PERFORMANCE WORK STATEMENT
FOR
AIR FORCE WORK INTEREST NAVIGATOR CONTENT STREAMLINING
AND UPDATING
22 Jun 2021
1.0. GENERAL INFORMATION. The Air Force Work Interest Navigator (AF-WIN), hosted under contract on Airforce.com by Air Force Recruiting Service (AFRS), is an enlisted vocational interest tool used to identify good-fit enlisted career fields for new recruits and existing re-training Airmen. During the 10-15 minute survey users provide interest ratings on items spanning Air Force functional communities (how jobs contribute to the mission), job contexts (where/how the job takes place), and generalized work activities (activities performed the job). The survey then calculates person-job fit scores for enlisted jobs based on similarity between the job and user’s interests. Rank-ordered results are then presented to the user with job-related profile information, filters based on job requirements (e.g., ASVAB), links to Airforce.com, and the opportunity to contact a recruiter.
The purpose of this contract is to streamline and improve the efficiency of updates and revisions of survey content to be delivered to the Recruiting Service AF-WIN program managers (and does NOT involve interaction with any IT platform(s) hosted by Air Force Recruiting Service).
Updates and revisions to AF-WIN survey content are typically in response to bi-annual changes to the Air Force Enlisted Classification Directory (AFECD), changes in Air Force occupational structure and requirements, and the ever-changing nature of Air Force jobs. As such, timely updates to impacted AF-WIN survey content is critical to presenting new Air Force recruits and existing Air Force re-trainees with relevant, accurate, and informative content about good-fit Air Force jobs. Historically, updates and revisions have been an additional (non-core) duty of one Strategic Research and Assessment (DSYX) branch staff averaging 160 man-hours per year. Approximately 5-10% of AFSCs require changes/updates in AF-WIN content every 6 months. Current methods for updating and storing AF-WIN changes are managed via Microsoft Excel spreadsheets, basic file folders, and Microsoft Word-based content update logs.
Identified AF-WIN survey content included in the current effort include 1) survey item images,
2) post-survey content filter values, and 3) occupational snapshot profile information. The purpose of this requirement is to develop a set of simple tools that assist the office responsible for updating AF-WIN content to do so in an efficient, standardized, and error-free method to reduce the average time it takes to update the survey.
The general approach for this project shall be to review and document current AF-WIN content maintenance processes developed by HQ AFPC/DSYX, identify and develop methods to streamline content maintenance processes, and deliver finalized solutions with sufficient documentation to HQ AFPC/DSYX so that transition of update/revision duties of the AF-WIN can be initiated with the owning organization (Air Force Recruiting Service). All final deliverables will be provided directly to AFPC/DSYX.
Attachment 1
FA300221R0017
1.1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to accomplish the following tasks:
1.1.1. Document and execute an improved process for collecting/organizing AF-WIN survey images.
1.1.1.1. Review existing AF-WIN survey image documentation provided by AFPC/DSYX.
These documents shall serve as a starting point by which to determine how the image collection/organization process can be streamlined. Documentation shall cover:
• Image collection, evaluation, and cataloging
• Known sources for potential AF-WIN images
• Image processing for AF-WIN use
• Image organization and delivery to contractor
1.1.1.2. Develop a process for gathering, evaluating, cataloging, and delivering images for AF- WIN survey items. Final deliverables shall include a user manual documenting in “layman’s terms” a procedure for future AF-WIN image collection/organization efforts by non-technical personnel. Image cataloging shall be retroactively applied to current operational AF-WIN survey imagery for standardization purposes (estimated at 150 images in the repository).
1.1.1.3. Identify and document official, free-for-use sources of potential AF-WIN item images to include (but not limited to): airforce.com, af.mil, defense.gov, afreserve.com, DVIDS.net, Air Force Public Affairs Office, Air Force Recruiting Services, and other “.mil” or “.gov” sources.
1.1.1.4. Obtain relevant AF-WIN imagery for all 52 survey items using sources identified in
1.1.1.3. Deliverables must meet the following criteria:
Basic Requirements
• Document original image source (URL), original dimensions (resolution), original PPI/DPI (pixels/dots per inch), caption (if available), and target AF-WIN item for potential use.
• Provide the original, unedited image.
• Provide final, processed images in a 16:9 aspect ratio, with a minimum vertical resolution of 480px, and a minimum PPI/DPI of 72. Basic photo editing tools may be necessary.
• Provide 6 highly-relevant images for use/substitution for each of the 52 AF-WIN items (up to 312 images in total).
• Deliver enough images (up to 312 images in total) so that no image would be used more than once per AF-WIN taxonomy level (functional communities, job contexts, work activities).
• Reflect current Air Force dress and grooming standards/requirements as defined in AFI36-2903; when the subject is in “utility uniform,” images shall feature the Operational Camouflage Pattern (OCP) uniform and not the Airman Battle Uniform (ABU) as per AFI36-2903 (exceptions apply).
• Use basic photo editing tools as necessary to conceal the Airman’s nametags and other relevant content that explicitly reveal subject identity.
• Final image “catalog” will consist of a Microsoft Excel spreadsheet populated with image-to-item association data as well as basic and psychometric requirements data.
• Final images themselves will be delivered in a basic file folder/ZIP file with folders for 1) raw, original-sized images, 2) anonymized original-sized images, and 3) final processed images
Psychometric Requirements
• Rate all images on a 5-point Likert scale of image relevance/applicability for all 52 AF-WIN items (scale to be provided by AFPC/DSYX).
• Where rank is visible in the image, provide images of only enlisted Airmen, preferably with a rank of E-5 or below.
• Provide images that balance gender, race, and ethnicity for each AF-WIN item; do not unintentionally stereotype for AF-WIN survey items (e.g., images of primarily women for “Healthcare” items or men for “Computer” items; images of primarily minorities for “Maintenance” items and non-minorities for “Leadership” items).
o Final images should achieve 33% gender, racial, or ethnic minority representation for each item (i.e., at least 1:3 images in an “item set” should feature a protected group).
o Final image deliverable shall code for presence of gender, racial, and ethnic minority for in each image.
• Provide images that represent 1) the breadth and depth of each AF-WIN item and 2) the AFSCs to which each item is applicable (see AF-WIN Job Profile Markers [JPMs] for potential context).
1.1.1.5. Contractors will communicate lack of available imagery to AFPC/DSYX, who will then contact Air Force Public Affairs for solutions. Images obtained through Air Force Public Affairs channels will meet all requirements defined in 1.1.1.4. The contractor will not be held liable in instances where Air Force Public Affairs or AFPC/DSYX cannot provide adequate imagery.
