About this file
This document provides guidance for responding to oil and hazardous materials spills on National Forest System land. It outlines safety precautions and procedures for first responders, including securing the site, observing from a safe distance, reporting details of the spill without approaching, and briefing emergency response teams on arrival. Contact information is given for local dispatch centers and environmental regulatory agencies. An initial incident report form is included to collect location information, details of the spilled material, potential damage and threats, additional details, and witness information.
The related federal contract opportunity is a request for quotes to award a single fixed-price contract for invasive plant species treatment services across four ranger districts spanning South Dakota and Wyoming. The work includes treating targeted noxious weeds and providing required treatment data and applicators reports. The contractor must furnish all labor, equipment, supervision, and supplies to complete the treatments in accordance with applicable state licensing. Offerors must be registered in SAM.gov and the North American Industry Classification Code is 561730 with a size standard of $9.5 million. This is a total small business set-aside being solicited by the Department of Agriculture Forest Service Rocky Mountain Region.

OIL AND HAZARDOUS MATERIALS SPILL FIRST RESPONDER’s GUIDE
PERSONNEL SAFETY IS AWAYS THE FIRST PRIORITY!
Contractors and their employees are responsible for reporting all spills and discharges encountered, whether such spills encountered are purposeful or accidental, on National Forest System land or off, or caused by the contractor and their employees. Use attachments to guide response actions.
If an oil or hazardous material spill has taken place or has been discovered, the First Responder should take the following actions:
1. Treat all spills with caution.
2. Personnel are not required or expected to do work they have not been trained to do.
3. Even if the substance has been tentatively identified, personnel should take these reasonable safety precautions.
a. Avoid breathing dust, fumes, mists, gasses, or vapors.
b. Do not smoke.
c. Keep heat, sparks, or open flames away from flammables, oxidizing agents, or unknown chemical substances.
d. Avoid contact with skin, eyes, and clothing.
e. Remain in a safe, upwind and uphill location and do not approach the site. If you can detect an odor, you are too close to the incident.
4. Call the Cody Dispatch Center (307-578-5740 or 1-800-295-9954) and tell them you are at the scene of an emergency hazardous materials incident and ask them to notify the Forest HazMat Coordinator. If asked to do so, return to the site to protect it from public entry and wait for the Emergency Response Team.
5. Secure the site and protect it from public entry.
6. Observe the scene from a safe location and complete the Hazardous Materials Initial Incident Report (See Attachment). Complete the form as best you can without approaching the site.
7. Brief the Emergency Response Team with all available information when they arrive.
