escorted within the facility at all times, and only pre-approved devices and equipment will be permitted. The work will be performed at Keesler Air Force Base, with daily verbal progress updates required and final approval contingent on the government's designated representative's assessment.

CAT Audio and Visual (A/V) REPAIR

STATEMENT OF WORK (SOW)

1. INTRODUCTION

1.1. Purpose: This Statement of Work (SOW) defines the requirements, scope, and objectives for upgrading the existing audio-visual control system in the Keesler Air Force Base (AFB) Crisis Action Team (CAT) room. The upgrade will replace failed equipment and restore full operational capabilities to the CAT room. This SOW outlines the tasks, deliverables, schedule, and acceptance criteria necessary for successful completion of this project.

1.2. Background: The Keesler AFB CAT room's control system processor and audio digital signals processor (DSP) have failed, rendering the system inoperable.

Troubleshooting activities determined the need for replacement of these components to restore full CAT room operations. The existing Crestron CP3 control system processor and QSC Core 110f (v1) audio digital signals processor are end-of-life and no longer supported by their respective manufacturers.

1.3. Objectives: The Contractor shall:

o Replace the failed Crestron CP3 control system processor with a Crestron CP4N processor.

o Replace the failed QSC Core 110f (v1) audio digital signals processor (DSP) with a QSC Core 110f (v2) DSP and a QSC QIO-TEL2 audio teleconference hybrid.

o Replace the existing AV Ethernet Switch with a new 10-port Ethernet switch.

o Ensure all system components are fully integrated and tested to meet operational requirements.

o Remove connections for the devices in the Keesler Command Post (KCP) to streamline code.

2. SCOPE OF WORK

2.1. General Requirements: The contractor shall provide, integrate, install, and test turnkey system upgrades to the existing solution in the CAT team room. These upgrades will replace the failed equipment and return the system to full operability.

2.2. Specific Tasks:

o 2.2.1. New Control System Processor (Crestron CP4N Processor):

Description: The contractor will replace the existing failed Crestron CP3 processor with a Crestron CP4N processor.

o 2.2.2. New Audio Digital Signals Processor (QSC Core 110f v2):

Description: The contractor will replace the existing failed QSC Core 110f (v1) audio digital signals processor (DSP) with an upgraded QSC Core 110f (v2) DSP and a QSC QIO-TEL2 audio teleconference hybrid for use with the existing Plain Old Telephone Service (POTS) Line. The contractor will modify the DSP programming file, integrate the new telephone hybrid, and ensure the DSP is functioning properly. The contractor’s engineers will tune acoustics to optimize the audio in the space.

o 2.2.3. New Ethernet Switch:

Description: The contractor will replace the AV Ethernet switch with a new 10-port Ethernet switch to increase system throughput.

o 2.2.4. New Programming:

Description: The contractor will deploy a programmer to the site to load and test the Government-provided control system source code and touch panel files. The contractor will make any required modifications to the archived code to fully restore the system's operations, address any discrepancies discovered, and remove the connections for the devices in the Keesler Command Post (KCP) as these are no longer being utilized.

o 2.2.5. Installation Specific Notes:

Description: The contractor will integrate the new devices into the existing Government-provided equipment rack. The contractor will provide all cables, connectors, and mounting hardware required to install the devices. The contractor will turn over all removed equipment to the Government’s designated representative for disposition and/or disposal.

o 2.2.6. Operational Testing:

Description: A complete operational test will be completed to ensure that all operational modes and scenarios are functional. The test will include ensuring that each subsystem (audio, video, and control) is functionally tested.

3. DELIVERABLES

The following deliverables will be provided:

o Installed and functional Crestron CP4N processor.

o Installed and functional QSC Core 110f (v2) DSP and QSC QIO-TEL2 audio teleconference hybrid.
