The U.S. Army Corps of Engineers (USACE), Fort Worth District, seeks industry interest and capability information from commercial construction firms, design-builders, and Non-Traditional Defense Contractors for a 9,000-square-foot facility conversion to ICD-705 compliance. The project centerpiece is a 30-person Crisis Action Center requiring 30 workstations and a multi-screen data wall, utilizing double-height space with drop-down cable lighting systems. Scope includes potential new floor plate installation (up to 2,000 additional square feet), secure stair routing, six standard private offices, three executive offices with embedded 6-person Secure Video Teleconference (SVTC) capabilities, 18 cubicle workstations, two 25-person SVTC-capable conference rooms, a server room, breakroom, and storage. All workstations must support five distinct networks: SIPR, NIPR, JWICS, GOLD, and ORANGE. The facility must integrate audiovisual systems, secure shredders, and HVAC modifications compliant with Barksdale AFB standards. The Government has established a Target Price Range for construction between $13,555,317.59 (estimated budget) and $14,238,842.00 (strict limit), within a total Programmed Amount of $15,000,000.00. Formal award of Phase 1 (Design and Preconstruction Services) is targeted for the Second or Third Quarter of FY27, with approximately 1,000 calendar days for Phase 2 Construction. Interested firms must submit responses by Thursday, September 30, 2026, NLT 10:00 A.M. CDT, including confirmation of interest, a capability statement addressing secure facility construction, progressive design-build mechanics, and advanced technical methods, plus completed responses to a Project Delivery & Acquisition Strategy Questionnaire. Questions must be submitted by Thursday, September 22, 2026, NLT 10:00 A.M. CDT. A virtual Industry Day is being scheduled with details to follow on SAM.gov. FAR does not apply to this procurement pathway; an Other Transaction Agreement will serve as the sole governing contract.

SUBJECT : Sources Sought (RFI) - Repair B5546 Crisis Action Center

DISCLAIMER : This is a Request for Information (RFI) / Sources Sought Notice only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposals (RFP), a Request for Qualifications (RFQ), or a commitment by the Government to write, issue, or award an agreement or contract. The Government will not pay for any information or administrative costs incurred in response to this notice. All response costs will be borne solely by the interested party.

PROJECT OVERVIEW & POTENTIAL PATHWAY:

The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting public market research to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs).

This project will potentially be executed as a Progressive Design-Build (PDB) project utilizing Other Transaction Authority (OTA) pursuant to 10 U.S.C. § 2808a. Prospective partners are advised that the Federal Acquisition Regulation (FAR) does NOT apply to this potential procurement path. The negotiated, bilateral Other Transaction (OT) Agreement would serve as the sole governing contract.

SCOPE OF WORK: Repair B5546 Crisis Action Center - This project is to design and construction 9,000 square foot facility conversion to an ICD-705 compliant space at Barksdale AFB, Louisiana. The centerpiece of this project is a 30-person Crisis Action Center (CAC) requiring 30 workstations and a prominent multi-screen data wall or projection focal point. This CAC will utilize a double-height space that is currently open to the 3rd floor. Due to this double-height configuration and maintenance access requirements, lighting must be installed utilizing a drop-down cable system. Additionally, the project includes evaluating and potentially installing a new floor plate to enclose portions of the 3rd floor—which could yield an additional 2,000 sq.ft. of usable space— provided it does not obstruct the CAC data wall. The structural and architectural scope involves complex perimeter and envelope design, particularly because the current area lacks an attic, making the existing roof structure and dormers the primary facility envelope. The contractor must design secure stair routing, enabling 3rd-floor access without traversing the main CAC display room, while also determining the most effective ICD-705 compliant strategy for positioning stairs either inside or outside the secure envelope. The interior build-out will leverage existing raised flooring systems in designated areas and must incorporate existing restrooms. The detailed layout requires the construction of six standard private offices, three executive private offices with embedded 6-person Secure Video Teleconference (SVTC) capabilities, 18 cubicle-style workstations, an Entrapment Area, and accessible storage. Shared amenities will include a bi-level accessible breakroom, a 2nd-floor server room, and dedicated 25-person SVTC-capable conference rooms on both the 2nd and 3rd floors. A critical requirement is that every workstation, regardless of office type, must be fully wired to support five distinct networks: SIPR, NIPR, JWICS, GOLD, and ORANGE. The facility must seamlessly support heavy audiovisual and office equipment loads, including multiple SVTC systems, SMS, large displays, and secure shredders. Finally, all facility alarms and HVAC modifications must be engineered to fully integrate with and adhere to existing Barksdale AFB base standards and requirements.

Target Price Range (TPR): Target Price Range (TPR): Target Price Range (TPR): The Government has established a Target Price Range (TPR) for construction between $13,555,317.59 (the estimated Construction Budget) and $14,238,842.00 (the strict CCL / CWE limit), within a total Programmed Amount (PA) of $15,000,000.00.

Projected Award Date: The Government targets the formal award of the potential Agreement Phase 1 (Design and Preconstruction Services) on or about Second or Third Quarter of FY27.

Period of Performance (POP): Approximately 1000 calendar days following the potential execution of the Phase 2 Construction modification.
