STATEMENT OF WORK
1. SCOPE OF WORK. The Contractor shall provide the Government service that consists of furnishing all parts, equipment, labor, and materials, necessary to perform the cleaning and recharging of aircraft lavatories on aircraft stationed at Keesler Air Force Base (AFB), Mississippi (MS).
2. GENERAL INFORMATION:
2.1. HOURS OF OPERATION. The 403d Wing is manned during normal duty hours from 6:00am to 11:30pm CST Monday - Friday, and normally on the first weekend of the month. These hours do change during the Hurricane season and manning is up to 24 hours a day 7 days a week.
2.2. CONTRACTOR PERFORMANCE. Contractor shall supply a point of contact in receipt of Latrine service calls and respond within 2 hours.
2.3. CONTRACTOR EMPLOYEES. Contractor personnel shall present a neat appearance and be easily recognized with clothing bearing the name of the company or badge labels identifying the company.
2.4. CONTRACTOR VEHICLES. The Contractor shall furnish and maintain vehicles to meet the requirements of this SOW. Any vehicle used shall have the name prominently displayed on both sides of the vehicle and be maintained and painted to present a clean and neat appearance. All vehicles used shall be in operable condition and-must meet the local, state, and federal requirements. All vehicles shall have a set of Wheel Chocks to Chock the vehicle when parked within 25 feet of aircraft. The vehicle operator shall not approach any aircraft to be serviced without a flight line person acting as a spotter to spot the vehicle's approach to the aircraft.
2.5. RESTRICTED AREAS. Government personnel must escort the Contractor to locations in the restricted areas. *The escort must be pre-arranged by the Base Operations Section and DEBRIEF/DISPATCH Section.
2.6. ALTERNATE LOCATION. Contractor shall be required to service aircraft located at the Combat Readiness Training Center, 4715 Hewes Ave, Gulfport, MS, 39507 due to Keesler AFB runway shutdown periods. Contractor will be contacted 24 hours prior to first requirement for service at alternate location.
3. BASIC CLEANING SERVICES REQUIRED:
3.1. CLEANING OF LATRINES. The cleaning of the latrines will be IAW (in accordance with) Aircraft T.O. 1-1-691 and 1C-130J-2-12JG-10-2, 12-17-10. The waste collected shall disposed of IAW existing local, state, and federal regulations. The Contractor shall dispose of collected waste at an off base collection site.
3.2. RECHARGING OF LATRINES. The recharging of the aircraft latrines will be followed strictly by the T.O. 1C-130J-2-12JG-10-2, 12-17-10, also to include COLD WEATHER PROCEDURES located in same T.O. task. When finished with recharging, the latrine and surrounding areas will be disinfected with suitable disinfectant, and dried with a suitable towel, or rag.
Please Note:
- To gain access to Keesler AFB, the provider of the service to the aircraft is required by base security to have a pre-printed service ticket with the current date in the possession of the route driver. If there is no ticket, then the flight operations has to be called and arrange for base access. This requirement for a pre-printed ticket with all company information and current service date is mandatory.
- Depending on flight schedules, the service company may be required to wait until the aircraft have landed and secured before being escorted to the airplane. The delay can be up to an hour of wait time.
