Specification Document Project: Handheld tensiometer for dynamic surface tension measurements.
GENERAL INFORMATION
1.0 Background and Purpose: A major focus of our Project’s research program is the development and evaluation of spray technologies which includes chemistries and surface acting products that alter spray solution physical properties. Critical to these efforts is the measurement of the spray physical properties, including dynamic surface tension. Our current measurement system is more than three decades old and does not allow for rapid measurement. Ongoing development of spray nozzle droplet size models rely heavily on these physical properties and the ability for rapid through-put is essential to continuing to meet project milestones. Additionally, these data are critical to our Stakeholders with day-to-day operational decisions being based on the models and databases developed from our efforts. This procurement effort’s objective is the replacement of the group’s current system that is more than 30 years old and no longer supported by any manufacturer or servicing organization.

CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Tensiometer to measure spray liquid dynamic surface tension using bubble lifetime method. Minimum requirements: Measurement range 15 - 75 mN/m over a bubble lifetime range from 15-30,000 ms and allow for measurements at multiple bubble lifetimes with a 1 ms resolution. System should include integrated measurement of liquid temperature over a minimum range of 0 to 50 degrees C. Instrument should be splash proof and resistant to caustic/acidic splashes. Instrument should be capable of handheld, cordless operation in a remote laboratory facility. Instrument should allow for touch screen or touch pad controls and data read out. System should include PC software that provides direct interface to control, monitor, and transfer data. System shall include a solution housing that allows for control of liquid temperature.
4.0 Deliverable / Schedule:
o System shall be delivered within no more 60 days of procurement award.
