1. Scope: The work consists of furnishing all labor, tools, and equipment necessary to repair F15E parts to serviceable condition in accordance with Technical Orders (TO) and Special Qualifications identified elsewhere in this PWS. Parts shall be furnished by 4 MXG/MXQG.
2. Description of Services/Introduction: Service Provider (SP) shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair F-15E aircraft parts listed on Exhibits A-C.
3. Special Qualifications: IAW AFI 21-123, (ACC Supplement), para. 3.6.1.2, the SP must have an approved Source of Approved Repair (SAR) letter certified by F100 Engineering at Tinker AFB.
4. Requirements: The SP shall have an active registration with the System for Award Management website (https://sam.gov/SAM/). All repairs shall be conducted in accordance with Air Force Instruction (AFI) 21-123, AFREP (available at www.e-Publishing.af.mil) and applicable technical orders. See Exhibits A-C for specific publications applicable to each part.
4.1. Inspections: SP shall perform and document an inspection/functional check upon receipt of part. If unable to repair the part, the SP must return the part to at no cost to the Government. After parts have been repaired, an inspection/functional check shall be completed and documented.
4.2. Documentation: SP shall provide a record of the repair and test results to the Contracting Officer’s Representative (COR) for all parts.
4.3 Repair/Shipment Timeframe: Standard repairs shall be repaired and returned (physically received by the Government) within 40 days of part receipt at the SP’s location. If a part is deemed mission critical (MICAP) by the COR, part shall be repaired and returned (physically received by the Government) within 20 days of part receipt at the SP’s location. SP must coordinate with the COR on a case by case basis for any deviation from these standard timelines.
The SP shall provide a shipment tracking number for the return shipment. All shipment costs shall be included in the repair cost, not an additional charge. Shipping documents shall accompany each shipment with the following minimum information:
1) Date shipped
2) List of Parts by NSN or PN, serial number if applicable and nomenclature
3) Address shipment to: 4 MXG/MXQG, 1395 Refueling Plaza, Seymour Johnson AFB, NC 27531.
4.4 Products/Materials: All parts shall appear cosmetically new after repair. SP shall furnish the repaired product to the Air Force as the Original Equipment Manufacturer (OEM) intended. The repaired product shall meet acceptance test procedures (ATPs) as intended by the OEM and completed according to technical data. SP shall certify the repaired products are safe and fully qualified as an operational instrument on the F-15E.
5. Government Furnished Property: The parts supplied under this contract for repair are considered Government Furnished Property (GFP) IAW DFARS 245.107(1)(i). Therefore, the SP shall use the Property Transfer capability in the GFP Module1 to report receipt of all GFP. Use of the GFP Module is an acceptable property management system as required by DFARS clause 252.245-7003.

Reviewing “GFP Property Transfer for Contractors,” and “GFP Property Transfer for Contractors- Extended Scenarios,” is highly recommended.
6. Invoicing: IAW DFARS 252.232-7006, invoice and receiving reports shall be submitted via Wide Area Work Flow using the Reparable Receiving Report (RRR). This report also initiates the return process, which enables the association of the repair service with the GFP Inventory maintained in the GFP Module. To return parts from multiple task orders in one shipment, the line item from the GFP Inventory shall be populated on the RRR. When the Government accepts the RRR in WAWF, the GFP Inventory will automatically be updated to remove those parts that have been returned to the Government.
7. Warranty: SP’s standard commercial warranty.
8. Location: This work is to be accomplished at the SP’s facility and returned to Seymour Johnson AFB at the address indicated in para. 4.3.
9. Manpower Reporting: The SP shall report ALL SP labor hours (including subSP labor hours) required for performance of services provided under this contract for 4 MXG/MXQG via a secure data collection site. The SP is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
9.1. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
